The property is curnently zoned Uit-3.5, the proposed use is not permitted in the zone. A zone change to UR 22 shall be obtained prior to permit issuance. Application for re-zone has beea initiated and a public hearing scheduled for November 21, 1991. 2. The proposed is located on parcel 19542-9152. 3. Required parking for the proposed shall be calculated by using the ratio of one parking stall for every three apartment units. 4. Since the proposed will occupy a portion of the property ownership, and will contain five acres or more, a certificate of exemptions shall be obtained. Discussion/Requirement 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. Health District (456-6040) A. Discussion/Requirements 1. The proposed is oonnected to the county sewer system. There are three possible options for connection: 1) Upgrading systems for pumping mto exi.ssting sewer system, 2) extend down Park Rtad to the counry interceptor, or 3) extend back of buildings and throug6 the mobile home park located on the north side and connect to the sewer main. 2. An operation permit is required to be obtained from the Health District for the centralized duining aperation. Please submit a complete set of plans for the kitchen for neview and approval. 3. Please submit a critical materials list to the Division of Buildings indicatu►g types of cridcal mat,erials, where they are stored, and in what quantities. 4. All construction and demolition debris are to be taken to a licensed landfill. All asbestos debris is to be takm to Mica Landfill. Please note: Mica Landfill is scheduled to close December 1991. The landfill is the only landfill in Spokane County licensed to dispose of asbestos. 5. The water pwrveyor for the proposed is East Spokane Water District. Please contact the water purveyor to review requirements for back flow preventers. B. Permit Release Requirements 1. Please submit a complete set of plans for the cenuaflzed ldtchen for review and approval. IV. Fire District No. 1(928-2462) A. DiscussionlRequirements 1. Clyde Wisenor estimatied the fire flow for the proposed to be 3,000 - 49000 g.p. m. The existing water system is not capable of pruviding the required fire flow. A new water system will have to be installed to provide the required fire flow. 2. If a sprinkler system is installed it will reduce the required fire flow by 50 3. Six fire hydrant are roquired to be installed for the propo9ed project. Three of the hydrants are to be installed on the front portion of the property and th= hydra►nts are to be installed on the back portion of the property. The fire hy- drants shaU be installed as per an approved watier plan. On February 27, 1992, the County Engineer's Off ice forwarded to me a copy of the December 18, 1991 Letter of Credit regarding the above proj ect issued by the U. S. Bank of Washington, a copy of a letter from John Stone of Park Place Construction to Bob Turner dated February 27, 1992, and a copy of an invoice from Park Place Construction Company regarding conatructivn costs for the project. Aff ixed to these documents was a post-it note asking me to review the documents and then call Bob Turner or Gary Kennaly. Af ter reviewing the documente, I cal led Gary Rennaly on February 27 to discuss the documenta. Gary was concerned that the Letter of Credit did not appear to be in the proper form. I told him that I had several questions a.nd concerna with thia security. This included the fact that the named beneficiary on the Letter of Credit named only the Spokane County Community Development Department, without naming the Division of $ngineering, which is normally the case when road related improvememts are aecured. The Letter further did not describe on its face what improvements or items were being eecured, which would nialce it difficult if not impoa s ibl e f or the County Engineer to enf arce the securi ty . It was also unclear to me what the involvement of Community Development was on thia project, what project the Letter covered and what the $316, 000 face amount of the Letter actually secured. In addition, the Division of Bngineering usually requestB that letters of credit accepted as security state that notice of expiration or nonrenewal will be provided to the County Engineer in advance (usually 30 or 60 days advance notice), and this letter had no such provision. I heard nothing further until March 9, when Bob Turner called me to ask where the Letter was. I told him to call Gary Kennaly, since Ihad not heard back from Gary regarding the Letter. Bob later called me back on March 10 and told me that the developer was upaet and did not bel ieve our of f ice had advised the Divieion of Engineera that we had concerns with the Letter, which ia ludicroue. Bob asked me to send him a memo indicating that I had in fact told the Bngineers that I had problema with the Letter, which I agreed to do. There is ample legal basis under statute, County ordinance and the County road atandarde for the County to require aecurity for road improvements and to ensure that such aecurity is in proper form.
