The County Engineering Department has completed a review of
the above refPrenced project. The following information must be
provided in order £or us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following imProvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. First: Sidewalk, curbing, and extension of .
asphalt.
Al1 required constructi,on (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
con5truction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits rnust be obtained from the County
Engineering Department for driveway approaches to
the following streets:
a. First.

Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Pleasc return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

CALL TO ORDER: The meeting was called ta order at apgroximately
10:00 a.m. by the Division of Buildinqs Cade Compliance Coordinator,

SCOFElPR{3JECT DESCRIPTION:
I. General Overview - Propased is the cvnstructaon of a 900 square
faot storage building for window cavering sales. The propvsed will
priirnarily be used for sto~age, however, some pre-fab work will be
perfarmed within the structxxre. Retail sales for the business will
be located in the ex,isting structure identified as Building Na. 1 on
the site p1aM. The existing garage identified as Building Nv. 2 on
the site plan wYll be removed,.
SUMMARY OF DEPARTMENTAL RE„2UIREMENTS:
I. Planning Department (456-22-05)
A. ,Discussian/Requirements
1. The praposed is located in a B-3 Zone.
2. A minimum af six parking stalls are required for the
propvsed. All traveled areas are required to be paued,
please indicate on revised site plan. Alla'n deLaubenfels
advised the applicant to relvcate the parking areas for .
minimal paving.
3. Submit a revised site plan indicating paved parking
areas, existing landscaping- (detailed), and the 1ocation

and size of 208 drainage swale areas for review and
approval.
4. A copy of parking and landscaping requirements were
given to the applicant during the meeting.
5. In responding to questions, Allan deLaubenfels stated
that whenever a change in use occurs the current zoning
standards do apply.
B. Permit Release Requirements
1. If additional landscaping is required an estimate from
a nursery including size, type, and quantity of
landscaping along with a promissory letter from the owner
stating landscaping will be required shall be submitted.
2. Submit a revised site plan as described above for
review and approval.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. Please submit a revised site/drainage plan prepared by
a licensed architect or engineer that is in compliance
with Spokane County Guidelines for Stormwater Management.
3. Landscaping may be installed in the 208 drainage swale
areas as long as the landscaping does not effect the
integrity of the swale.
4. Please submit road and drainage plans prepared by and
engineer for First Avenue. Road improvements shall
include sidewalk, curbing, and extension of asphalt. All
required road construction shall be completed prior to the
release of the building permit or a bond in an amount
estimated by the County Engineer to cover the cost of
construction shall be submitted. Bob Turner stated that
if the applicant feels the road improvements are not
necessary he can submit a letter to the Division of
Engineering & Roads requesting a deviation from the
required road improvements. The letter shall include the
reasons why the applicant feels the road improvements are
not necessary. Bob Turner informed the applicant that a
Road Improvement District (RID) may be possible for the

required road improvements. If the applicant is desirous
vf pursu3ng a RID he is asked ta submit his request in
letter form.
5. Information regarding 208 drainage swale calculations
and sizes is auailable at the Divisivn vf Engineering &
Raads.
6. An Agreement ta Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Division of Engineering & Roads.
Flan review will not be completed until this docurnent is
executed.
S. Permit Release Requ,~~ements
l. Please submit arevised sitejdrainage plan as
described above for review and approval,
2. Please submit road and drainage plans prepared by an
engineer for First Avenue or a 1'etter requesting a
deviatian frvm the required road irnprovernents. Approval
of the deviation wauld have to be given prior to the
release of the perrnit.
3. Please submit a capy of the Agreement t~ ~ay Fees
signed by the cawner.
III. Health bistrict (456-5040)
A. Discussion/Requirements
1. The Health District was not present at the
Pre--Applicatian Conference.
B. Permit Release Requir'ements
1. The proposed wi 11 be connected to 'publ ic sewer,
trierefore, the Health District has no requirements for the
propvsed and is ready ta release their portian of the
building permit.
IV. Fire Distzict No. 1(928-2462)
,A. Discussionf Requirements
1. The Fire aistrict was not present at the
Pre-Appliaation Conference, however, comments wer~
~ubmitted to Ken Jeffrey and are as fvllows,

2. The existing fire hydrants located near the site are
adequate.
3. If any fencing is proposed at the site please contact
the Fire District regarding access through the fence.
4. A lock (Knox) box entry system for Fire Department
personnel access will be required to be installed if the
proposed has a central monitoring system.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only
and a letter was sent to the applicant by Ken Jeffrey.
2. The applicant stated that the building may be a heated
building in the future. Ken Jeffrey advised the applicant
to take this into consideration when constructing the
proposed.
3. Tom Davis stated that a change of use permit for
Building No. 1 has not been obtained. Please apply for a
change of use permit and submit floor plans for review and
approval.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
2. Apply for a change of use permit for Building No. l.
APPLICANT'8 COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.

To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes. _
