. That the individuals and parties named herein as having an
interest in the above described property or project agree to the
following:
1. Reimburse Spokane County for project review and inspecti.an
fees as specified in Board of County Commissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be bi.lled monthly as
accrued.
2. The undersigned agrees that these fees are due and payable
upon receipt of the billing as specified above. The
monthly billing should be sent to the attention of:

After thorough review of the comments generated for the above-referenced project and received by
our office on June 19, 1991, the following responses are being transmitted:
i. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a UR3.5 zone.
2. Please submit a revised site plan illustrating the use and square foot of each
story.
3. No additional landscaping is required.
4. Additional parking may be required for the change of use from a garage to
teen center.
5. The three involved parcels need to be aggregated into one parcel of land
through certificaie of exemptions.
B. Permit Release Requirements '
1. Please submit a revised site plan as described above for review and approval.
Response: An amended Site Plan, Sheet A100, has been attached indicating the
square footage and use of each level of the addition. In addition, new parking has
beeo indicated for the existiog teea center as well as for the parkiog lost in the
reconfiguration of the existing parking to meet code.
2. Certificates of exemptions to aggregate the three involved parcels shall be
obtained. Response: The owner has subsequently submitted a Certificate of Exemption for the
parcels in question.
II. Division of Engineering & Roads (456-3600) A. Discussion/Requirements
1. Comments were given to the applicant and the Division of Buildings by Bob
Turner.
2. Please submit a drainage plan for any new hard surfaced areas that is in
compliance with Spokane County Guidelines for Stormwater Management.

3. The proposed will have a composition roof therefore, atl roof drainage must
be directed to 208 drainage swales.
4. County code stipulates that it is not permissible to back onto the public right
of way, -therefore, the 10 parking stalls abutting Glenn Road shall be
abandoned. Curb stops shall be placed along the road to delineate ingress and
egress.
S. All new traveled surfaces are required to be paved.
~ 6. An Agreement to Pay Fees was given to the applicant during the meeting. The
agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document
is executed. .
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
Response: A revised Site Plan, Sheet A100, has been attached showing drainage of
new parking surfaces and location and detail for new 208 drain swale.
2. The parking problem along Glenn Road shall be corrected prior to permit
issuance.
Response: Also included on the above mentioned Site Plao is a new parking layout
showing the new striping on the existing paved parking area and, also, the new layout
for the newly paved area. Existing paved parking = 49 spaces
New paved parking = 65 spaces
3. Please submit a copy of the Agreement to Pay Fees signed by the Owner.
Response: It is my understanding that the Agreement to Pay Fees was signed at the
Pre-Construction Meeting. Please cootact me if this Is not the case.
III. Health District (456-6040) A. Discussion/Requireinents .
1. There are a series of on site sewage disposal systems located on the property.
Please submit a revised site plan illustrating the disposal systems to verify that
the proposed addition does not conflict with the disposal systems.
2. The applicant stated that there would be no changes to the existing kitchen and
that the classes would be used for religious instruction only.
3. The water purveyor for the proposed is Modern Electric Water Co. (456-
8000). Please contact the water purveyor to review requirements for back flow
preventors.

B. Permit Release Requirements
1. The Health District will release their portion of the building permit once
verification has been submitted that the proposed addition will not conflict
with existing on site sewage disposal systems.
Response: It is my uuderstanding that the only site sewage disposal system of
concern is the one located along the west side of the existing buildiog. We have been
informed by Mr. Daryl Way of the Spokane County Health District that the septic
system in this area is located approximately 60 feet from the aorth edge of the
j existing buildiag. Our addition is located approximately 82'-0" from this same face
which is 20'-0"± from the septic system.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. If the three subject parcels are aggregated the fire flow for the site will be
2,500 g.p.m. Two fire hydrants are required to meet the minimum fire flow.
The existing fire hydrant No. 1743 is adequate. The old hydrant located across
the street from the proposed needs to be changed from a two port hydrant to
a three port hydrant, or install a new hydrant on the property.
2. If the applicant decides to install a new fire hydrant it shall be installed as per
an approved water plan. The water plan shall contain the location of the
hydrant, hydrant assembly detail, and plumbing detail. The water plan shall
be submitted to the fire district and water purveyor for approval prior to
installation.
3. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the fire district.
V. Division of Buildings (456-3675)
A. Discussion/Requirements 1. Plan review has been completed on preliminary plans and a letter was sent to
the applicant by Tom Postlewait.
2. A change of use permit and certificate of occupancy shall be obtained for the
teen center. .
3. The three involved parcels shall be aggregated into one parcel.
4. The basement is over 1,500 square feet and therefore may need to be
sprinkled. Tom Postlewait stated that he would like to further discuss this
matter with the fire district and get back to the applicant.
5. Please submit a critical materials list to the Division of Buildings for review.
6. If construction specifications require concrete with a design strength over
2,500 p.s.i., high strength bolting, or structural welding special inspections will
be required on the proposed. Please indicated the name of the testing
laboratory and submit copies of the inspection reports to the Division of
Buildings for review.

adjustments or relocation as required for completion of the improvement.
Response: We understand that any utilities that need to be relocated shall be the
responsibility of the permittee. The Drawings indicate the relocation of an existing
gas meter and two HVAC condensing units. To the best of our knowledge, no other
utilities should be impacted by the construction of the proposed addition.
D) The owner of the property or the authorized representative must complete and sign
Spokane County Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will not be completed until
• this document is executed. This document is attached to these comments. Please
return the completed Agreement to your contact person at the Engineers Department.

SCOPElPROJECT DESCRIPTION:
I. General Overview - The owner Spokane Valley Nazarene Church is
proposing the construction of a 1,440 square foot nursery addition
to Valley Nazarene Church. The proposed addition will be two
stories with a basement. The top story will be used for the
instruction af Sunday School and storage, the main f loor will be
used as a nursery, and the basement will be used as a fellowship
hall.
II. Please Note: There is a garage located on the adjacent parcel
(East 10810 Broadway Avenue) belonging to the church that is being
used as a teen center. The Division Buildings have no record of a
permit for the change in use being obtained. A permit for the
change in use along with a certificate of occupancy shall be
obtained for the teen center.

The,County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for any new asphalt surfacing and for
the new roof if it is of asphaltic composition or
supports a HVAC unit (I-f--t-rrt- reerf 14-ea-ft

shall in compliance with Spokane County "Guidelines for
~ Stormwater Management". At a minimum the plan must
, contain:

2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted with the proposalo
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. The current parking arrangement is not in
compliance with County code. It is not
0permissible to back out into the County right
of way. Therefore, the 10 most easterly parking
l~ stalls shall be abandoned and physical
restrictions, such as concrete bumper curbs,
~ shall be placed on Glen Rd. parallel to the
right of way. Parallel parking on Glen Rd. is
^ still permissible. A revised site plan shall be
submitted to reflect this change.

C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

A paving waiver application was submitted to SCAPCA on June 27, 2000 by Steve Wilson on
behalf of Valley Nazarene Church. The application requests a waiver of certain paving
requirements pursuant to the Spokane County Zoning Code, Section 14.802.080, for a graveled
overflow parking lot located west of the church parking lot at 10724 E. Broadway, Spokane,
WA.
The main entrance to the church is off Broadway. There is a paved parking lot that serves the
majority of the parking needs for the church. The paving waiver request is for a 100 sq. ft.
overflow parking area to be used by approximately 25 cars on Sundays. The area is owned by
the neighbor directly west of the church. Access to the overflow lot is from the paved parking
lot at the church, so tracking onto Broadway should not be an issue. Valley Nazarene Church
has graveled the area to control dust. The overflow lot is gated and is locked when not in use.
Recommendation
SCAPCA prefers that all traveled surfaces be paved in Spokane County for the protection of the
airshed. Portions of Spokane County are designated as nonattainment, for the federal air
quality health standards for fine particulate. The proposed site is located inside of the PM,o
nonattainment area.
However, given the facts that the unpaved area will only be for overflow parking one day per
week, the lot is gated and locked when not in use, and the lot is accessed via a paved parking
lot, the issuance of a paving waiver should not have an adverse impact on air quality.
Therefore, SCAPCA recommends approval of this paving waiver. However, the approval is
contingent upon the following conditions:

f , J 1. Any future expansions, changes in use / function, increases in activity, etc. (i.e. use of
unpaved areas for anything other than overflow parking lot for church) at the site will
require the paving waiver request to be re-evaluated by SCAPCA.
2. The unpaved areas must be graveled and properly maintained to keep the surfaces free
of dirt and mud. In order to fulfill this requirement, the gravel may need to be
periodically re-applied. In addition, an appropriate dust palliative (i.e. lignin sulfite or
equivalent) or water may be required to minimize dust.
3. The deposition of dirt and mud onto paved public roadways is prohibited. If tracking
does occur, immediate measures must be taken to clean these surfaces.
4. Measures must be taken to prevent particulate matter from becoming airborne
(SCAPCA Regulation I, Section 6.05). The deposition of particulate mafiter onto the
property of others or beyond the property line is prohibited.
5. If SCAPCA documents a violation of Regulation I, Section 6.04, "Odors and Nuisances,"
additional controls, which could include paving, may be required.
6. Failure to comply with any of the above conditions may result in additional controls,
which could include paving.
A paving waiver, in no way, exempts the facility from complying with SCAPCA regulations.

require the paving waiver request to be re-evaluated by SCAPCA.
2. The unpaved areas must be graveled and properly maintained to keep the surfaces free
of dirt and mud. In order to fulfill this requirement, the gravel may need to be
periodically re-applied. In addition, an appropriate dust palliative (i.e. lignin sulfite or
equivalent) or water may be required to minimize dust.
3. The deposition of dirt and mud onto paved public roadways is prohibited. If tracking
does occur, immediate measures must be taken to clean these surfaces.
4. Measures must be taken to prevent particulate matter from becoming airborne
(SCAPCA Regulation I, Section 6.05). The deposition of particulate matter onto the
property of others or beyond the property line is prohibited.
5. If SCAPCA documents a violation of Regulation I, Section 6.04, "Odors and Nuisances,"
additional controls, which could include paving, may be required.
6. Failure to comply with any of the above conditions may result in additional controls,
which could include paving.
A paving waiver, in no way, exempts the facility from complying with SCAPCA regulations.
