The County Engineering Department has completed a review of
the above referenced pro7ect. The following inf ormation must be
provided in otder for us to proceed with our review.
A) A drainage plan for the s3te which has been prepared
in compliance with Spokane County "Guidelines for
Stormwater Management". At a minimum the plan must
contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. FinYShed grade elevations for struetures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical CZ055 sectivn of the 208 swale.
6. Calculatinns to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of way
are required prior to the release of a building permit:
1. An RID/CRP agreement "Notice to Public No. 6"
on needs to be recorded.
2. Please submit a copy of a zecorded property deed
fdr the subject property. Upon receipt of the deed
our staff will prepare the RID/CRP agreement.
3. Approach permits must be obtained from the County
Engineering Department for driveway appzoaches to
the following streets:
a. Thierman
b. Desmet Avenue
C? Insufficient information was submitted with the
proposal. We are unable to proceed with our review.
We will need the following before we can proceed:
1. Detailed Site Plan.
2. Urainage plan as specified.
3. Other information: The County has 5 feet of set

8enefits to be hereafter,derived do for themselves, their heira, grantees, assigns
and successor(s) in interekt hereby agree to authorize Spokane County to place their
name(s) on a petition for the•formation of a Road improvemeaC Diatrict (RID) by the
petition method pursuant to Chapter 36.8$ RCW, which petition includea the awner(s)
progerty, and further not to object, by the signiag of a ballot, to the formation of
a RZD by the resolution method pursuaat to Chapter 36.88 RCW, which resolutioa
includes the owner(s) property. If a RID is formed by either the peeition or
reaolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (I) that the improvements or construction contemplated
within the proposed RID are feasible, (2) that the benefits to be derived from the
form8tion of the RID by the property iacluded therein, together with the amouat of
any County participation, exceeds the cost aad expense of formation of the RID, and
(3) that the property within the proposed RID is eufficiently developed. Provided,
further, the owner(s) or successor(8) shall retain the right, as authorized under
RCW 36.88.090, to obj ect to any assessment(s) on the property as a reault of the
improvements called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW aad to appeal to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessmeat roll.
It is further agreed that at such time as an RID is created or anp Road Improvement
Project ia sanctioned by Spokane County, the iiaprovements required (curb, sidewalk,
drainage control and paving to existiag pavement) shall be at the sole expense of
the undersigned owaer, their heire, graatees and assigna without aay monetary
participation by Spokaae Couaty.
The RID waiver contaiaed fa this agreemeat shall expire after ten (10) yeare from
the date of execution below. However, at the expiration date the owner(s) or
succeseor(s) agree to construct the required improvemeate at their own expeASe; pay
to Spokane County tbe then estimated cost of the required improvemeats to enable the
County to complete the same; or furnieh a bond or other secure method suitable to
the County, providiag for or securing to the Couaty the actual construction of the
improvements.

Dear Gary:
Our client, Grosbeck-Pasold Architects, is requesting a design deviation to
install approaches and culverts as an alternative to curbs, sidewalks, and
pavement widening on the referenced project. lr► support of this request,
we submit the following points for your consideration:
1. The installation of curbs and sidewalks is inconsistent with
the development [hroughout the area. An an example, the United

Roads in the area. Oesmet. Bradley (adjacent to the proposed
site), etc. are drained by ditches. Spokane County standards
requ i re a two-foot (2' ) d i tch sect ion. The 1 ack of ground
slope makes the trans i t+on from th i s d i tch sect ion to a gutter
section difficult and exceedingly costly. 6round slopes of
four to five percent (4-5x) minimum are required to effectively
provide this transition.

construction of a 16,160 square foot diesel repair shop. The
proposed will be a Type II-N building and will be a pre-fabricated
metal buildinq.

A. Discussion/Requirements
1. Comments were submitted to the applicant and the
Department of 8uildings by Allan deLaubenfels.
2. Please submit a revised site plan illustrating paved
parkinq areas and the square fcotages and usages of the
proposed.
3. Under current parking requirements a minimwn of 80
parking stalls are required for the proposed. Allan
deLaubenfels stated that if the number is not acceptable
to the applicant he may submit a letter requestinq a

reduced number of parkinq stalls. Please include in the
letter the maximum number of e,mployees, the maximum number
' of vehicles that could be repaired at one time, and
specify the number of parkinq stalls that would be
appropriate.

4. A copy of landscaping requirements were given to the
applicant durinq the meetinq.
5. All parking stalls are to be within 60 feet of a
landscape feature consistinq of 32 square feet in area.
6. One 12 x 30 off street loading dock is required, please
show on site plan.
7. All outside storaqe is to be surrounded by a site
obscuring fence.
B. Perntit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. An estimate from a nursery indicating size, type, and
quantfty alonq w3t.h a promissory letter from the owner
statinq the landscaping will be installed shall be
submitted.
Engineerinq Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildinqs by Bob Turner.
2. Please submit a drainage plan for the site that is in
conformance with Spokane County Guidelines for Stormwater
Manaqement.
3. An RID/GRP Agreement, Notice to the Public No. 6 is
required along Thiernaan Street and Desmet Avenue.
4. Approach permits are required for all new driveway
approaches alonq county right of way. The applicant asked
if it would be possible to install a driveway that is over
40 feet in width. Bob Turner stated that a design
deviation would probably have to be submitted, but would
check into the matter and get back to the applicant.

5. An Agreement to Pay F'ees was given to the applicant
durinq the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be campleted until this document is
executed.
8. Permit Release Requirements
1. Please submit a recorded property deed for the subject
property eo that tlie RID/CRP Agreement can be prepared.
2. Please submit a drainaqe plan as described above for
review and approval.
3. Pleaee submit a copy of the Aqreement to Pay Fees
signed by the owner. ,

1. The proposed will be served by an on site sewage '
disposal systean. The system will be, sized for a minfnaum
of 15 qallons per person per sbift. Y Please apply for a
permit to install the system.
2. A 100$ replacement area is required for the
drainfield. If it is determined that #hesite has Type II or III soils a leach bed may be installed.

3. Please submit a critical materials list to the
Department of Buildings for review.
4. If ft fs deterYnined that the proposed is a critical
materials user tbe owner wfll be required to sign a
Samplinq Aqreement. The aqreeaaent allows the Health
Df strf ct to sample the ef f luent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
5. Double plumbing is required for the proposed contact
the County IItilities Department for locations.
6. All floor drains and the oil water separator are to be
connected to a holdinq tank.
7. All construction debris is to be taken to a licensed
landfill.

1. Fire flow for the proposed is 2,000 g.p.m.
2. Two fire hydrants are required to be installed. One
shall be installed on Thierman Street and the other on
Desmet Avenue, their exact locations are to be determined.
3. A lock (Rnox) box entry system for fire department
personnel access shall be installed.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the preliminary
site plan by Jun Mascardo.
2. The proposed will be a mixed occupancy - B-1 and 8-2
and will be of Type II-N Construction.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed durinq and after the meeting rieeds to be
submitted for review and approval.
COUNTY ACTION:
Sob Turner will cbeck to see if a design deviation is required for a
driveway approach wider than 40 feet and get back to the applicant.
