General Overvfew - The owner Chemcentral is proposing the installation of three above ground storage tanks. The tanks will be placed in and existing concrete dike. BIIMMARY OF D$PARTMgNTAL REQDIRMMNTS: I. Planninq Department (456-2205) A. Discussion/Requirements 1. The proposed tanks heiqhts shall not exceed a maximum of 15 feet above qrade. 2. The tanks shall be sight obscured. II. Engineerfnq Department (456-3600) A. Discussion/Requfrement 1. Comments were qiven to the applicant and Huildinq and Safety by Pat Harper. - 1 - I I • • r V. 2. Please specify what the area where the underqround storage tanks currently exist will be used for once the tanks are removed. 3. Because the proposed tanks will be located in an existing dike a drainaqe plan may not be required for the proposed. The Bngineerinq DBpartment will check into the matter and get back to the applicant. 4. An Aqreement to Pay Fees was given to the applicant durinq the meetinq. The agreement is to be siqned by the owner and returned to the Engineerinq Department. Plan review will not be completed untfl this document is executed. B. Permit Release Requirements 1. An RID/CRP Aqreement, Notice to Public No. 6 is required on Sharp Road. Please submit a copy of a recorded property deed so that the aqreement can be prepared. 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Health District (456-6040) A. Discussion/Requirements 1. The existing miniiaum size sewage disposal system is adequate. 2. Please submit a critical materials list to the Department of Buildinqs for review. 3. The proposed is a critical materials user therefore a Samplinq Aqreement is required to be siqned by the owner. The agreement enables the Health District to sample the effluent of the septic tank on an annual basis. All cost for sample retrieval and analysis shall be paid by the owner. 4. The existinq septic tank is located under a concrete surface. Please indicate if there is access to the tank at this time. If there is no access to the tank a riser to qrade with iron ring and lid shall be installed for access. 5. If the concrete dike is cut for the placement of footinqs the joints must be sealed with an approved sealer. - 2 - . ► • • . 6. All debris from the site is to be taken to a licensed landfill. 7. Daryl Way advised the applicant to have soil sample tests performed on the soils where the underqround storaqe tanks have been renaoved. 8. Permit Release Requirements 1. Please submit the Sampling Aqreement signed by the owner. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. A 20 foot wide fire lane to the proposed tanks shall be maintained for fire department access. 2. An additional fire hydrant fs required to be installed on Sharp Avenue. The hydrant shall be installed as per an approved water plan. V. Department of Buildinqs (456-3675) A. Discussion/Requirements 1. Please submit a cross sectional detail of the existinq dike. 2. Please show how the joints are to be sealed and indicate the seal material to be used. 3. The existing dike shall have 110$ containment for the largest tank. 4. The existinq canopy located over the dike shall be of one hour fire resistive construction. 5. The proposed tanks shall be vented as per the Uniform Fire Code. 6. Double containment is required for the pipes that are located outside of the dike area. 7. Please submit a critical materials list to the Department of Buildinqs for review. 8. A permit shall be obtained for the removal of the existing underqround storage tanks. - 3 - . • ` • 9. An Environmental Checklist is required for all above qround storage tanks. Tom Davis advised the applicant to include future tanks when preparinq the checklist. COIINTY ACTION: Pat Harper will check with Gary Nelson of the Engineering Department for a determination of weather or not a drainaqe plan will be required for the proposed and qet back to the applicant.
