B94059 The County Engineerinq Department has completed a review of the above referenced project. The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimwa the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished qrade elevations for structures to be constructed on site. 4. Finished qrade elevations at the top and bottom of the 208 swale. 5. A typical eross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. PLMSE NOTE: The soil for the site may not support the use of Dry Wells. The applicant must prove, by soil percolation tests that are conducted by an independent consultant and witnessed by a Spokane County Inspector, that Ory Wells will meet Spokane County standards for drywell percolation. If Dry Wells are proven to not meet the County standards then it is the applicant's responsibility to submit a drainage plan that will adequately handle eite drainage. This will require a design that is submitted by a Professional Enqineer. Please contact a Professional Engineer as soon as possible, if required, so as to not unnecessarily delay your permit. B) The followinq improvements within adjacent Riqht of Way are required prior to the release of a building permit: 1. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. Dale Road, Typical Roadway Section No. 1, Access Standard. Al1 required construction (sidewalk/curbing/pavement) within the Public Road Right of Way is to be completed prior to the release of a building permit or a financial guaranty in an amount estimated by the County Enqineer to cover the cost of . ~ . Page 2 construction or improvements shall be filed with the County Engineer. Required plans are to be submitted prior to estimatinq the amount of the financial guaranty or permit release. 2. As an alternative to the required road improvements the County will accept an RID/CRP agreement "Notice to Public No. 6" on Dale Road. 3. Please submit a copy of a recorded property deed from the Auditors office for the subject property. Upon receipt of the deed our staff will prepare the RID/CRP agreement. 4. Approach permits must be obtained, after a site plan has been approved, and before the issuance of a buildinq permit, from the County Engineering Department for any new or improved driveway approaches to the followinq streets: a. Dale Road C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the follawing before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parkinq and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Pavinq as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. Your plan should show an adequate turn around area for service vehicles. b. A letter from SCAPCA is required for projects requestinq a pavement waiver. The letter is obtained by this department after a written request is received from the applicant. A pavement waiver is required when a portion of a site is not paved when otherwise required to do so. c. Discussions with Jim Haines about the proposed South Valley Arterial have led the County Engineer's Department to require an asphalt approach to the site off of Dale Road and a gate at the access road. d. A complete set of road and drainage plans for the access road will be required. A drainaqe and travel easement is required for this project. It is an agreement between separate parcels granting travel and drainage use aver the separate garcels. Situations that require this agreement include, (but are not limited to), ingress/egress, parking or drainage across property lines. This agreement is a legal document. . . ~ . Page 3 e. A site drainage report should include a spill response plan. This plan will show storage and release details if a pump failed to shut off, surcharging the tank. General guidelines for this plan are as follows: 1. Maximum pwnp rate for the tank. 2. Remote telemetry system. 3. Overflow alarm system. 4. Maximum response time to an alarm. 5. Sizing of a containment facility to hold the flow from an overflow event. This sizing will be based on the maximum pumping rate and the maximum response time to an alarm. The miaimwa time for analysis will be 4 hours. 6. Detail how the containment facility will release the f low from an overf low event. D) Utility Condition: Permittee is responsible for arranqing for all necessary utility adjustments or relocation as required for completion of the improvement. E) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this docwment is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. The applicant or his representative has been qiven a minimum requirements list. This list is not inclusive of all the requirements needed but should be used as a minimum guideline. Without the "minimum" requirements the Engineers Department may not be able to perform a complete review of the project and could result in prolonging the period before permit issuance. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released.
