The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

C) The following improvelaents within adjacent Riqht of Way
are required prior to the release of a buildinq permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
enqineer. Plans must be prepared for the following
streets:
a. Park Rd. Minor Arterial Standarci
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Applicant shall dedicate 2 feet on Park Rd. for
Right of Way.

3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineerinq
Department for any new or improved drfveway
approaches to the following streets:
a. Park Rd
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane Courity Engineer. The
desiqn, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Right of Way.
B. The County Arterial Road Plan identifies Park
Rd. as a principal arterial. The existing right-of-way width of
60 feet is not consistent with that specified in the Plan. In
order to implement the Arterial Road Plan, in addition to the
required right-of-way dedication, a strip of property 18 feet in
width along the Park Rd. frontaqe shall be set aside in reserve.
This property may be acquired by Spokane County at the time
arterial improvements are made to Park Rd.
C. The County Comprehensive Plan identifies the
South Valley Arterial as a Principal Arterial controlled access
high capacity facility. In order to implement the Arterial Road
Plan an additional 30 feet of right of way would be necessary.
This ie not a condition of your permit, the County Engineers
office is only disclosinq to you a future need. Spokane County is
willi.ng to purchase this property to have adequate right of way
to implement these arterial improvements.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Aqreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolonq the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the 8uilding Penait.

will be given to the individual lot ownere or their succeeeore in intereek by the
County. if net corracted aEter ten (lU) daye, the County hae the right to correct
the maintenance failure or have it corrected at the expense of the individual lot
ownere or their eucceeeore in intereet.
Spakane County doee not accept the reeponeibility of mafntaininq the drainage
couree on private late within Drainage Eaeemente or floodplain areae, nor the
reegoneibility for any drainage whateoever, inaludiag but not limited to inveree
condemnation to any propertiee due to deficient conetruction andJor maintenance of

1 Reimburse Spnkane County for project review and taspection fees as specifiel in Chapter
9.14 of the Spokane County Code. The fee.s will be based on actual salary costs incurred
by Spokane County for project reviews artd / or inspectioas plus a ten percent
administrative charge, and will be billed manthly as accruef Any billwg aaiouats due,
inctuding any expenses incurred in the coilection of an overdue account, must be paid
prior to the County's acceptance of tiie project for f ling If a project is approved and/or
filed with a balance still owing, the unpaid balance shall be paid within 30 days of the
invoice date
2 The undersigned agrees that these fees are due and payable upon receipt of the billing as
specif ed above
3 Any invoices not pmd within 30 days of tbe invoice date will be considered delmquent
If any outstaading balance on the account for this project is nvt paid withm 30 days of
the invotce date, no further reviews of the project documents will be conducted until the

within 65 days of the invoice date may result in legal actton or the initiation of other

INTRODUCTION
This matoer has come before the Hearing ExAminer Committee on Jannary 26,
1995. The members of the Committee present are: HarrS► Gibbons, Chair. Verona
Southern and Jane Myers.
PROPOSAL
The sponsor, Park Plam General Farmeaship, % Dee McGonigle, reqnests
appmval of a 7one ReclasSififc~tion, 2E-56-94, from General Agnmiltmi (GA) and
Urban Residential-3.5 (LJR 3.5) to Urban Residential-22 (UR-22) for an assisted
care facility aad those uses allowed in the Urban Residential-22 (iJR 22) zone.
Sixty (60) assisted living units and a thirty (30) bed special c;are facility is
proposed.
FINDINGS OF FACT AND C4NCLUSIONS
1. The propeny is generally located east of and adjarcent to Park Road, north of 8th
Avenue and approximately 2,000 feet soath of Sprague Avenue in the NW 1/4 of
Section 19, Township ZS North, Range 44 EWM, Spokaae County, Washington.
2. The Commttee a,dopts the Plaiuiing Departazent Report as a part of this recorci.
3. The exmting land uses in the ana include vacant undevelaped land, Dishmaa Hills
Natinml Area, single family resi.denoes, a retirement facility and Edge C'liff Park.
4. The proposed use is compatible with existing uses in the area.
5. The property is located within the Urban (4.47 acres) and Rnral (.12 acre/5,000 squar~e
feet) categones of the Comprehensrve Plen vsnth the majonty of the site siaiated in the
Priomity Sewer Ser`rice Area (PSSA).
The Urban catiegory is intended to provide the oppo►rtunity for development of a
"citylike" eavinonment which iacludes vaiious laad uses, intensive residential
development and public fa dlides and services. Multi-family sauctures should be
located wuh direct or nar direct acoess to the majoz arterial road systems iather than on
interior neighbozhood streets. Acvess to public transportation should also be
cansidered.
The "Rural Category" is iatended to provide the opporninity for development of
agricultural, timber or open environments in a"countrylike" setting. Most urban, major
comniencial and industrial activities would be invompatible in the Ruml C'awg'orY.
Urban, suburban, and some semi-rnral intensity residential subdivisions not related to
agricultnre wonld also be out of place. The aesthetic seuing of the Rtaal Category will

should be tc+eated, and emissions fram the vansfer of earthea material must be

areas, access roads) be paved and kept clean to minimize dust emissions.
