these Conferences. Comments to date indicate the conferences are
successful and do enhance the permit system. As a recent

I. General Overview - The owner, C.A.Company, is proposing to
construct a 108' x 48' storage building. The building will have a
16' x 48' lean-to. There will be no office in the building. The
proposed use of the new structure will be storage of roofinq
materials, gypswa board, insulation materials, and other related
roofi.ng products. The proposed structure will have a metal roof.
There will be no doors installed in the proposed storage structure,
however there will be two access openings, one at each end of the
west wall of the building. The floor of the proposed building will
be existinq, however some cuts will be made in the asphalt floor
for the foundation of the building. These cnts will be filled with
concrete. There are five dry wells on the property, one of which
is located just inside the south end of the structure.

I. Planninq Department (456-2205) - Francine Shaw
A. Discussion Items
1. The proposed is located in a I-3 zone and is affected
by Zone Reclassification ZE 231.41 for which there are no
conditions. The proposed use is allowed in the zone.
2. The proposed is located on parcel number 35132.0832.
3. Site plans show only six (6) parkinq stall. This
does not meet the minimum requirement of 12 stalls.
Revised site plans must show a total of 12 parkinq
stalls. Parking area is paved, but parking stall
stripinq will need to be shown on the drawings.
f4. Revised site plans must show height of existinq
fencing.
5. Applicant indicated that an exterior flood liqht
would be installed. Please illustrate on revised site
plans location and direction of illumination for any
proposed liqhting.
A6. Applicant stated that the proposed construction does
not exceed 50% of the assessed value of the property,
therefore no additional landscaping will be required.
Existinq landscapinq must be called out on the revised
site plan.
7. The proposed building location does not meet zoning
set backs. Applicant has three options to meet set back
requirements:
a. relocate the building
b. apply for an administrative exception for
flanking street, or
c. apply for a variance to allow the set backs as
shown.
Francine stated that a variance requires a public hearing
and the calendar for a hearing is full until the end of
August 1992. Applicant indicated that he preferred to

APProach Permit for the County Engineearing Department.
Applicant stated that there would be none.
4. Plans, prepared by an engineer, must be submitted

-Dyer, Typical Roadway Sectivn NQ.ir Access Standard
As an alternative, an RID Agreement, Notice to Public No.
6 for Desmet and Dyer Raads can be pregare+d. Plsase
submit acopy of a recorded property deed from the
Auditor's office for the subject praperty to the County
Erigineers office in order that the agreement can be
pregared.
6. An Agreement tQ Pay Fees was given to the applicant
during the meeting. The aqreement is to be signed by the
owner and returned to the givision of Engineering &
Roads. Plan review will nvt be completed until this
document is exeGUted.
B. Permit Release Requirements
1. Please submit a drainage plan for the roof, shawing
spot elevation on asphalt and drainage ta drywell area.
2. Appraach permits shall be olotained for driveway
approaches along courity right of way.
3 Please submit raad and drainage plans prepared by an
enqineer ar an RID/CRP Agreement,
4. Please submit a copy of the Agreement to Pay Fees
siqned by the owner.
IV. Health District (324-1577) - Daryl Way

1. The water purveyor for the proposed is City of
Spokane. Please cantact the water purveyor ta review
requirements for back flow preventers.

VI. Department of Buildings (456-3675) - Ken Jeffries
A. Discussion Items
1. Plan review has been completed on the site plan by
Ken Jeffries.
2. The proposed building is being classified as a B-2
Type vN construction.
3. A Critieal Materials List will be required specifying
what will be stored in the buildings. Please include
heights of "high-piled" stock on this list for review and
approval.
4. Applicant will be required to subnEit structural
calculations verifyinq the acceptability of the 20' 6"x
8" columns for the buildinq. Also, it would be helpful
if drawinqs were larger so they could be read easier.
5. Drawings subntitted at the meeting show that there are
no exit doors proposed for the buildinqs. If the larqe
access openinqs are ever enclosed or overhead doors
installed, exit doors must be installed The applicant
may wish to install doors at this time. If exit doors
are proposed they must be shown on the drawinqs and are
required to be 36" wide.
6. The front page (cover sheet) of the construction
drawings shall contafn, at a minimum, the professional
stamp with an oriainal dated signature. This cover sheet
shall include the building address, legal description and
index of pages being subinitted under the professional
stamp.
7. Fire extinquishers will be required and must be
located no further than 75' in travel distance from any
part of the building. Two extinguishers may be required.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Managelaent". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed. -
7. Elevation of drywell inlets where applicable.
S. Copy of the proposed landscape plan.
C) The f o l lowing improveaaents within adj acent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. Tbese must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Desmet, Typical Roadway Section No. 1, Access
Standard.
b. Dyer, Typical Roadway Section No. 1, Access
Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a ffnancial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on Oesmet and Dyer.

3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP agreement.
4. Approach permits must be obtained from the County
Engineering Department for any new or improved

b. Desmet
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan. 2. Drainage plan as specified.
3. Other information:
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Enqineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

any Covnty participation, exceede the ccet and expenee of formation of the hID, and

Project le eancrioned by Spokane County, the improvemente required (curb, etdewalk,
drainage control and pavinq to exieklnq pavemeat) ehall be at the eole expenee of
the undereigned owner, their heire, granteee and aeeigne without any monet=ary
participation by Spokane County. The RID waiyer contained in this agreement ehall expire after ten (10) yeare from
the date of execution below. However, at the expiration ddte the owner(e) or
succe8sor(s) agree to coneEruct the reqvired improvemenCe at their own expeneel pay
to Spokane County the than eetimated coet of the required improvements to anable the
county to complete the eamel or furnieh a bond or orher eecure method sultable to
