The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes _generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicablea 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Change No. 322-55C C) Insuff icient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Drainage plan as specified. 2. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineerinq practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. D) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. i ~ ' Page 2 E) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". He and I agree that you must first and foremost comply with the "Guidelines for Stormwater Management". Two options that we see as practical for the situation at hand are as follows. . First, and least complicated in our opinion, is to extend the swale in question south, along the east property line. This extension would be as extensive as is necessary to get the required volume. This would obviously require decreasing the number of mini-storage units constructed in this area. The second option would be to deepen the swale depth to a maximum of 8 inches. This would be accomplished by raising the drywell lids to a height of 8 inches from the bottom of the swale. The option will also require "cation exchange" soil tests and special installation techniques. This option may still require the loss of some mini-storage units to obtain the necessary volume. They have approached the field inspector with this solution and it was recommended that we go back to the County Engineers for approval. The sketch shows revised Basin B which is intended to pond the same volume that it was originally designed to. However, the swale would have to be 1' deep. With the area now available (24 x 98 = 2,352), we have 53% of the required area based on a 6" swale depth. As requested, we have prepared the enclosed partial site plan sketch showing the revised "208" drainage swale after the 29 foot access easement along the north property 1 ine is accounted for. This swale is deeper than is allowed by Spokane County Stormwater Management Policies and would not likely be approved if submitted with the original building permit application. Given the circumstances, however, there are not other practical options. Any expansion of the swale beyond the parcel lines originally shown would cequire removal of parking spaces, which may reduce the number below the code required minimum. (See parking tabulation on Sheet A-1). Our recommendation is to review this situation openly with the County Field Inspector and solicit his approval prior to fi.irther construction work in this area.
