drai+ving is to indicate th~ cross section profile for swaIes which are shown belaw. Swa1e 13A daes not have a
drywell but averflows into alawn area which is nearty flat, and over 250 sf in area. "T'he two small containment
swales 13E averflow fia an existing catch basin ne,ar the southwest corner of the east existing g-ravel parking lat.
For your general information, as soon as the county proceeds on asevver in McDonald Road and connection is
made Go the church as part of a future project, the parking lot will be paved and a208 drainage pIan developed
for the site, which will also take into account over~ows of swales 13E.
Tihe new roof areai provided under this project and drainrng into each swale and the containrnent provided by each
is as follows: Swale 13A, 1,568 sf of raof, $OCF contain.ment; Swale 13B, 840 sf vf roof, 35CF cantainment;

existing church. The addition will be used for a day
care/pre-school. Also proposed is remodeling and reorientation of
the existing building. The applicant would like to begin
construction as soon as possible*.
A Pre-Application Conference was held for the proposed on November
13, 1989.
3UMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
_ 1. Landscaping and parking requirements were given to the
applicant by Al1an deLaubenfels. ,

2. The Planning Department will not require paved parking
at this time because the site has not been connected to
sewer. A letter must be submitted stating the parking lot
will be paved once the site is connected to sewer. The
letter must also state that a dust palliative for dust
control shall be placed on the unpaved parking lot as per
Spokane County Air Pollution Control Authority ,
regulations. A time frame for the paving of the parking
lot must be established.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
parking, landscaping, the proposed addition, and setbacks
for review and approval.
2. Please submit a letter as described above for review.
II. Engineering Department (456-3600)
A. Discussion/Requirement
l. Please submit finished grade elevations for the site
and a typical cross section of a 208 swale.
2. 208 drainage swales will be required for the new
parking area. If the parking is not installed the
drainage swales will not be required.
3. A copy of the property deed release was given to Bob
McCann during the meeting.
B. Permit Release Requirements
l: An RID/CRP Agreement on McDonald Road needs to be
recorded. Please submit the name(s) of the individual(s)
that will sign the Agreement.
III. Health District (456-6040)
A. Discussion/Requirements
1. If the parking lot is to be paved at this time double
plumbing will be required. Please check with the County
Utilities Department for location of the double plumbing.
2. A copy of water use data and projected water use data
was given to Daryl Way during the meeting. Daryl stated
he would study the data and let the applicant know if a
sewage permit will be required for additional sewage.

3. The day care/pre-school•is exempt from the educational
instruction standards of WAC 248-64.
4. If the proposed kitchen is to be used to serve the
general public it must be built to commercial standards.
B. Permit Release Requirements
1. A sewage system permit may need to be applied for,
Daryl Way will make a determination after further review.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The present fire hydrant system is adequate at this
time. If any future additions are constructed additional
hydrants and sprinkling of the building or fire separation
walls will be required.
2. A lock (Knox) box containing access keys for fire
personnel is required to be installed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letter will be
given to the applicant by Tom Postlewait.
2. Please submit an appraised value of the existing
building so that it can be determined if the entire
building must meet the minimum requirements of the
Regulations for Barrier-Free Facilities.
3. Any future expansion of the building will require an
automatic sprinkler system or area separation walls. The
existing building and proposed addition is at the maximum
allowable floor area permitted.
4. Please submit an updated critical materials listing to
Building and Safety for review.
5. Tom Postlewait stated that he could meet with the
applicant after the meeting to clarify some of the
requirements.

children attending the day care/pre-school is 50.
SIIMMARY OF DEPARTMENTAL REOIIIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The proposed use is allowed in the zone.
2. John Harrington stated that not more than 50 children
may occupy the day care/pre-school at one time. If the
applicant wishes to have more than 50 children a variance
must be obtained from the County Planning Department.
3. The existing parking and landscaping at the site is
adequate.

B. Permit Release Requirements
1. The Planning Department is ready to release their
portion of the building permit as long as the number of
children occupying the day care/pre-school is less than
50. "
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Jerry Sims.
2. Please submit a drainage plan for the site at a
minimum the plan shall contain the following: drainage
calculations for -stormwater volumes generated on site,
calculations for total impervious surfaces contained
within the site, finished grade elevations for structures
to be construeted on site, finished grade elevations at-
the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed, and the elevation of
drywell inlets where applicable.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. An RID/CRP Agreement on McDonald Road needs to be
recorded. Please submit a copy of the recorded property
deed for the subject property so that the RID/CRP
Agreement can be prepared.
III. Health District (456-6040)
A. Discussion/Requirements
1. At this site in the past sewage systems have been
abandoned and replaced. The existing systems serving the
site at this time may be exceeding capacity.
2. Please project the anticipated additional waste that
will be generated from the proposed addition. Submit the
figures to the Health Aistrict so that the septic size can
be calculated.
3. Daryl Way advised the applicant to check into
connecting into the private sewer line that runs along the
south west corner of the building on Broadway Avenue.

4. Please determine if the kitchen will be ttsed for the
congregation only or if it will be used to serve the
general public. If it is to be used to serve the general
public it will have to be built to commercial standards.
5. The occupant status for the classrooms must conform ' to the educational instruction standards of WAC 248-64. .

1. Apply for septic permit for the additional system
needed to handle waste generated by the proposed addition.
IV. Building and Safety (456-3675)
, A. Discussion/Requirements
1. Plan review has been completed on preliminary - plans
and a letter was given to the applicant by Tom-Postlewait. ,
2. While reviewing the plans it was assumed that this
project is not based on a five day a week class schedule.
It was also assumed that the kitchen will not be used for
commercial use.
3. Any future expansion of'the building will require an- _

name(s) on a petition for the formation of a Road Tmprovement District (RID) by the

property, and further not to object, by the signing of a ballot, to the formation of
a Klll by the resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RID is formed by either the petition or
