The County Engineering Department has completed a review of
the above refezenced project. The following infozmation must be
provided in order for us to proceed with our review.
A) A drainaqe plan for the site which has been prepared
in compliance with Spokane County "Guidelines foz
Stormwater Management". At a minimum the plan must
contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finishec3 grade elevations for structures to be
constructed on site.
9. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted wfth the
proposal. We are unable to proceed with our review.
We will need the following before we can proceed:
1. Site Plan indicating paving, new and existing.
2. Drainage plan as reguiZed by any new paving.
r) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

10:00 a.m. by the Department of Buildings Code Compliance

SCOPE/PROJECT DLSCRIPTION:
I. General Overview - The owner C D S Inc. is proposing the
construction af a 5,746 square foot vehicle storage area and
warehouse addition for door panels. Some of the existing buildings
on the site will be demolished to allow for a truck turn around
area.
SIIMMARY OF DEPARTMENTAL ItEQIIIREM$NTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Comments were given to the applicant and the
Department of Buildinqs by Allan deLaubenfels.
2. The proposed is located in a Commercial Zone. The
zone requires a 15 foot rear yard setback, the site plan
illustrates no rear yard setback. The applicant will need
to comply with the setback requirements by re-desiqning
the buildinq or apply for a variance.
3. Five additional parking stalls are required for the
proposed for a total of 35 required parking stalls.

4. Al1an deLaubenfels stated that the portion of the
property not currently paved is not required to be paved.
The applicant stated that the owner will pave that area
for internal circulation.
5. The existing 208 drainage area is to be extended to
the parking lot to create a visual barrier. Landscaping
in this area is preferred but not required.
6. Please submit a revised site plan illustrating
modification of the 208 drainage area, the new and
existinq paving, landscaping (if proposed), setbacks, and
the location of the additional parkinq stalls.
B. Permit Release Requirements
1. Please verify if the building setbacks will be met by
re-designing the proposed building or if a variance will
be applied for.
2. Please submit a revised site plan as described above
for review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Commertts were given to the applicant and the
Department of Buildinqs by Bob Turner.
2. Please submit a drainage/site plan for the new paved
area that is in conformance with Spokane County Guidelines
for Stormwater Management for review and approval.
3. An Agreement to Pay Fees was qiven to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage/site plan as described above
for review and approval.

1. Please submit a critical materials list to the
Department of Buildinqs for review.
2. The existinq on site sewaqe disposal system is sized
for 12 person shifts per day. Please submit an employee
shift count to the Health District.
3. The site is served by more tban one on site sewage
disposal systems. The system servinq the original
buildinq may be located under concrete. If it is located
under concrete the system is no lonqer adequate, please
verify its location.
4. All construction and demolition debris is to be taken
to a licensed landfill.
B. Permit Release Requirements
1. Please submit an employee shift count to the FIealth
District.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The fire district was not present at the
Pre-Construction Conference.
8. Permit Release Requirements
1. The fire district has released their portion of the
building permit.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Jun Mascardo.
2. The proposed is a mixed occupancy consisting of a
vehicle storaqe area and warehouse.
3. If the rear yard setback is less than 20 feet a one
hour fire wall will be required.

4. The south wall of the relocated building shall be of
one hour construction, the west wall will also be of one
hour construction and shall have a parapet.

the vehicle storage area and the warehouse area.
6. Special inspections are required for fill areas and
for concrete masonry. Please indicate the name of the
testinq laboratory and submit copies of inspection reports
to the Department of Buildings.
7. Please submit a liqhtinq budqet for the proposed.
8. Please submit shop drawinqs for the roof trusses for
review.
B. Pernait Release Requirements
1. Two complete revised sets of plans addressing the
items discussed durinq and after the meeting needs to be
submitted for review and approval.

THIS MATTER, an application from C.D.S. Incorporated has been received and
decided upon, pursuant to Spokane County Subdivision regulations, on the 21st
day of November, 1986.
The individual signing below has further been properly delegated the
responsibility for rendering the decision by the Spokane County Director of
Planning.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide approximately 2.4 acres into 2 lots for
commerciat uses.
2. The proposal is located adjacent to and south of Sprague Avenue and
approximately 630 ft, east of the intersection of Park Road and Sprague
Avenue in the Spokane Valley in Section 19, Township 25N, Range 44,
E.W.M., Spokane County, Washinqton.
3. The current zoning of the property is Commercial. The proposed lot sizes,
frontage and established uses are allowed within this zone.
4. The Spokane County Comprehensive Plan designates this area as Major
Commercial. The established uses are in accord with this planning
category.

5. The required public notice was provided for this proposal and agencies
having a potential interest in the project were notified and asked for
recommendations.
6. That a number of people in the area commented on the proposal. The chief
concerns expressed were if any new development was proposed through the
division. No written comnents or addresses of those concerned have been
received.
7. That in consideration of the recommended conditions and Spokane County
development standards, the proposal is not detrimental to the public
health, safety and general welfare.
8. That the project is exempt from environmental review under the State
Environmental Policy Act.
9. That the present uses and any future uses are regulated by the terms of
the existing zoning.
DECISION
Based upon the above noted Findings of Fact, Short P1at Application
SP-86-476 is hereby APPROVED subject to conditions which shall be complied
with by the applicant and/or sponsor prior to finalization of the short plat.

CONDITIONS OF APPROYAL FOR SHORT PLAT #SP-86-476,
PLANNING
1. That the preliminary plat be given conditional approval to December 1,
1959. The Subdivision Administrator may administratively approve a
request for a one year extension of time if the sponsor submits a
written request forty-five (45) days prior to the above expiration
date. A request for an Extension of Time may subject the proposal to
new conditions required by reviewing agencies.
2. That the plat be designed generally as indicated on the preliminary plat
of record and/or attached sheets as noted.
3. That appropriate street names be indicated.
4. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.
5. That 3 certificates of title be furnished the Planning Department prior

COUNTY ENGINEER C4NDITIONS
1. The applicant should be advised that individual driveway access permits
are required prior to lssuance of a bullding permft for driveway
approaches to the County road system.°
2. The word uapplicantu shall include the owner or owners of the property,
his heirs, assigns and successors.
3. The proposed plat shall be improved to the standards set forth in
Spokane County Board of Comissioners Resolution No. 80-1592, as
amended, whlch establishes regulations for roads, approaches, drainage
and fees in new construction.
COUNTY HEAITH
1. A combined surface water and sewage disposal detailed plan shall be
approved by the County Engineer and the Spokane County Nealth District
prior to the issuance of any building permit for this project.
2. The dedicatory language of the plat will state that: "Subject to
specific application approval and issuance of permits by the Health
Officer, the use of individual on-site sewage systems may be authorized."
3. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social & Nealth
Services.
4. Prior to filing the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
5. The plat dedication will contaln a statement to the effect that: °The
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed within this
plat, and the subdivider will provide for individuaj domestic water
service as well as fire protection to each tract prior to sale of each

6. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
1. Prior to filing the final plat, the sponsor shall demonstrate to the
satisfaction of the Spokane County Health District that the existing
on-site sewage disposal system serving the residence located on tract B
is wholly ]ocated within the boundaries of the tract.

UTILITY UTILITIES DEPARTMENT
1. Pursuant to the Board of County Commissioners Resolution No.80-0418, the
use of on-site sewer disposal systems 1s hereby authorized. This
authorization is conditioned on compliance with all rules and
regulations of the Spokane County Health District and is further
conditioned and subject to specific applicaton approval and issuance of
permits by the Health District.
2. The dedication shall state: "The owner(s) or Successor(s) in interest
agree to authorize the County to place their name(s) on a petltion for
the formation of ULID by petition method pursuant to RCW 36.94 which the
petition includes the Qwner(s) property and further not to object by the
signing of a protest petition against the formation of a ULIO by
resolution method pursuant to RCW Chapter 36.94 which includes the
Owner(s) property. PROYIDED, this condition shall not prohibit the
owner(s) or successor(s) from objection to any assessment(s) on the
property as a result of improvements called for in conjunction with the
formation of a ULIO by either petition or resolution method under RCW
Chapter 36.94".
3. Any water service for this project sha11 be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.e
4. The dedicat3on sha11 state: "Each new unit shall be double plumbed for
connection to future area-wide collection systems.p
