The followi.ng infortnation must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contai.n: 1. Drainage calculations for storntwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of c3rywe1l inlets where applicable. 8. The proposal consists of a zone reclassification request fram Urban Residential-3.5 (UR-3.5) and Community Business (B-Z) to Urban Residendal-7 (UR-?) for an eteven (11) space manufactured home park. 3 The Hearing Examiner Committee held a public hearing on August 19, 1993 subsequent to which by ihe Findings of Fact, Conclusion and Decision dated Augu.st 23, 1993, the Committee approved the praposal 4. The appellant, Cheryl Trainor, appealed the Hearing Examiner Committee decision to the Board on August 27, 1993 Issues set forth tn the Noace of Appeal included compatibility with the neighborhood, increased traffic, devaluation of property values in the neighborhood, and other issues. 5 The legal requirements for pubtic notice have been fulfilled. 6. At the public hearing, the appellant objected to the pmposal based on incompanbdity with the neighborhood, traffic impacts, devaluation of property values in the area and other impacts 7 The Board adopts the Plannmg Department file of ZE-27-93 as part of this record, as may be modified by this acnon. 8 'The Board takes notice of pmvisions of the Spokane Counry Generalized Comprehensive Land Use Plan, the Spokane County Zomng Code and the Spokane County Code 9. The site was redesignated to Urban Residendal-3 5(UR-3.5) and Community Business (B-2), pursuant to the Program to Implement the Spokane County Zoning Code 12 The adopted Spokane County Generalized Comprehensive Land Use Plan designates the area encompasses by the proposal as Urban and Major Commercial The recommended density range of the Urban categary is 1 and 17 units per acre As conditioned, the proposa1 is consistent with the Goals, Objectives and Decision Guidelines of the Comprehensive Plan. 13. The existing land uses in the area of the proposal include single family residences, duplexes, and commercial uses. 14 The proposal will represent a transitional use between the adjacent commercial zoning to the east and the existing duplexes and single family residences located west of the proposal. The proposal also consdtutes "fill-in development" in an area where public services are ava.ilable 15 Conditions have substantially changed since the original zoning of the site. Specifically, changed conditions include a Counry Road Project (CRP) along Sullivan Rosd, the evailability of a public sewer system in the near future, the designadon of Valley Way as an artenal and mcreased development in the area. 16 The applicant teshfied he would participate in a Utility Local Improvement District (ULID) to enable the proposal's connecdon to a public sewer system 17. The County Arterial Road Plan designates Valley Way as a CoUector Arterial with a recommended right of way width of 70 feet. The project has been conditioned to dedicate right of-way and set aside adequate right of way far future acquisition. 18. The proposal is located within the Central Valley School District No. 356. Upon development, the propasal will generate new students who will direcdy impact the District's capital facilities. 19 The Central Walley School District is curnendy operating over its capacity and will continue to do so when the proposal is fully developed The DcStrict does not have sufficient facilities avwlable to accommodate addinonal Students 20 A votuntvy agreement with the Central Valley Scttool nlstnct to pay impact fees, prior to final development, is necessary to miegate the proposal's impacts on the di stnct 21. The prvposal will generate additional impacts on county park facdities when developed. A voluntary agreement with the Spokane County Department of Parks, Recreation and Fair to pay impact fees, prior to final development, is necessary to mitigate the proposal's impacts on park facilides. 21 The proposal should be conditioned to allow only Class A Manufactured Homes, as descnbed in Section 14 808 060 of the Spokane County Zoning Code, to render the project compatible vvith the adjacent residendal neighborhood. 22. The provisions of RCW 43 21C (The State Environmental Policy Act) have been complied with and a Determination of Nonsignificance was issued. This will require the addition of approximacely 10-12 feet of asphalt along the frontage of the development. The construction of curbing and sidewallc is also required. 9. All required improvements sha11 conform to the current State of Washington Standard Specificarions for Road and Bridge Construction and other applicable County standards and/or adopted resoludons pertaining to Road Standards and Storm water Management in effect at the date of constrvcdon, unless otherwise approved by the County Engineer. 10. Roadway standards, typical roadway sections and drainage plan requirements are found in Spokane Board of County Commissioner$ Resolution No 80-1592 as amended and are applicable to this proposal 11.
