The water purveyor for the proposed is Modern Electric Water Co. (456- 8000). The Health District will release their portion of the building permit once verification has been submitted that the proposed addition will not conflict with existing on site sewage disposal systems. Response: It is my uuderstanding that the only site sewage disposal system of concern is the one located along the west side of the existing buildiog. We have been informed by Mr. Daryl Way of the Spokane County Health District that the septic system in this area is located approximately 60 feet from the aorth edge of the j existing buildiag. Our addition is located approximately 82'-0" from this same face which is 20'-0"± from the septic system. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. If the three subject parcels are aggregated the fire flow for the site will be 2,500 g.p.m. Two fire hydrants are required to meet the minimum fire flow. The existing fire hydrant No. 1743 is adequate. The old hydrant located across the street from the proposed needs to be changed from a two port hydrant to a three port hydrant, or install a new hydrant on the property. 2. If the applicant decides to install a new fire hydrant it shall be installed as per an approved water plan. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire district and water purveyor for approval prior to installation. 3. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forms for ordering was given to the applicant. The application requests a waiver of certain paving requirements pursuant to the Spokane County Zoning Code, Section 14.802.080, for a graveled overflow parking lot located west of the church parking lot at 10724 E. Broadway, Spokane, WA. The main entrance to the church is off Broadway. There is a paved parking lot that serves the majority of the parking needs for the church. The paving waiver request is for a 100 sq. ft. overflow parking area to be used by approximately 25 cars on Sundays. The area is owned by the neighbor directly west of the church. Access to the overflow lot is from the paved parking lot at the church, so tracking onto Broadway should not be an issue. Valley Nazarene Church has graveled the area to control dust. The overflow lot is gated and is locked when not in use. Recommendation SCAPCA prefers that all traveled surfaces be paved in Spokane County for the protection of the airshed. Portions of Spokane County are designated as nonattainment, for the federal air quality health standards for fine particulate. The proposed site is located inside of the PM,o nonattainment area. However, given the facts that the unpaved area will only be for overflow parking one day per week, the lot is gated and locked when not in use, and the lot is accessed via a paved parking lot, the issuance of a paving waiver should not have an adverse impact on air quality.
