The zone 17 of those parcels is 8-2 in which a business strip le mall is an allowed use. We 7 cannot determine parking at this time. We need g you to provide us a more specific use of the strip 9 mall, office space as opposed to retail space as 10 opposed to restaurant. We need a basis from which 11 to start our parking requirements, so what we 12 would like you to do is provide us a floor plan r 13 which would break down those specific spaces. ~ 14 MR. TIBBITS: Give us an indication now. 15 Part of the problem with that, of course, is it's 16 speculative property, and we don't necesssarily 17 know who the tenant is or what the tenant mix is 18 qoinq to be. What do we do in that instance? 19 I mean obviously we're asauminq we're 20 going to have, just for generic discussion, like 21 say a Take and Bake Pizza place or a prepared 22 sandwich place or something like that. Need we discuss this further? I mean 2 obviously you've got a qlitch here that we need to 3 qet out. 4 MR. WAY: You're qofng to be very 5 reatricted on the anticipated or on the waste 6 water flow because of the size of the system that 7 you have room for. 8 MR. TI88ITS: Right. g MR. WAY: When you get a sewer, it's wide 10 open. You can do anything you want. 11 MR. TISBITS: We're dealing mainly and 12 that's one of the reaaons why our tenant mix that 13 we're projecting, somethinq like a Take and Bake, ~ 14 where they are just heating prepared food items 15 Imean they are not making the pizza doughs and 16 they're not washing dishes other than some small 17 utensils for handling €ood. I mean it's not a 16 full-service reataurant or anythinq like that. 19 Fi=st of all, the square footaqe wouldn't allow 20 that. I mean that's fairly obvious. You know, 21 what would be Subway Sandwiches are going down the 22 street now 500 yards. 8ut it would be somethinq 23 in that type of vein. 24 And you can see by the tenant mix that 25 they're very small spaces. But the main 4 question we have for you is how can we get a 5 building permit, because half of these spaces may 6 be pre-leased, and the other half will sit there 7 with a for lease sign on them. What are we qoing S to do? I mean planning must have some provision 9 for that. 10 MS. SHAW: There unfortunately, I il already approached my supervisor in reqard to 12 that, and what we need you to do is just estimate ~ 13 what you think will go in there. You do know that , 14 the=e's goinq to be a Take and Bake Pizza. 15 Indicate that. If you know there's goinq to be 16 retail, indicate that. And what we will do then 17 at the titne of certificate of occupancy is make a 18 more precise determination. 19 We just need something to start with to 20 provide requirements that would be needed to 21 satisfy this building and then have it also 22 illustrated on the site plan. We just need a 23 beginninq point to start with. So if you're 24 not 25 MR. I mean do you see why we're 4 I mean that makes me a little nervous. 5 MR. STOY: Are you basinq ft on a B-2 6 occupancy, which is general retafl, which is one 7 to two hundred B MS. SHAW: If you want to do that, yes, 9 we can make ft on that. 10 MR. STOY: Because that's the way we 11 originally did it. Then that way we're required, 12 I think, 26 that we're providing 13 MR. TIBBITS: What is restaurants now in 14 the code? One per 15 MS. SHAW: Drive-in and take-out 16 restaurants is one space per 50 gross square 17 feet. It's more str3nqent than full-aervice 18 restaurants, which is one space per 100 gross 19 square feet. 20 MR. TIBBITS: You lump drive in and take 21 out in the same do they have to have drive in 22 and take out 23 M3. SHAW: Actually what I'd prefer 24 what ft more definition of this would be no 25 seating be provided. Is that why? 11 MR. TIBBITS: And the retail stores close 12 at five. I mean that's you know, there's 13 usually an offset there. I mean I don't usually ~ 14 allow planning loqic to be explained as easily. 15 MS. SHAW: Well 16 MR. TIBBITS: For those of you who have 17 been around here longer, you understand what I'm 18 saying. 19 MS. SHAW: Okay. On with it. Do you 20 have any other questions? 21 MR. TIBBITS: What happens if we end up 22 going let's say we take two of those units and 23 make them fast food, no seating. SHAW: Your other option would be 7 then, at that time when parkinq stalls were not 8 provfded for the use, is the variance procedure to 9 waive any requirements. 10 MR. TIBBITS: How's Laurie doinq in the 11 variances? 12 MS. SHAW: How's Laurie doing in terma of ~ 13 what? 14 MR. TIBBITS: Takinq the property as it 15 is, saying we might have one or two food units in 15 there, indicating that we're providfng 36 gross 17 stalls there. 18 MR. 3TOY: Thirty-two now. 19 MR. TIBBITS: For 5,000 square foot of 20 building. I think I see 36 here, Joe. 21 MS. SHAW: There is a provfsion in the 22 parking requirements which we may be able to apply 23 to you, to this proposal, and that is under the 24 sections of joint use parking requirements. If the director finds that the uses 4 wfth this center have substantially dissimilar 5 peak demands for off-street parking, the director 6 may establish the center's parking requirements at 7 a level reduced up to 25 percent of the normal B parking requirement. 9 Now, what you would need to do if you 10 would like to approach the planninq department for 11 this joint use parking requirement is to provide 12 us what is a shopping center. Four businesses may 13 not be considered a shopping center, more of a C 14 neighborhood service center. 15 So as the applicant, we would like you to 16 approach some the planning some kind of a 17 department which would provide you a definition of 18 what a shoppinq center is. But that I would see 19 as a good option for you. 20 MR. BENISH: Francine, fs that an option 21 that would not require then the variance 22 procedure? It would be an administrative decision 23 by the planning department? 24 MS. SHAW: It would be an administrative 25 decision. TIBBITS: In that example, we would 5 have 70 plus parking slots. 6 MR. STOY: Isn't there a definition in 7 the zoning code for a shoppinq center? 8 MS. SHAW: I can look. If not, there may 9 be one in the comprehensive plan. No, there is 10 not a shoppinq center definition in the code. 11 MR. TIBBITS: Let's go ahead and go on. 12 MS. SHAW: Okay. Will you be proposing ~ 13 any signaqe to be addressed through this building 14 permit, or will you be taking out a separate 15 buildinq permit for siqnage? 16 MR. TIBBITS: We'l1 handle it as part of 17 this permit process. There will be siqns on the 18 face of the buildinq identifying each tenant, but 19 we will regulate that. It will actually be 20 designed. The dfrectory sign, we'll come in for a 2 separate sign permit. We'll have the appropriate 3 sign company come in to do that. 4 MS. SHAW: Okay. For the signs that you 5 will be proposinq on the front of yaur structure, 6 there are still zone code requirements, and what I 7 would like you to do is note that there will be 8 signs on the front of the buildinq and provide us 9 elsvation drawings notinq the dimensions of those 10 and gross square footage. I believe that you 11 would have no problem gettinq that approved at 12 all. P 13 Be aware that there are no outdoor la 14 storage areas allowed within this zone. Zone code 15 requires all trash enclosures to be screened on 16 all sides from public view and, at a min3mum, be 17 enclosed on three sides by a five and a half foot 18 concrete walk, masonry wall or sight-obscuring 19 fence, the sight-obscuring deck paved for access. 20 We noticed the location of your trash enclosure on 21 the site plan. There's no reason to try to 13 qo around the buildinq. Just put it over here, ~ 14 flow your interior plumbing to this. You make 15 your trash containment area larqe enough to accept 16 and store a grease barrel in addition to the 17 dumpster in case any of these do become 18 MR. CLARK: Good idea. 19 MR.
