Gentlemen,
The site plan for the building remwdel of the George Gee G.M.C. dealership
is currently in for review. The project is a building remodel from what
originallp was a state liquor store built in approxamately 1957 to an auto-
mobile dealershz.p. The onginal site was designed to dra.in water to Sprague
Avenue and Dishman R,aad. The water runoff, as orz.ginally designed, is
then collected into a stozm drain at the intersection of the two rnads.
T'he new paving areas (that are currently gravelled and natural grasses) are
designed to drain in their entirety into a newly pravi.ded "208" catch basin
syste9m located at the rear of the property. The existing paved areas arn
shawn draining as much as possible to sane newly provi.ded "208" areas lacated
to the front and side of the property. Due to the existing slopes of the
sa.te and adjacent streets and the small lot size involved, the situation of
what was allawed over thirty years ago can not be corrected in its entirety.
We have controlled a major portion of the water runoff at th+e existing
asphalt areas with the additi,on of tw+o more 11208" areas and with raised
asphalt areas along Sprague Avenue.

SCOPEIPRQJECT DESCRIPTION:
I. General Overview - The owner Georqe Gee GMC fs proposinq an interior
remodel and change of use for the existing buildinq. The existinq
building shell will be qutted and restrooms, offices, a show room, and a
shop area for detailing new vehicles will be constructed.
BIIMMARY OF DEPARTMSNTAL ItEQIIIRENSN'1'8: ✓
I. Plwning Department (456-2205)
A. Discussion/Requirements
1. There are three involved parcels of land. The parcels need
. to be agqreqated throuqh a cvrt#icate of exemption prior to
permit release. Forms for obtaininq the certf f icate of .
exemption were given to the appYicant during the meetihg.
2. The required parkinq will be calculated by using the ratios
of one parkinq space for every 1, 000 square feet of building
_sgace and 1 parking space for every 1,500 square feet of outdoor
display area.
3. A f ive foot strip of Type III landscapfnq is requixed along
the road frontages. Parking lot landscapinq will only be
required if the number of requfred parkinq stalls exceeds 20. A
six fnch hiqh protective curb is required to be installed around
landscapinq, please illustrate on the site plan.

4. Al1 parking areas are requ:Lred to be paved, please indicate
on the site plan.
5. A copy of landscaping and parking requirements were qiven to
the applicant durinq the meetinq.
6. A permit hae already been issued for the proposed siqn.
Please illustrate the location of the siqn on the site plan and
indfcate the building perm.it number.
8. Permit Release Requirements
i. An estimate from a nursery including size, type, and
quantity of landscaping and an estimate for the irrigation
system to maintain the landscaping alonq with a promissory
letter from the owner stating the landscaping will be installed
shall be submitted.
2. Please submit a revised site plan illustratinq landscapinq,
public parking, display parkinq area square footage, the
buflding square footage, paved parkinq areas, and the location
of the proposed siqn for review and approval.
3. A certfficate of exemption shall be obtained for the subject
site prior to permit release.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were submitted to the applicant and the Division of
8uilctings by Bob Turner.
' 2. Please submit a drainage plan for the site that is in
compliance with Spokane Cbunty Guidelines for Stormwater
Management.
3. Please submit road and drainaqe plans prepared by an
engineer for road improvements on Dishman Street and First
Avenvte. Dishman Street improvements shall include continuation
of t.he curb from the intersectfon of Spraque and Dishman to the
intersection of Dishman and First. First Avenue improvements
shall include continuation of the curb from the intersection of
First and Disbman to the western property line on First. The
placement of the curb shall follow the County standard road
section number one which places curbir►q 20 feet from the center
line of the road. Asphalt shall extend to the new curb on First
Avenue and Dishman Street. All required construction in the
public rigbt of way shall be completed prior to the release of a
buildinq permit or a bond in an aa►ount estimated by the County
Enqineer to cover the cost of construction shall be submitted to
the Division of Enqineerinq & Roads.
4. Approach permits are required to be obtained for driveway
approaches along county riqht of way.

5. Thesubject site is located in a 100 year flood zone. Since
the proposed project is an existing building the Division of
Enqineering & Roads have no condit'ions for the flood zone.
Please contact Brenda Sfms, Division of Enqineerinq & Roads for
additional information reqardinqthe flood zone.
6. Bob Turner informed the applicant that the County is qoinq

1. The applicant contacted ,Tim Legat, Divisfonof IItilities
. prior to the Pre-Construotion Conference reqarding thetl
possibility of connecting to the interceptor on Second Avenue.
Daryl Way encouraged the applicant to connect to the public
sewer system. Daryl informed the applicant that the shortest
distance for sewer connection would be to run the sewer line
across First Avenue and connect to the interceptor on SeconB
Avenue,. A sewer easament would have to be obtained -from the
owner of thebady shap located across the street from the
proposed site.

2. The applicant etated that the on site sewaqe disposal system
servinq the existinq tavern wQUld be abandoned. The applicant
also stated that hg con.tacted Atidy Tom of the Departmemt of
Health reqarding the requireae,nts for inetalling an on site
sewage disgosal system for the floor drafr servinq the shop
area. Mr. Tom told the applicant-=that the Departiaent of Health
will not allow the on site sewage disposal system and advised
the applicant to connect to the public sewer system-or install a
holdinq tank for the floor drafn.

3. Please submit a critical materials lfst to the Division of
Buildfnqs for review. If it is determined that the proposed is
a critical materials user and the proposed is not connected to

public sewer the owner wi11 be.required to siqn a Sampling
Agreement. The agreement allows the Health District to sample
the effluent of the septic tank on an annual basis. All cost
for sample retrieval and analysis shall be paid by the owrier.
4. All demolitfon and construction debris is to be taken to a
licensed landfill.
B. Permit Release Requirements
1. Please verify if the proposed will be connected to the
public sewer system or an on site sewaqe disposal system.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. There is only 900 g.p.m. available to the site at this time.
2. The fire district ie anticipatinq that the water system will
be improved in the near future and is requiring that $5,000 in
the form of a bond or frozen account be submitted to improve the
water system. The financial guarantee is being accepted in lieu
of installinq additfonal fire hydrants.
3. A lock (Rnox) box entry system for fire department personnel
access is required to be installed. Forms for obtaining the
lock box were submitted to the applicant durinq the meeting.
V. Department of Buildinqs (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans and a
letter was given to the applicant by Ken Jeffrey.
2. There are many walls and partitions that are proposed to be
removed within the structure. Please submit an engineers report
regardinq the impact of the existing structural system.
3. Please submit a description of the exigting roof •drainage •
for review and approval.
4. Please submit complete HVAC plans and detafls fndicating the
size and location of the proposed appliances and ventilation.

5. Please submft a crftical materials list to the bivision of
Buildinqs for review.
6. Ren Jeffrey advised the applicant to be prepared for
pre-treatment requirements in the future if critical materials
are used at the site.

to the Board of County Commissioners for the vacantljw Qf' tbee
West ten (10) feet of the DISHTWq ROAD as it enters 5prague .
Avenue, just jfdest of the viaduct for a distance of 200 feet,
or to where said ten foot strip abuts F3rst Avenueo This road,
as you know, is lald out in the final plat of West Dishxnan
which was approved on Tjia,rch l, 1955, and is filed of record
- in the Auditor t s off ice.
This request is the result of an error in the preliminary
plats which was carried into the final plat when the Engineers
failed to take into consideration the proposed building and
building site lying West of this ten foot strip. You will
note that Dishman Road at that juncture is 90 feet in width,
and taking into consideration that East Sprague is only 100
feet in width, that $0 feet on Dishrnan Road will provide more
travelinb surface tha:z in our opinion will ever be required.
