The County Enqineering Department has completed a review of
the above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
i. Drainage calculations f or stoiqnwater volumes
qenerated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
NOTE: If the project exceeds 50$ of the assessed value then
the entire site needs to comply with the "Guidelines
with Stormwater Management". Hawever any new surfaces
will have to comply with the guidelines.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE 101-41

C) The followinq improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainaqe plans for street
improveinents. These must be prepared by an
engineer. Plans must be prepared for the follow3.ng
streets:
a.Sprague Avenue Principal Arterial Standard

NOTE: 1) An ingress/egress easement needs to be obtained for
any access from adjacent property such as the South
gate access.

All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buf lding permit or a f inancial quaranty in an antount
estimated by the County Enqineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to esti.mating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road i.mprovements
the County will accept an RID/CRP agreelnent
"Notice to Public No. 6" on tbe property. However
the private road would be required to be completed
prior to the issuance of a building permit.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP aqreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Enqineering
Department for any new or improved driveway
approaches to the following streets:
a. Spraque Avenue
NOTE: Each parcel is allowed to have a maximum of two
approaches, therefore we require that any excess approaches be
properly abandoned (i.e. replaced with curb and sidewalk). Also,
all traveled surfaces must be paved, includinq the parking spaces
along the South gate, as per the Planning requirements, Divisicn
of Bufldinqs.
D) Insufficient information was subRaitted with the proposal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:
1. Site Plan.
2. Drainaqe plan as specified.
3. other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
desiqn, location and arrangemexit of parkinq stalls shall be in
accordance with standard traffic enqineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Riqht of Way.
b. The County Comprehensive Plan identifies the
South Valley Arterial as a Principal Arterial controlled access
high capacity facility. In order to impleinent the Arterial Road
Plan an additional 30 feet of right of way may be necessary. This
is not a conditian of your permit, the County Enqineers office is
only disclosinq to you a future need. Spokane County is willinq `
to purchase any property needed to have adequate riqht of way to
implement these arterial improvements.

E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and siqn Spokane County
Enqineers "Agreement to Pay Fees". This document must be
returned to the County Enqineers off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
G) See comments on the attached Minimum Requirements
Checklist. Please return the Checklist to your contact person at
County Division of 8uildings.
The applicant or their representative is responsible for
includinq each item that is marked "Required By This Project" in
theix submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform tc the above requirements will be returned
for further items with no review being accomplished. This will
prolonq the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaininq the
aqreed upan change in requirements. When the applicants'
submittal is finally approved, tbe Enqineers department will
release their portion of the Building Permit.
