The applicants would like to begin construction as soon as possible. SUMMARY OF DEPARTMENTAL REOUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. Please submit the dimensions for the parking lot as well as for the buildings located on the site. 2. The proposed use is allowed in the local business zone. 3. A copy of the parking and landscaping requirements were given to the applicant during the meeting. - 1 - . • 4. Parking for the proposed is to be paved. 5. Please submit a revised site plan illustrating parking, landscaping, setbacks, and dimensions for the parking lot and building. 6. The proposed site has two front yards and must meet the minimum setback of 35 feet on both sides. . Alternatives to the setbacks is to get a variance for the site, vacate the county road, or re-design the building. 7. Al1an deLaubenfels stated that he would check the . minimum parking required in the local business zone. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 3. I'he setback pYOblem must be resolved prior to permit release. II. Engineering Department (456-3600) A. Discussion/Requirement l. +Comment were given to the applicant and Building and Safety by Bob McCann. 2. Please submit a drainage plan for the site, at a minimum the site shall contain the following: drainage calculations for stormwater volumes generated on site, calculations for total impervious surfaces contained within the site, finished grade elevations for structures to be constructed on site, finished grade elevations for structures to be constructed on site, finished grade elevations at the top and bottom of the 208 swale, a typical cross section of the 208 swale, calculations to justify the number and type of drywells proposed, and the elevation of drywell inlets where applicable. 3. Approach permits must be obtained for driveway approaches along Riverside Avenue and McDonald Road. - 2 - i , 4. An Agreement to Pay Fees was given to' the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. B. Permit Release Requirements l. An RID/CRP Agreement on Riverside Avenue needs to be recorded. Please submit a copy of a recorded property deed for the subject property so that an agreement can be prepared. 2. Spokane County is designing road improvements for McDonald Road and therefore, is requiring that the proposed structure be set back seven feet further than is specified in th Spokane County Zoning Ordinance. III. Health District (456-6040) A. Discussion/Requirements 1. Sewer is available for the proposed project. The existing on site sewage system will need to be properly abandoned. 2. Please verify the intended disposition of the existing building located on the site. If it is to be demolished all debris must be taken to a licensed landfill, if the building is to be moved please verify that it will be moved to a legal lot. B. Permit Release Requirements 1. The Health District is ready to release their portion of the building permit once a permit has been applied for. IV. Fire District No. 1(928-2462) A. Discussion/Requirements l. Fire flow for the proposed is approximately 1700 g.p.m. 2. One fire hydrant is requiYed for the proposed, the preferred location is the south entrance of the property at the curb cut. Please Note: Allow for future improvements to McDonald Road. _ 3 _ • . 3. A copy of Fire District No. 1 standards for water supply for fire protection were given to the 3gplicant during the meeting. V. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed on the site plan only and a letter was given to the applicant by Tom Postlewait. 2. If the existing building is moved a moving permit is required from Building and Safety. 3. The proposed must meet the minimum requirements of the Regulations for Barrier-Free Facilities. 4. Please submit an updated critical materials listing to Building and Safety for review. 5. Special inspections ar_e required for concrete with a design strength of over 2500 p.s.i. . B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval. APPLICANT'S COMMENTS/ACRNOWLEDGEMENT: The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding permit requirements. CORRECTIONS: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To site plans as required by any or all of the above-listed departments shall be submitted to Building and Safety who will then distribute accordingly to those departments.
