Pines Ref #:895016 Parcel No:45223.0908 Review Pre App The County Engineering Department has completed a review of the above referenced project. The following information must be provided in order for us to proceed with our review. A) For any new impervious surface areas a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. - 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Change No. ZE 79-83C C) The following improvements within adjacent Right of Way are required prior to the release of a building permit: 1. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. Pines Rd. WSDOT Special Section Contact Washington State Department of Transportation for Approval. D) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: l. Site Plan. 2. Drainage plan as specified. 3. Other information: ~ J ~ , . Page 2 a. A parking and traff ic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is illegal to back out onto the Right of Way. b. The Washington State Department of Transportation appears to be agency of jurisdiction on this project and should therefore have their own signature block on the permit. E) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. F) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. The applicant or their representative is responsible for including each item that is marked "Required By This Project" in their submittal in accordance with the checklist descriptions. Each item submitted that is to meet the checklist shall be checked off by the applicant or their representative. Submittals which do not conform to the above requirements will be returned for further items with no review being accomplished. This will prolong the review process. If changes occur in the requirements for the project because of further conversations with Spokane County representatives, please attach a note explaining the agreed upon change in requirements. When the applicants' submittal is finally approved, the Engineers department will release their portion of the Building Permit. MINIMUM REQUIREMENTS CHECKLIST Project : Ke-b Ccumui County Reviewer. . p 04.4 L6N,4EoJA,W The following is a list of minimum standard items used in reviewing plans for building permits. Without these minimum requirements the Spokane County Engineer's Department is not able to perform a review of the project. The project will be returned to the applicant or held without further review until the minimum items have been submitted. ~ REQUIRED BY THIS PROJECT ❑ NOT APPLICABLE TO THIS PROJECT 0 An agreement to pay fees must be received before review of the plans will continue. It is an agreement between an interested party (owner,agent, etc.) and Spokane County to reimburse the County for accrued cost in reviewing the plans. A0 A property deed is required if the applicant decides to proceed with a Road Improvement District Agreement. This is an agreement to not protest the formation of a Road Improvement District. This document is required in lieu of making necessary roadway improvements. A deed is also necessary if right-of- way is required. 0 North Arrow must appear on the plans. ❑ An appropriate scale is required for the plans. 0 A benchmark must be shown on the plans. A benchmark is a physical mark or object used as a reference for elevations. This point must be left undisturbed by construction. ❑ Road names must appear on the plans. ' . ~ ~ RightofWay dimensions, from centerline of adjacent roadsto property lines must appear on the plans. 0 Property line dimensions of the entire parcel must be shown, not just the ortion being constructed. ❑ Land required to be set-aside for future acquisition by the County for future ri ht-of-way needs to be shown on the site plan. Required 208 swale areas must be outside of set-aside area. 1:1 Provide contours or sufficient spot elevations to check site grades. One- percent is the minimum requirement without specia) construction requirements by a licensed engineer. El All plans submitted to this department are required to have a professional engineer's stamp or registered architects stamp by state law. Architect stamp must include a signature. Professional Engineer stamps must include the current seal and expiration date as well as signature and date. Both must be currently registered in the State of Washington. Designs which exceed simple 208 design procedures must be stamped by a licensed engineer. ❑ All traveled surfaces are required to be paved unless a paving waiver has een granted. ❑ A traffic circulation plan is required for this project. This plan may be incorporated into the site plan unless specifically requested to be separate. ❑'208' Calculations for the site are required for runoff of asphaltic surfaces (pavement, roofs, etc.) within the Aquifer Sensitive Area. Show the quantity of asphaltic area, volume required and provided, swale area required and provided. F-I Provide a copy of roof detail sheet or state construction of roof. Metal roofs do not have to go to a swale, while asphaltic or built up roofing is required to be handled by a swale. If HVAC equipment is proposed to be located on the roof then the roof area needs to be included in swale calculations unless the HVAC r y unit is sealed and self contained. 0 Certain locations within Spokane County Require special testing to de ermine suitability of soil for drainage. Provide a detailed soil/site report from a licensed geotechnical firm. Report must include soil logs to 20 feet in depth or bedrock, indication of ground water and infiltration tests. 1:1 Calculations proving the adequate performance of grates, pipes, inlets, ditches, etc. must to be submitted. 0 Show a typical section of a swale. The swale must be sodded and side slopes should not be steeper than 2:1 for up to 12" in depth. For swales with greater depths use 3:1. The top of the swale should be a minimum 2 in. above the drywell lid. ❑ Provide bottom of swale elevations. 00 Provide drywell grate elevations. 0 The County requires a Spokane County Type 4 drywell lid for drywells in 208 swales. Specify on the drawings this type of lid. 0 Provide details of Spokane County Type A and/or B drywells. ❑ A letter from SCAPCA is required for projects requesting a pavement waiver. Th letter is obtained by this department after a written request is received from the applicant. A pavement waiver is required when a portion of a site is not paved when otherwise required to do so. D All parcels must be aggregated. If impossible, a reciprocal use agreement is required for this project. It is an agreement between the owners of two or more parcels granting reciprocal use between the properties. Situations that may require this agreement include; ingress/egress; parking or drainage across property lines. This agreement is a legal document between the parties involved. For more information, contact your land use attorney. ~ El Approach permits are required on all new approaches as well as all pproaches that will be altered. Approach permits will be availabie after final approval of the site/drainage plan. ❑ A Landscape Plan is required to ensure swale areas are not conflicting with andscaping. 0 Complete road and drainage plans are required for improvements to the roa way. Mylars with the developers signature will be required before the plans are approved by Spokane County. El A bond or some other form of financial surety approved by Spokane County is equired. To expedite your request for a building permit, the County has 3 pre-approved bond formats. If you choose to use a different format, a member of the Countys' legal staff will have to review the language. This will likely result in delaying the permit review process. The amount of the bond will be calculated by the County after the first submittal. This list is not incfusive of all of the requirements needed nor will fulfillment of these minimum requirements automatically result in approval from this department. This checklist is meant to help expedite the review process by assuring that minimum items are available. The County welcomes comments concerning this checklist to assure that it is fulfilling its' purpose - helping the review process more efficient.
