I. General OveRrview - The owner Park Aveaue Limited Partnership is proposing to
renovate the struchmes formerly known as Edgecliff Sanitariwn into a 105 unit retirement
complex. Fach apartment unit will oontain a kit,chen facility. Also proposed for reanovation
are a central dining area and a kmfts facili.ty. The retiremerit compleac will not be considered a
nursing home and will not require state licensing.

A. DiscussionlRequirements
1. The property is c,urrently zoned UR 3.5, the prnposed nse is not permitted in
the zone. A zone change to UR-22 shall be obtained prior to petmit issuanoe.
Application for re-zone has been initiated and a public hearing scheduled for
November 21, 1991.
2. The proposed is located on paroe119542-9152.
3. Requined parking for the proposed shall be calculated by using the ratio of
one parlcing stall for every thrm apartment units.
4. Siace the proposed will occupy a portLon of the property ownerstup, and will
contain five acres or more, a certificate of exemptions shall be obtained. The fee
is $15.00 and the applicateon is processed administradvely.

4. The prapose,d shall meet the minimum recuirements of the Washington State
Regulations for Barrier-Free Facilities.
5. Tom Posdewait advised the applicant to contact Marty Robinson, Division of
Buildings regarding Washington State Ene,rgy Code requiremeaits for the
proposal
6. The applicants asked if it would be possible to occupy portions of the pro-
poseid prior to having the entim project oomplete. Tom Davis stated that ii would
be possible to issue a Temporuy Certificate of Oocupancy once all of the life
safery requirements have been completed.

I. General Overview - The owner Fark Avenue Limited Partaership is proposing to
reanovatre the structures formerly known as Edgecliff S.anitarium int4 a 105 unit retirement
complex. Each apaztment unit will contaun a kitchen facility. Also pmposed for renovation
ar+e a central dining area and a krafts facility. The reirement complex will not be cansidered a
nursing home and will not require state licensing.
SUMMARY OF DEPARTMENTAL REQ -
I. Planning Department (456-2205)
A. DiscussionlRequirements
1. The property is curnently zoned Uit-3.5, the proposed use is not permitted in
the zone. A zone change to UR 22 shall be obtained prior to permit issuance.
Application for re-zone has beea initiated and a public hearing scheduled for
November 21, 1991.
2. The proposed is located on parcel 19542-9152.
3. Required parking for the proposed shall be calculated by using the ratio of
one parking stall for every three apartment units.
4. Since the proposed will occupy a portion of the property ownership, and will
contain five acres or more, a certificate of exemptions shall be obtained. The fee
is $15.00 and the application is pnxessed adrrmustratively.

B. Permit Retease Requirements
1. The Planrung Department has no problems with the release of a permit for
demoliuon by the Division of Buddings, however, will not release a building
permit until the subject property has been re-zoned and the condiuons of the
re-zone have been met
II Division of Enguieering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division of Buildings by
Bob Turner. Please notie: due to the pending re-zone on the subject property
comments given at this Pre-Application Conference are subject to change. Please
contact Pat Harper, Division of Engineering & Raads for any quesdons regazding
the zone change.
2. Please submit a drainage plan for the site that is in compliance with
Spokane County Guidelines for Stormwater Management.
3. Four feet of right of way is to be dedicated on Pazk Road. Please submit a
copy of the recorded property deed so that the right of way deed can be prepared.
4. Please submit road and drainage plans prepared by an engineer for road
improvements to Park Road. Park Road shall be improved to Typic:al Roadway
Section No. l, Major Artenal Standard. All required road construction shall be
complet,ed prior to permit issuance or a bond in an amount estimated b the
County Engineer to cover the cost of construction shall be submitted, ;Vhe
applicant was advised to submit the road and drainage plans as soon as possible
so that permit issuance would not be delayed.
5. Approach permits shall be obtained for new driveway approacbes along
county right of way.
6. Please be advised that there is a 16 foot wide future set aside on Park Ave-
nue.
7. All traveled surfaces are required to be paved.
8. Aa 'Agreennent to Pay Fees was given to the apphcant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
executed.
B. Pesmit Release Requirements
1. Please submit a drainage plaa as described above for review and approval.
2. Please submit a copy of the reoorded property deed so that the right of way
deed can be prepared.
3. Please submit raad and drainage plans pregared by an engineer for road
improvements on Park Road.

III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed is oonnected to the county sewer system. There are three
possible options for connection: 1) Upgrading systems for pumping mto exi.ssting
sewer system, 2) extend down Park Rtad to the counry interceptor, or 3) extend
back of buildings and throug6 the mobile home park located on the north side
and connect to the sewer main.
2. An operation permit is required to be obtained from the Health District for
the centralized duining aperation. Please submit a complete set of plans for the
kitchen for neview and approval.
3. Please submit a critical materials list to the Division of Buildings indicatu►g
types of cridcal mat,erials, where they are stored, and in what quantities.
4. All construction and demolition debris are to be taken to a licensed landfill.
All asbestos debris is to be takm to Mica Landfill. Please note: Mica Landfill is
scheduled to close December 1991. The landfill is the only landfill in Spokane
County licensed to dispose of asbestos.
5. The water pwrveyor for the proposed is East Spokane Water District. Please
contact the water purveyor to review requirements for back flow preventers.
B. Permit Release Requirements
1. Please submit a complete set of plans for the cenuaflzed ldtchen for review
and approval.
IV. Fire District No. 1(928-2462)
A. DiscussionlRequirements
1. Clyde Wisenor estimatied the fire flow for the proposed to be 3,000 - 49000
g.p. m. The existing water system is not capable of pruviding the required fire
flow. A new water system will have to be installed to provide the required fire
flow.
2. If a sprinkler system is installed it will reduce the required fire flow by 50
3. Six fire hydrant are roquired to be installed for the propo9ed project. Three
of the hydrants are to be installed on the front portion of the property and th=
hydra►nts are to be installed on the back portion of the property. The fire hy-

as possible to obtain the purveyor requinemeaLs including specifications. The

Re: Letter of Credit, Park Place Retirement Community
This memo documents my involvernent with the above matter since I
first learned about it.
On February 27, 1992, the County Engineer's Off ice forwarded to me
a copy of the December 18, 1991 Letter of Credit regarding the
above proj ect issued by the U. S. Bank of Washington, a copy of a
letter from John Stone of Park Place Construction to Bob Turner
dated February 27, 1992, and a copy of an invoice from Park Place
Construction Company regarding conatructivn costs for the project.
Aff ixed to these documents was a post-it note asking me to review
the documents and then call Bob Turner or Gary Kennaly.
Af ter reviewing the documente, I cal led Gary Rennaly on February 27
to discuss the documenta. Gary was concerned that the Letter of
Credit did not appear to be in the proper form. I told him that I
had several questions a.nd concerna with thia security. This
included the fact that the named beneficiary on the Letter of
Credit named only the Spokane County Community Development
Department, without naming the Division of $ngineering, which is
normally the case when road related improvememts are aecured. The
Letter further did not describe on its face what improvements or
items were being eecured, which would nialce it difficult if not
impoa s ibl e f or the County Engineer to enf arce the securi ty . It was
also unclear to me what the involvement of Community Development
was on thia project, what project the Letter covered and what the
$316, 000 face amount of the Letter actually secured. In addition,
the Division of Bngineering usually requestB that letters of credit
accepted as security state that notice of expiration or nonrenewal
will be provided to the County Engineer in advance (usually 30 or
60 days advance notice), and this letter had no such provision.

After diecussing these concerns with me, Gary told me they were
going to be talking to the developer, that they would try and
resolve things with the developer, and for me not to do anything
until his office recontacted me. I heard nothing further until
March 9, when Bob Turner called me to ask where the Letter was. I
told him to call Gary Kennaly, since Ihad not heard back from Gary
regarding the Letter. Bob later called me back on March 10 and
told me that the developer was upaet and did not bel ieve our of f ice
had advised the Divieion of Engineera that we had concerns with the
Letter, which ia ludicroue. Bob asked me to send him a memo
indicating that I had in fact told the Bngineers that I had
problema with the Letter, which I agreed to do.
There is ample legal basis under statute, County ordinance and the
County road atandarde for the County to require aecurity for road
improvements and to ensure that such aecurity is in proper form.
I would be more than happy to discuss the deficiencies in the
Letter of Credit with the developer or his attorney, which I think
can be easily resolved.

eerved from our new kitchen. We therefore would like to
schedule all of the necessary final inspections in order to
acquire an occupancy permit on September 25, 1992. We would
very much appreciate your cooperation in assistinq us by
identifying any potential roadblocks to our goal.
Incidently, Tom Postlewait advised ua yesterday that we
will be required to install fire sprinklers in the elevator
shaf ts but that the staircase f rom the roof of the AD building
will not be required. We appreciate your review of these
items and we fully intend to comply with your final decision.
