The County Engineering Department has completed a review of
the above referenced project, The follawing informatian must be
px`ovi~ded in arder for us to proceed with our re~riew.
A} For any new hard surface area, for an asphaltic raof, ar
a roof containing HVAC machinery, adrainage plan
for the site shall he prepared in compliance with
Spokane County "Guidelines far 5tormwater Management'". At
a minimum the plan must cantain :
1, Drainage calculatians for stormwater volumes
gene,rated on site.
2. Calculatians far total impervious surfaces
contained within the site.
3. Finished grade elevatians for structures to be
c4nstructed on site.
4. Finished grade eievations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculatians tc~ justify the number and type of
dr'ywea.~~ prDpoSed,
7. Elevatinn of drywell inlets where applicable.
8. Copy of the propased landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

the P-ublic Road Right of Way is to be completed prior to the
release af abui1ding permit or a financial guaranty in an amaunt
estimated by the Co-unty Engineer to cover the cost of

Engi.neer. . Required plan.s are to be submitted, priar to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements -
the Caunty will accept an RID/CRP agreement

3. Applicant shall dedicate 5 feet of right of way on -
Evergreen.
4. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement,
5. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Evergreen St.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
c. The County Arterial Road Plan identifies
Evergreen as a principal arterial. The existing right-of-way lo
width of.30 feet is not consistent with that specified in the
Plan. In order to implement the Arterial Road Plan, in addition - 5~~~•
to the required right-of-way dedication, a strip of property 30 01FX0LZ>
feet in width along the Evergreen frontage shall be set aside in 'reserve. This property may be acquired by Spokane County at the 5 e~~
time arterial improvements are made to Evergreen.

E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvemente
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees"-. This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals

which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

FINDINGS AND ORDER A. INTRODLJCTIDN
This matter harring come before the Examiner Committee on December 6, 1978,
and the members of the Committee pr^esent being Kenneth Kennedy, Chairman,
Abby Byrne f and Ted McCoury.
B. PROPOSAL
The spflnsor, George E. 1Noadwar-d, is requesting approval of a preliminary
plat, PE-1260-75, Dunhams Acres Subdivision for subdivisian of 2.36 acres for 2
lat~ of single family uses and there being pr-esent, the following applicant or
representati'ves:
C. F!NDJNGS OF FACT
1. That the existkng land use in the area is residential and vaeant Iand.
2. That the Cvmprehensiue Plan designates this area as residential use elass-
ificat€on.
3. That the existing zaning of the property described in the application is
Agricultural,
4. That the provisions of RCVII 43.21C (The State Enviranmental Palicy Act)

5. That the proper legal requirement,s for advertisement of the Agenda Item

6. That the land in this area is suitabie for the proposed use, or uses within
the proposed Zone Classification.
7. That the proposed use is compatible with existing uses in the area.
8. The Hearing Examiner Committee finds the proposed use is not detrimental-
to the general purpose or otherwise harmfull to the public health, safety,
and welfare.
9. The following are additional findings of fact considered by the Hearing
Examiner Committee:
a) Compatible with area.
D. SPECIAL CONDITIONS OR CONTIGENCIES APPLICABLE TO THIS
SUBDIVISION APPROVAL:
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effiect that no more
than one dwelling structure be placed on any one lot, nor sha{I any lot be
further subdivided for fihe purposes of creating additional lots or building
sites without filing a replat.
3. That the plat provicie for right of way width for streets as indicated or
the preliminary plat of record.

4. That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A I' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries. )
S. That appropriate street names be indicated.
• 6. That appropriate utility easements be indicated on copies of the approved

~ preliminary plat for distribution to the Planning Department and the utility
companies. . Written approval of the easements by the utility company must
be received prior to the submittal of the final plat.
7. That the plan for water facilities adequate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorifiies. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and eertification will be
drafted on a transparency suitable for reproduction.

The purveyor wi11 also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule wil) provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County anct- the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the faiiure of the plat sponsor to satisfactorily complete the
approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the
_ local fire district and purveyor will be installed within this plat, and the
subdivider wiil provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
8. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.

That the preliminary pfat be given conditional approval to January 1, 1980.

' 10. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO)
prior to approval of this recommendation by the Board of County
Commissioners, or that any approving action in accordance with SCEO
11.15.340.
NOTE: The official file contains an environmental checklist for the proposal
and a staff review of their checklist as required by WAC
197-10-320.
,-`11 . That conditional approval of the plat is given subject to the dedication of
right of way to the pubtic and approval of the road system in the plat by the
County Engineer.

-`12. No construction work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.

13. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
~14. That each lot be authorized for the use of individual on-site sewage disposal
systems.
15. Prior to filing of the final plat, the sponsor shall present evidence that the
plat lies within the recorded service area of the proposed water district.

Special Conditions
"i 16. That the provisions of SEPA'S NOTICE OF ACTION pursuant to
43.21C.080 RCW and the Board of County Commissioner's Resolution
No. 77-1392 be accomplished by the project applicant within thirty (30) days
of formal action by the Board of County Commissioners, with regard to the
preliminary plat approval; as instructed by the Planning Department staff.

17. That the project sponsor may not be notified by the Hearing Examiner
Committee of the need to request an extension of time for the renewal of any
preliminary plat approval.
~ 18. That the Hearing Examiner Committee sustain the issuance of a proposed
Declaration of Non-Significance and recommends issuance of a final Declaration
of Non-Significance.
~ 19. That a public water system serviced by Vera Water Power, and including fire
flows, serve each lot prior to the sale of the lot. .,A-O. That an on-site sewage management system be created and approved by the
Health Office prior to the signing of the final plat, if more than a total of 4
dwelling units are authorized within the plat.
21. That final construction plans for on-site storm drainage facilities be reviewed
and approved prior to filing of the final plat by the County Utilities Engineer
and the County Health District.
