The County Engineering Department has completed a review of
the above referenced project. The followinq,information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Managentent". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site. 1
2. Calculations for total i.mpervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
8) The subject property is affected by'the "Findings and
Order" and the "Conditions of Approval" for the followinq
land use action:

Final Plat PE-1543-87
C) The follow3.ng improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. DishYaan, Typical Roadway Section No. 1,
Collector Standard.
All required construction (sidewalk/curbinq/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buildinq permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed-with the County
Enqineer. Requi.red plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. As an altexnative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on Dishman.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP aqreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Enqineering
Department for any new or improved driveway
approaches to the following streets:
a. Dishman
D) Insufficient inforiaation was submftted with the proposal.
We are unable to proceed with aur review. We will need
the following before we can proceed:
1. Site Plan. ,
2. Drainage plan as specified. ~
3, other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane Oounty Engineer. The
deeign, location and arranqement of parkinq stalls ehall be in
accordance with standard traffic engineerinq practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. The Proposed is in a recoqnized 100 year flood
plain. Contact must be made with Brenda Sims of the County
Enqineers office before the permit will be released.
c. The praperty will be affected by the Proposed
South Valley Expressway. The applicant is required to meet with
Jim Haines of the Spokane County Engineers Department before the
release of the permit.
F) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the impsdvement.
F) The owner of the property or the autharized
representative must complete and sfqn Spokane County
Enqineers "Agreement to Pay Fees". This docwnent must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requireiaents listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

ADOPTS T L NG CONDITIOM OF APPROVAL ATTACHED HERETO:
COUNTY PLANNING DEPARTMENT
1. The pre 1 i mi nary p 1 at of record approva 1 i s f or the property 1 ega 11y
described in the appl ication for this proposal.
2. That the Final Plat be designed substantially in conformance with the
pre 1 imi nary p 1 at of record as 1 ega 11y descr i bed and advert i sed. No
increase of density or lot number shall occur without a new application
submittal and approval.
3. The Spokane County Subdivision Administrator shall review any proposed
Final Plat to insure compliance with the Findings and Conditions of
Approval.
4. That the preliminary plat be given conditional approval for three (3)
years to June lst, 1990. The applicant may request an Extension of Time
by submitting a written request forty-five (45) days prior to the above
expiration date.
5. Upon filing the Final Plat the zone change of the Final Plat area shall be
finalized and the existing R-I, Agricultural, Manufacturing, Commercial
zone classification shall be changed to UR-22 for lot 13 and 6-3 for lots
1 thru 12.
6. That appropriate utility easements be indicated on copies of the approved
preliminary plat, for distribution to the County Planning Department,
Utilities Department, Engineering Oepartment, Health District and
appl icable uti 1 ity companies. Written approval of said uti 1 ity easerrtents
by said utility companies must be received with the submittal of the final
p1at.

filing of the final plat or any phase of the preliminary plat that the
plan is in conformance with their respective needs and regulations. The
WATER PLAN and certification will be drafted on a transparency suitable
for reproduction.
The purveyor will also certify that appropriate contractual arrangements
and schedule of improvements have been made with the plat sponsor for
construction of the water system in accordance with the approved WATER
PLAN. The time schedule will provide for completion of the water system
and inspection by the appropriate health authorities prior to application
for building permits within the final plat. The arrangements or
agreements wi11 include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permi t due to the f a i 1 ure of the p 1 at sponsor to sat i sf actor i 1y comp 1 ete
the approved water system.
The plat sponsor shall also sign the WATER PLAN to confirm the
contractual arrangements or agreements.
The final plat dedication wi 11 contain the following statement: "The
public water system, pursuant the WATER PLAN approved by County and State
Health authorities, the local fire district, County Building & Safety
Department, and water purveyor, will be installed within this plat, and
the subdivider/sponsor wi 11 provide for individual domestic water service
as well as fire protection to each lot prior to sale of each lot and
prior to issuance of a building permit for each lot."
11. That the final plat dedication shall state "No lot shall be further
subd i v i ded f or the purpose of creat i ng add i t i ona 1 1 ot s wi thout f i rst
fi 1 ing a Replat".
12. That the development plan include a six (61) foot cyclone fence along the
western and southern property line of lot #13 adjacent to the Dishman
Hills Natural Area.
COUNTY ENGINEERING CONDITIONS
1. That drainage plans and design calculations showing the alignment of

4. That private road(s) be improved to Spokane County standard for a private
road Urban-Suburban standard serving one to two lots. Subject to
approval under Section 10.207 of the Spokane County Fire Code.
5. All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These docunients shall be
reviewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers shall be referenced
in the dedicatory languagea of the plat.
6. That the following statement be placed in the plat dedication:
"WARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
prov i d i ng serv i ce to the property descr i bed in th i s p 1 at. By accept i ng
th i s p 1 at or s ub sequent 1 y by a 11 owi ng a bu i 1 d i ng permi t to be i s sued on
property on a private road, Spokane County assumes no obligation for said
private road and the owners hereby acknowledge that the Countyhas no
vbligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow renoval on a private road. This requirement is and shall run with
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obl igation to participate in the maintenance of the
private road as provided herein".
7. The proposed plat shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as amended, which
establishes regulations for roads, approaches, drainage, and fees in new
construction.
8. That the following statement must appear in the dedicatory language of
the plat: The private road as shown hereon is an easement which provides
a means of ingress and egress for those lots within the plat having
frontage thereon.
9. That the applicant shall deed to Spokane County, for the alignmant of
Second Avenue, a triangular area off the Northerly portion of lot 12
which measurers approximately 80 feet ± along Dishman Road to the north
property line, then south along the west property line a distance of 45
feet then easterly to Dishman Mica Road a distance of 64 feet
Secona Avenue is designated as a major arterial route.
COUNTY HEALTH DISTRIC7 CONDITIONS
1. A statement sha11 be placed in the dedication to the effect that: "A
public sewer system will be made available for the plat and individual
service wi 11 be provided to each lot prior to sale. Use of individual
on-site sewage system shall not be authorized."

2. The dedicatory language on the plat shall state: "Use of private wells
and water systems is prohibited."
3. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social and Health
Services.
4. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed within this
plat, and the subdivider will provide for individual domestic water
service as well as fire protection to each lot prior to sale of each lot."
COUNTY UTILITIES DEPARTMENT
1. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.
2. Plans and specifications for the sewer connection are to be reviewed and
approved by the Utilities Department.
3. Lots required to make connection to Dishman Mica interceptor,
additionally owner's agree to sign connection agreement.
BUILDING AND SAFETY DEPARTMENT
1. The Department of Building and Safety will require the applicant to
identify critical materials and submit design requirements for the
containment prior to the issuance of a building permit.
2. The applicant shall provide verification from the Fire District to the
Department of Building and Safety that provisions have been made for
adequate fire protection prior to the release of building permits.
