1. Reimburse Spokane County for project review and inspection
fees as specified in Board ot County Commissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accrued.
2. The undersigned agrees that these fees are due and payable
upon receipt of the bill.ing as specified above. The
monthly billing should be sent to the attention of:

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Division of Buildings Code Compliance Coordinator,
Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Richard Foley is proposing The
construction of two 2895 square foot apartment buildings containing
9 units each. Each building is 2 1/2 stories in height. Also
proposed are 2 nine-car carports.
SIIMMARY OF DEPARTMENTAL REOIIIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a UR 22 zone.
2. The two parcels of land No. 22140-0833 and 22140-0834
shall be aggregated into one parcel.
3. A 20 foot strip of Type III Landscaping shall be
placed along all street frontages. Also a 20 foot strip
of Type II Landscaping shall be placed where the subject
property abutts a UR 3.5 zone.

4. A minimum of 10% of the parking lot is to be
landscaped. All parking stalls are to be within 60 feet
of a landscape feature consisting of 32 square feet in
area.
5. Lorne Lakshas indicated that a variance may be
required within the 20 foot landscape area to allow for
the building intrusion and parking. If required, it would
need to be taken care of as soon as possible as the
process will take at least 60 days to complet. As an
alternative the applicant was advised to submit a
Landscaping proposal to planning for review. A
determination will be made regarding administration
options.
6. Please submit signage plans for any proposed signs
indicating, location, height and dimensions of the signs.
B. Permit Release Requirements
1. Please submit a revised landscape plan.
2. An estimate from a nursery including size, type, and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
3. The two parcels shall be aggregated into one parcel
though a certificate of Exemption. Forms were given to
the applicant during the meeting.
4. Please submit a revised site plan illustrating
paving, setbacks, numbered units, fencing, height, and
label "adjacent UR 3.5 zone classification" for review and
approval.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. The applicant was concerned about the change of the
right of way width for the proposal south valley arterial.
Bob Turner advised the applicant to contact Jack Finney,
the Division of Engineering, at 456-3600 and request a
memo from him guaranteeing that any further changes in the
right of way width will not effect his project. The
anticipated right of way width is 70 feet.

3. Please submit a drainage plan for the site that is in
compliance with Spokane County Guidelines for Stormwater
Management.
4. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Division of Engineering & Roads.
Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
3. Approach permits shall be obtained for new driveway
approaches on County right of way.
III. Health District (456-6040)
A. Discussion/Requirements
1. The water purveyor for the proposed is Modern
Electric~ (928-4540). Please contact the water purveyor
to review requirements for back flow preventers.
2. There is a part of an old foundation to a house still
existing on the property. The applicant was advised to
check for any on-site systems when excavating.
3. A permit to connect to the public sewer is required.
Should there be any questions regarding sewer connections,
Jem Legat, Division of Utilities should be contacted.

B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit once it has been applied for.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements

1. One fire hydrant is required to be installed. The
fire hydrant shall be installed as per an approved water
plan. The water plan shall contain the location of the
hydrant, hydrant assembly detail, and plumbing detail.
The water plan shall be submitted to the fire district and
water purveyor for approval prior to installation. The
fire hydrant shall be installed prior to Certificate of
occupancy.
2. Each unit shall have an address posted - the overall
site is to be addressed as South 210 McDonald. The method
of identification shall be reviewed by the fire district.
3. A lock (Knox) box entry system for fire department
personnel access is required to be installed. Forms for
ordering was given to the applicant. The completed forms
are to be returned to the fire district.
4. Fire flow for the proposed is 3500 G.P.M.
B. Permit Release Requirements
1. The Fire District is ready to release their portion
of the building permit once it has been applied for.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only
and a letter was sent to the applicant by Thomas
Postlewait.
2. Draft stops shall be installed as per UBC
2516(f)4.
3. Walls and floors separating dwelling units in the
same building shall be of not less than one-hour
f ire-resistive construction.
4. Please show in detail the route of-travel from the
.handicap parking space to the handicap unit, office area
and other public areas for review. (Indicate elevations,
slopes, etc.)
5. Please submit a door schedule showing door widths and
hardware for review.
6. The floor or landing shall be not more than 1/2 inch

lower than the threshold of the doorway. Landings shall
be level except for exterior landings which may have a
slope not to exceed 1/4 inch per foot.
7. Please submit details of the shafts which the kitchen
hood, dryer, and bathroom fan are routed for review.
8. An automatic sprinkler system together with manual
and automatic fire alarm systems shall be installed
throughout every apartment house three or more stories in
height. The applicant indicated that the buildings would
be 2 1/2 stories. Definition of what constitutes the
first story was discussed and dimensions noted.
9. Safety glass shall be installed when glass is
eighteen inches or less from or walking surface and in
locations within 12 inches of the door.
10. Complete the critical materials list and return the
list and return for review.
11. Portable fire extinguishers shall be installed
according to UFC Standard No. 10-1. One 2alOBC fire
extinguisher is to be provided for each apartment
building.
12. Special inspections may be required on concrete with
a design strength of over 2,500 P.S.I. Please indicate
the name of the testing laboratory and submit copies of
the testing reports to the Division of Buildings if
construction specifications require such design strengths.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during the meeting and other items from
the plan review letter needs to be submitted for review
and approval.

sewage disposal systems. The area is, however, located over the
