Planning Commission Recommendation: Approve to Residential Otfire Z-or.e,
Background:
The Planning Commission has been evaluating 'the remaining Multiple
Family Suburban study areas to determine whether such areas are most
appropriate for: 1) apartments, 2) mobile homes, 3) single family
residences and duplexes, 4) professional offices, or S) other use 7.
The Commission has been subsequently re2oning many of the Multtple
Family Suburban areas to more appropriate classifications.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION: .
I. General Overview - The owner Lynn Whitting is proposing the
construction of a 324 square foot addition. The proposed will be
used for a part time dentist and will contain two dental chairs.
SUMMARY OF DEPARTMENTAL RE4IIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. A Certificate of Exemption is required to be obtained
for the property. An application was given to the
applicant during the meeting.
2. Please submit a revised site plan illustrating the
front and rear yard setbacks for the proposed and existing
building, the height of the proposed, the square footage
of the existing and proposed buildings, the usage of the
buildings, and the indicate the name and width of the
street.
3. A minimum of 14 parking stalls are required for the
proposed, only 12 spaces are shown on the site plan. The
applicant stated that the dental off ice currently uses six
parking stalls located across the street. Lauren Lakshas

will check to see if a parking agreement is required to be
obtained and get back to the applicant.
4. A minimum 10 foot yard setback is required for the
proposed, please verify.
B. Permit Release Requirements
l. A Certificate of Exemption shall be obtained for the
proposed.
2. Please submit a revised site plan as described above
for review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. The Engineering Department was not present at the
Pre-Construction Conference.
B. Permit Release Requirements
1. The Engineering Department has released their portion
of the building permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. All construction debris is to be taken to a licensed
landf i 11.
B. Permit Release Requirements
1. The Health District has released their portion of the
building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The Fire District was not present at the
Pre-Construction Conference.
B. Permit Release Requirements
1. The Fire District has released their portion of the
building permit.

V. Department of Buildings (456-3675)

A. Discussion/Requirements,
1. Plan review has been completed on the preliminary
site plan and a letter was given to the applicant by Tom
Postlewait.
2. The west exterior wall shall be of one-hour
fire-resistive construction. Openings shall be protected
by fire assembly having a three-fours-hour fire-protection
rating. A parapet shall be provided on the west wall.
3. Please submit a critical materials list to the
Department of Buildings for review.
4. Please indicate the ventilation system to be used in
the proposed.
5. Fire extinguishers shall be installed as per the
Uniform Fire Code.
6. Special inspections are required on concrete with a
design strength over 2,500 p.s.i. Please indicate the
name of the testing laboratory and submit copies of the
reports to the Department of Buildings.
7. Energy and lighting calculations are required to be
submitted for the proposed.
8. Tom Postlewait stated that if the revised plans have
sufficient detail the help of an engineer or architect may
not be required.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
COUNTY ACTION:
Lauren Lakshas will check to see if a parking agreement is required
for the six parking stalls located across the street from the
proposed and get back to the applicant.

The applicant acknowledged that all comments/requirements were
understood and had no furthar questions at this time regarding permit requirements. ` -
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notif ied within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:10 a.m.

NOTE To APPLICANT: Some time ago the County recognized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Cominents so far would indicate
these conferences are successful and do enhance the permit system.
