SCOPEIPROJECT DEBCRIPTIONs
I. General Overview - The owner Pring Corporation is proposinq the
construction of a 4,661 square foot auto dealership that will
contain a showroom, office and a drive through diagnostic bay. Also
proposed is a 2,500 square foot basement that will be located under
the showroom and will be used for storaqe.
SIIMMARY OF DEPARTMENTAL RBQIIZREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a B-3 zone.
2. Certificate of exemptions shall be obtained for minor
lot line adjustments of three fnvolved parcels or all five
of the parcels under the same ownership may be agqregated
into one parcel.
3. A five foot strip of Type III landscaping is required
along Sprague Avenue. The applicant stated that this

requirement would interfere with the ability to display
and park cars alonq Spraque Avenue. The applicant was
advised to submit an alternate proposal for review and
approval. Also, a five foot strip of Type III landscaping
is required alonq ist Avenue.
4. A minimwa o'f 10t of the parking area is to be
landscaped. Also, all parkinq stalls are to be located
within 60 feet of a landscape feature consistinq of 32
square feet in area.
5. Parking wfll be calculated using the ratios of one
parking space for every 1,000 square feet of building area
and one parkinq space for every 1,500 square feet of
outside display area.
6. Please submit a revised site plan illustratinq
landscaping, display parkinq areas, and the hefqht and
dimension of any proposed signs.
B. Permit Release Requirements
1. An estimate from a nursery includinq size, type, and
quantity of landscapinq, itemized cost of the irrigation
system, and the cost of labor. Also, please submit a
promissory letter from the owner stating the landscaping
will be installed.
2. Please verify if all five of the parcels under the
same ownership are going to be aggregated into one parcel
or if certificate of exemptions for minor lot line
adjustments to three of the involved parcels will be
obtained.
3. Please submit a revised site plan as described above
for review and approval.
II. Division of Engineerinq & Roads (456-3600)
A. Discussion/Requirement
1. Comments were qiven to the applicant and the Division
of Buildinqs by Bob Turner.
2. If less than 3,000 square feet of new asphalt is
installed no new 208 drainage areas will be required.

3. The applicant stated that the proposed will have a
metal roof therefore, all roof drainage may qo directly
into a drywell.
B. Permit Release Requfrements
1. The Division of Enqineerinq & Roads is ready to
release their portion of the building permit once it has
been applied for.
III. Health District (456-6040)
A. Discussion/Requirements
1. Daryl Way stated that Health District records indicate
that a structure once existed on the proposed site.
2. The Ploor drain located in the drive through
diaqnostic bay shall be equipped with a sand trap.
3. Please submit a critical materials to the Division of
Buildings for review.
4. All of the existing buildings located on the property
are connected to public sewer. Please contact the
Division of Utilities (456-3604) regardinq sewer line
depth and other information needed to connect the proposed
to the public sewer system.
5. The water purveyor for the proposed is Disluaan Water.
Please contact the water purveyor to review requirements
for back flow preventers.
8. Permit Release Requirements
1. Tbe Health District is ready to release their portion
of the buildinq permit once it has been applied for.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 2,500 q.p.m. The
maximwn fire flow that Dishman Water can provide to the
site is 1,230 q.p.m.
2. The existing number of hydrants is adequate, however
the supply of water to the hydrants is not sufficient.

3. Hydrant #2394 located at the south east corner of the
Appleway building needs to be removed.
4. Improvements must be made to the water system,
therefore, $20,000 in the form of a bond or a frozen
account shall be made available to the fire district prior
to permit release. The fire district anticipates that
improvements will be made to the water system in one to
one and a half years.
5. Siamese conriection for the sprinklers system is
required to be located on Spraque Avenue. The sprinkler
siamese shall be installed as per an approved water plan.
The water plan shall contain the location of the siamese,
siaiaese assembly detail, and plumbinq detail. The water
plan shall be submitted to the fire district and water
purveyor for approval prior to inetallation.
6. A lock (Knox) box entry system for fire department
personnel access is required to be installed.
B. Permit Release Requireaaents
1. A bond or a frozen account in the amount of $20,000
shall be made available to the fire district prior to
permit release to improve the water system.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Ken Jeffrey.
2. The proposed shall meet the minimum requirement of the
Regulations for Barrier-Free Facilities. Specifically a
ramp from the parkinq lot to a primary entrance of the
buildinq shall be not steeper than one vertical to 12
horizontal in the direction of travel, nor one vertical to
48 horizontal transverse to the direction of travel.
3. If the property lines remain as they are the proposed
shall be of one hour fire-resistive construction. If the
subject parcels are aqqreqated inta one parcel one hour
fire-resistive construction will not be required.
4. Ken Jeffrey recommended that core samples be taken of
the site to verify what type of fill material was used
when the previous structure was removed.

5. If construction specifications require concrete with a
design strength over 2,500 p.s.i., high strength boltinq,
or structural weldinq special inspections will be required
on the proposed. Please indicate the name of the testing
laboratory and submit copies of the inspection reports to
the Division of Buildings for review.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed durinq the meeting and other items from
the plan review letter needs to be submitted for review
arid approva 1.
