General Overview - The owner Conoco Inc. is proposing a transloadinq operation for sodium cyanide. The operation will consist of unloading bins of the sodium cyanide off of rail cars and storing them on the site for a short time in water tight bins until they are loaded onto trucks for distribution to n►ining sites. The maximum quantity of sodium cyanide that will be stored on the site at one time is 400,000 pounds. The applicants stated that they would like to beqin operation in July 1991. There are no buildings or structures being proposed. SDI04ARY OF DEPARTMENTAI. ItBQIIIR$MZZTB: I. Planninq Department (456-2205) A. Discussion/Requirements 1. The proposed is located in an I-3 Zone. 2. All traveled surfaces are to be paved, please illustrate on revised site plan. 3. A five foot strip of Type III landscaping is required along all road frontage. There may be a problem fitting - 1 - f ~ all of the required landscapinq between the rail spur and county right of way, Allen deLaubenfels stated that he would work with the applicants on the location of the landscapfnq. A copy of landscapinq requirements were given to the applicant durinq the meetinq. B. Permit Release Requirements 1. Please submit a revised site plan illustratinq detailed landscapinq and paved areas. 2. An estimate from a nursery including size, type, and quantity of landscapinq alonq with a promissory letter from the owner statinq landscaping will be installed shall be installed. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirement 1. Comments were qiven to the applicant and the Division of Buildings by Bob Turner. 2. Please submit a drainage plan for all new hard surfaced areas that is in compliance with Spokane County Guidelines for Stormwater Manaqement. 3. Please submit road and drainaqe plans prepared by an enqineer for road improvements to Mission Avenue. The road must be improved to Standard Roadway Section No. 1, Collector Standard. All required construction is to be completed prior to the release of the buildinq permit or a bond in an amount estimated by the County Engineer to cover the cost of construction shall be submitted. The applicant was advised to submit the road and drainage plans as soon as possible so that perYait release would not . be delayed. 4. Approach permits shall be obtained for new driveway approaches on county right of way. 5. Please contact Tom Thompson of the Washington State Department of Utilities and Transportation Commission at (509) 456-3156 regarding transporting operations. 6. The applicant was informed that there is five feet of future set-aside on Mission Avenue. Any future buildings would require setbacks to be measured from this point. - 2 - ~ ' ► 7. An Agreement to Pay Fees was given to the applicant durinq the meetinq. The agreement is to be siqned by the owner and returned to the Division of Engineering & Roads. Please submit road and drainage plans prepared by an enqineer for Mission Avenue. 3. Approach permits shall be obtained for new driveway approaches along county right of way. 4. Please submit a copy of the Aqreement to Pay Fees signed by the owner. III. Health District (456-6040) A. Discussion/Requirements 1. The areas that the sodium- cyanide is stored in and handled in shall be paved and curbed so that the product will be contained in case of accidental spillaqe. 2. The containment area shall be equipped with a mechanically operated valve to drain stormwater. The valve is to remain closed a't all times except to drain stormwater. The stormwater is not to be drained until it has been determined that is is not contaminated. 3. Proper security of the site shall be maintained. B. Permit Release Requirements _1. Please submit a revised site plan illustrating the containment area. The containment area shall consist of pavement and curbing. IV.- Fire District Ido. 1(928-2462) A. Discussion/Requirements 1. The applicant stated that two of the three gates located on the site will not be used. Therefore, the fire ~ district is requiriang that padlocks (Knox) be placed on - 3 - . . the qates for fire department access only. Forias for obtaining the padlocks were given to the applicant durinq the meetinq. V. Division of Buildings (456-3675) A. Discussion/Requirements 1. The current operation located at the site is not a permitted operation. The applicant stated that the current operation will be terminated once the proposed operation is in use. 2. Ken Jeffrey requested that all stormwater drainaqe (snow and ice) be drained into 208 swale areas. 3. Please submit a letter to the Division of Buildings, Health District, and the Fire District indicating the location of the neutralizing product for their records. 4. Please submit a clean up procedure to the Division of Buildings for =eview. 5. Please submit emergency plans to the Fire District and other emerqency agencies for their records. 8. Permit Release Requirements 1. Please address all the items discussed durinq and after the meetinq. SPOKANE SODIUM CYANIDE TERMINAL PRODUCT PACKAGING The superior praduct packaging employed in transporting DuPont's sodium cyanide is the key to its ease of handling and excellent safety record. All product handled at the Spokane sodium cyarnde terminal will be packaged in a Flo-6in. Fio-Bins are water-tight containers made of 12 and 14 gauge mild steel and all welded construction (see attached drawing). Trie inlet and ouUet openings are equipped with fiberglass gaskets, designed to provide a leak-tight seal. The bins have an internal capacity of 62 cubic feet, net weight of 600 Ibs. and hold 3,000 Ibs. of sodium cyanide. The bins are designed and manufactured to DOT 178.252 Speciflcaton 56 (attached). In meefing this specification, our Flo- Bin design has successfuily passed both the DOT drop test and a vibration test. Each Flo-Bin has been pressure tested at 2 ps1 to ensure it is leak tight. If a Flo-Bin is found to be damaged, it is removed from the fleet and either repaired or scraped. After a bin is filled, quality control seals are aifixed to both the top fllling port and bottom discharge gate, to ensure the integrity of the bin's contents during shipping. The btns are loaded onto rail flatcars and secured with cabies and ratchets. The bins are shipped under a Special Approval Agreement wah the DOT (SA-841102) (attached). in over 20 Years of servfce, shiPPin9 hundreds of mlliions of Pounds of material, these bins ~ - performed almost flawiessly. To date, there has never been a spiil resuMng in an nificant hme- environmental dama9e.
