construction of a 1296 square foot office building. The proposed
site is currently beinq used as a storaqe yard and contains metal
buildings. Also located on the site is a temporary mobile home
being used for office space. The mobile home will be removed once
the proposed office is constructed.

1. Comments were given to the applicant and Building and
Safety by Scott Egger.

III. Health District (456-6440)
'i A. Discussian,IRequirements
l. fibe Health District has a concern with the exist.ing
drafnfielcl. The drainfield was installed in the sprinq of
1990. At that time the drairif3eld was required to be
barricaded from vehicular traffic. During an on site
visit Baryl Way noticed that the drainfield had not been
barricaded and that fark lifts had been driving over it.
Prior ta release of the building permit the Health
District needs veriffcation of the integrity of the
drainfield. Daryl Way will talk to the inspectar who
inspectea the drainfield at time of insta122rtian foz his
opinion of whether ar nat the drainfield should be expased
for inspectian.
2. The existinq drainffeld has t.he capacYty for one 12
gerson shift per day.

1. Please submit a revised site plan illustrating
permanent barricades around the drainfield.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The existinq fire hydrants located near the site are
adequate.
2. The fire department will need access through each
gate. A(Knox) padlock or lock (Rnox) box entry system
shall be provided.
B. Permit Release Requirements
1. The fire district has released their portion of the
buildinq permit.
V. Departlaent of Bui ldings ( 456-3 675 )
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was qiven to the applicant by Ken Jeffrey.
Ken met with the applicant prior to the meetinq and
discussed revisions to be made to the plans.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

and also James R. Albright & Betty Ann Albright
being the owners of the following described lands ia consideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees, assigns
and successor(s) in interest hereby agree to authorize Spokane County to place their
name(s) on a petition for the formation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includes the owner(s)
property, and further not to object, by the signing of a ballot, to the formation of
a RID by the resolutioa method pursuant to Chapter 36.88 RCW, which resolution
includes the owaer(s) prvperty. If a RID is fozmed by either the petition or
resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (I) that the improvements or conatruction contemplated
within the proposed RID are feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, togetber with the amount of
any County participarion, exceeds the cost aad expease of formatiou af the RID, and
(3) that the property within the proposed RID is sufficiently developed. Provided,
furthe,r, the owner(s) or succeasor(s) shall retain the right, as authorized under
RCW 36.88.090, to obj ect to any assessmeat(s) on the property as a result of the
improvements called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commissioaers affirming the final
assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heirs, grantees and assigns without any monetary
participation by Spokane County. '
The RID wsiver contained in this agreement shall expire after ten (10) years from
the d8ta af execution below. However, at the expiratioa date the owner(s) or
successor(s) agree to construct the required improvements at their own expense; pay
to Spokdne Cosnty the then estimated cost of the required improvements to enable the
Coun4y to complete the same; or furnish a bond or other secure method suitable to
the County, providing for or securing to the County the actual construction vf the
improvements.
The above conditions and covenant apply to the following described property:

being the ovners af the following described lands in consideratian of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees, assigns
a.nd sttccessor(s) in interest hereby agree ta authorfze Sppkane County to place their
aame(s) on a petition far the farmation af a Raad Improvement District (RID) by the
petitiaa method pursuant ta Chapter 35.88 RCW, which petitian includes the owner(s)
property, and further not to object, by the signing of a bal1ot, to the formation of
aRII} by the resolutivm method pursuant to Chagter 36.88 RCW, which resolutian
inclvdes che owner(s) praperty. If aR.TD is farrned by either the petitian or
resolution method, as provided for fn Ghapter 36.85 RCW, the owner(s) ar
auccessor(s) further agree: (1) that the iutprouements ar constrticCian eonGemglated
within the propoeed RID are feasible, (2) that the benefits to be derived fFam the
farmation af the RID by the property ineluded therein, together wifih the amcsunt of
any Caunty p.artfcipation, exceeds the cast and expense of f armatian of the RID, and
(3) that the property within the prQposed RID is suff iciently developed. Fzovided,
further, the owner(s) or successor(s) sha12 retairc the right, as authorized under
RCW 36.$$.090, tQ object to any assessment(s) on the property as a result of the
improvements called fvr in conjunction with the forma►tion of a RID by either the
petirian or resalution method under Chapter 36.88 RCW and ta appeal to the Superior
Court the decision of the Board of County Commissianets affirming the final
assessment roll.
It is further agreed that at such time as an RID is created or eny Road Irnprvvement
Project is s$nctioned by Spokane Caanty, the Impravements requixed {curb, sidewalk,
drainage cantral and gaving to existing pavement} shall be at the sole experise of
the undersigaed owner, their heirs, grenteee and assigns without any manetary
participation bp Spokane County. '
The RID waiver cantained in this agreement sha11 expire after ten (10) years from
the date af execution below. Hawever, at the expiration date the owner{s} or
successar(s) agree Co construct the required impravements at their awn expense; Pay
to Spokane CQUnty the then estimated cost a€ the required improvements to eaable the
Caunty ta complete the same, or furnish a barrd or other secure methad suitable to
the Couaty, providirt$ for or seeuring to the Countq the actusl c+onstructian af the
improvements.
The above conditions and covenant agply to the following described graperty:
Lots 1.2.3,4,13,14,15 and 16 of Block I; AND ALSO Lots 1, 2, 3, 4, 13,14,15 and 16 of
B1QCk 2; in SECOND ADDITION TO YARDLE3C as recorded in Volume "P" of P1ats, Page 42,
in Spokane County, Washiagtora; TOGETHER WITH oacated alley lying between Lats 1 thru
4 and Lats 13 thru 16, Sloek 1; AND TOGETM WYTH vacated alley lying between Lots
1 thru 4 aad Lots 13 Cheu 16, BZack 2; AN'D T4GETHER WITH vacated Baone Avenue lying
