The following issues must be addressed. On-site Drainage r. The drainage in this basm must be contained on-site. 25Provide oudet protection at the pipe inverts. I' "'One of the sketches in tlle drainage reports shows a driveway approach in this area. Will this drop be constructed with the new sidewallc? If it isa it rnust be located at least 30' west of the curb return. The pnoposed catch basin for the road drainage eannot be anywhere in the driveway approach. e. The drainage plan for the undeveloped Iot shows a pipe into the drywell from the future building rooftop. Site Drains~e 1. Two elevations near the Sullivan approach, labeled as 204130, appear to be too low to obtava the desired grade of 1.5% in the area. Also, in the southeast corner of the parlang Iot, the elevation of 2040.10 appears too low to provide intended drainage. 2. Show concrete or rock uilets to the northeast swale. 3. On the east side of the dnve-thru lane there is a curb cut for sidewalk access. This curb cut will allow drainage to flow out towarrd the RIW. Please give details and addihonal information about how this runoff will reach the northeast swale. 4. An inlet at the south end of the west swale needs to be included to caich runoff from the driveway. Please mclude elevations in this area. 5. The side slopes on the west swale, as caiculated wnth the given elevations, are 10:1 and 2:1, instead of 4:1 and 3:1. Correct either the side slopes or the elevations. 6. On the T.E.S.G. Plaa drawing, remove the catch basin prote,crion from arouad the drywells on Sullivan Road. Delete the CB Protection Detail from Sheet SD 2.2, and add a detail for the rock inlet and a concrete inlet, if used. $pad Imernvements 8. Show the 3.5' sidewalk and utility easement on all plan sheets. 9. The existing width of Springfield Avenue is 40' from face-of-curb to face-of-curb. The Applicant is required to build a half-width of the road plus a 12' asphalt travel lane on the south side of Springfield. 10. A gvtter will be required to be added to ihe existing curb on the north side of Spnngfield if the curb grade is less than 1.0%. 11. The requireti pavement section will be 2" of ACP on 6" CSTC. 12. Match the required 6.0' sidewalk into the existing 6.0' sidewalk ai the curb return. 13. An asghalt taper should be provided for the 12' travel lane on the south side of Springfield as it approaches Sullivan. 14. Drainage controls need to be provided for the north half of Spnngfield, either in the forna of a drywell or a 208 swale. 15. A financial surety for the required 'unprovements must be posied prior to release of the building permit. The County Engineers Department wnll calculate this amount when mad plans are received. 16. The propased improvements would extend 1.5' onto the Owners parcel, which would require the Owner to grant the County a sidewaik easement. I recommend denial of the request for the construction of a 4 5' sidewalk #or the following reasons. 1. The proposed sidewaik would join up wdh the recently constructed 6 0' sidewalk on Suilivan Road 2. PROJECT AND SITE CONDITIQNS . 1.4 INTRODUCTION This report presents the results of our subsurface exploration and geotechnical engineering study for the proposed Jack In The Box Restaurant #8491 in Veradale, Washington. The proposed building location and approximate locauons of the explorations accomplished for this study are presented on the Site and Exploration Plan, Figure 1 In the event that any changes in the nature, design or location of the siructure are planned, the conclusioas and recoRUnendations contained ui this report should be reviewed and modified, ar verified, as necessary. 1 1 Purvose and Scooe The purpose of this study was to provide subsurtace data to be utilized in the design and development of the above mentioned project. Our siudy included excavatzng explor3tion pits and perfonming geologic studies to assess the type, thickness, distnbution and physical properties of the subsurface sediments and shallow ground water conditions Enguieerulg studies were also conducted to determine the type of suitable foundation, allowable bearing pressures, anticipated settlements, floor support recommendations, drainage considerations, and pavement recommendations. This report summarizes our current field work and offers development recommendations based on our present undecstanding of the project. 1.2 Authorization Written authorization to proceed with this study was granted by Mr. Chris M. Smith, Sr. Project Construction Manager of Foodmaker, Inc. in a letter dated March 13, 1995. This report has been preparecl for the exclusive use of Foodmaker, Inc. and their agents, for specif'ic application to this project. Withui the limitations of scope, schedule and budget, our services have been performed in accordance with generally accepted geotechnical engineering and engineering geolvgy practices in effect in tlZis area at the time our report was prepared No other warranry, expressed or implied is made. Our observations, findings, and opinions are a means to identify and reduce the inherent risks to the owner 1 2 0 PROJECT AND SITE DESCRIPTION This report was cornpleced with an understanding of the project based on a site plan provided by Foodmaker, Inc., and received in our office on January 5, 1995. Present plans indicate that a single-story, approximate 2680 square foot structure will be built on the site with conventional wood-frame construction and a slab-on-grade #]oor. The restaurant vsnll be located in the northern portioa of the properiy (Figure 1). The Jack In The Box designation for this structure is MK7CRFV. Site development wili also include construcaon of asphalt paved parkmg areas and a concrete trash enclosure and drive-thiv lane. Finished floor and parking grades are anticipated to be near the exlstuig site grade. The property- was situated between Broadway Avenue to the north and Springfield Avenue to the south, along the west side of Sullivan Road in Veradale, Washington. The parcel was rectangular in shape and relatively flat, measuring about 280 feet north south by about 175 feet east-west. The site was divided into four residential lots with four existing single family homes, each having additional out buildings and basements. The lots were fenced along theu conunon boundaries and were covered by lawns, domestic shrubbery, and small trees. Underground uWities to the homes included water and phone, and each of the homes was conriected to a septic tank and dry well A relatively new samtary sewer line had been placed in the surrounding sireets, and each of the locs had a sewer stub available. The existing residences will be razed or removed pnor to the construcuon of the restaurant. . 3.0 SUBSURFACE EXPL4RATI0N Our field study included excavating a series of exploration pits with a tractor-mounted backhoe to gain subsurface informauon about the sice. The niatierials encountered in the exptoraUon pits were studied and classified in the field by an engineering geologist, and all exploration pits were backfilled immediately after examination and logging. Selected samples were then transported to our laboratory for further visual classification and testing, as necessary. The various types of sediments encountered, as well as the depths where characteristics of the sedunents cbanged, are indicated on the auached exploration logs. Because of the nature of exploratory work below ground, extrapolation of subsurface conditions between field explorations is necessary It shouid be noted that differing subsurface conditioas may sometisnes be preseat due to the random nature of deposition and the alteration of topography by past gradmg andlor filling. The aature and extent of any vuiations between the field explorations may not become fully evident until construction If variations are observed at that time, it may be necessary to re-evaluate specific recommendations in thLs report and make appropriate changes The number, location, and depth of the explorauons were completed within site and budgetary constraints. The existing occupied structures at the site constrained the locatloa of the backhoe pits, and we were unabie to excavate within the proposed building footprint as normally required by Foodmaker Subsurface information was, however, obtained to the north and south of the 2 proposed restaurant structure in two backhoe pits. Three backhoe pits were also completed in proposed parking areas. Our explorations were located in the field by measuring from laiown site features shown on the above mentioned site pian received f_rom Foodmaker, Inc. 4 0 SUBSURF.4CE C4NDITIONS Subsurface condiaons at ihe project site were uiferred from tbe field exptorations accomplished for this study and visual reconnaissance of the site. As shown on the field logs, the exploration pits generally encounter+ed topsoil and fill soils at the surface that was underlain by silty, pebbly to cobbly gravel. The straegraphy is described m the following section in the order the units were encountered from the surface, followed by a description of the hydrology of the site. 4 1 Fill Soils Ftil soils (those not naturally piaced) were encourrtered in all five exploration pits, and consisted of loose, moist, mixed dark brown and yellow brown, silry, organic-rich, pebbly gravel. Locally, boulders up to 201nches in diameter were encountered. The fill was encountered at the surface, or beneath a sod layer, and extended to a depth of i foot in EP-3 and EP-4, and a depth of 1-1f2 feet in EP-1, EP-2, and EP-5 The fill appeared to have beea denved from local sources, and probably represents nzatznal zxcavated cluring basement construction for thz onsiEe residences. We would expect fill soils also to be present in the areas of the septic tanks, the utility trenches and behind the basement walls. These ateas were avoided during this study as the rrsideaces were occupied at the tune of our field work. In these. areas the fill soils could extend to a depth of several feet or, in the case of waII backfill, to the basement wall foundation. Because the quality 3nd compaction of these fill soils is unknown, they should be considered uasuitable for foundation support. 4.2 Siltv. Pebblv to Cobblv Gravel Underlying the topsoil and fill, all of the expiorations encountered loose, moist, yellow-brown, silty, pebbly to cobbly gravel. The upper 2 to 4 feet of this unit was rather silty, but the silt conient decceased with depth Locally, boulders up to 20 inches in diameter were encountered in the gravel. The gravel extended to below the 5 to 8 foot termiaation depths of aIl of the explorations. Due to the loose conditioa of this unit, caving conditions were encountered in the deeper exploration pits Therefore the deeper pits adjacent to the proposed structure were limited tv an eight foot depth to minimize site disturbance. The gravel encountered at the site Ls typical of the gravels in the east Spokane Valley area. The deposition of this unit is attributed to the large scale glacial Lake Missoula floods that occurred at the end of the last ice age about 13,000 years ago 3 4 3 Hvdrolog,y The samples obtained during our field study were moist and no ground water seepages were encountered in any of the exploration pits. Tbe local residences oa the site have utilized dry wells for storm water management for up to 40 years, and according to City records, have been functioning during this period without infiltration problems. The time of our field work (March 1995) was reportedly the wettest March oa record in the Spokane area, and the oosite subsurface soils still appeared to well drauied. We would tberefore expect that groundwater would not pose a problera to the proposed construction at the site. . . 4 r Aprd 6, 1995 Project No. G95060A U. DESIGN RECOMNMNDATIONS 5.0 INTRODUC'TIUN Our exploration i.ndlcates that the parcel is suitable for the proposed construcuon as presently planned. A suitable bearing stratum is retatrvely shaUow aad spcead footing foundations may be utilized for foundation support. We understand that the distrlbution af foundation loads of dhe structure wdl 'oe typical and that no concentrated loads are anticipated. Consequently, following proper recompaction as recommended hereia; the near-surface, natural pebbly, cobbly gravel would be capable of providing suitable builduig support. 6.0 SITE PREPARATION Old foundations, basements, septic tanks, and drywells presently on the site thaE are nnder the buildutg area should be removed and backfilled. Any buried utiliaes should be removed or retocated. The resuliing depressions should be backfilted with structural fill as discussed under Section 7.0, Structural Fd1. Septic tamks-away from the buadmg area should decommissioned ~ according to Washington State DOE guidellnes. Basements inay either be totally removed or the floor slab may remam and only the walls removed. If the floor slab rematns, ii should be broken up in place prior to fiiling over it. Site preparation of planned parking and budding areas should inctude removal of alt structures, trees, shrubs, concrete (except a.s descrtbed above), debrLs and any other deletenous material. Addltionally, the upper organic topsoil should be removed and the remaining roots grubbed from the site. Areas where loose surface soils exLst due to grubbing operations should be considered as fill to the depth of disturbance and treated as subsequently recommended for fill placement. If, during stripping, areas of loose subgrade are encountered, these azeas should be tecompacted or overexcavated and backf'illed with structural fill. 7.0 STRUCTURAL FILL To reduce the potential for pavesneat, siab, or footing subsidence, rt Ls essential that excavated areas, basements and uttliry trenches be backf lled with structural fill prior to buildi.ng or pavement cor.struction. .All references to structural filt !n this report refer to subgrade preparation, fi11 type, placement and compactlon of materials as discussed in this section. 5 ~ i he depth of overexcavation will vary depending on location and depth of old foundations, basements, etc. When the overexcavaUon and stripping has been progerly perfoRned, the upper ' 12 inches of exposed ground should be recompacted to a tninimum of 90 percent of the modified Proctor maxumum densiry using ASTM:D 1557 as the staadard or to a dense, nonyielding condition Any yielding sediments must be overexcavated and removed Due to the high gravel and cobble content of the onsite sedunents, it is likely that in-place deasity testing cannot be utilized to determine percent compaction. Therefore, ic is essential that the cantractor utilize a minimum 20 ton, vibratory compactor for all compaction operations. Ia limited access areas a "jumping jack" type compactor may be utilized Following recompaction of the exposed ground, a structural fill may be placed to attain desired grades. Structiual fill is defined as non-ocganic sod placed in maximum 8 inch loose lifts with each lift bezng compacted to at least 95 percent of the modifed Proctor maxnnum density using ASTM:D 2557 as the standard. Agam, if onsite, gravel{y, cobbly sediments are utilized for siructural backfill, they should be compacted in lifts and with the equipnaent described above to a dense, nonyielding condition. In addition, matenal Iuger than 6 inches should be removed prior to compaction. The contractor should note that any proposed fill soils, other than the natural onsite sediments, must be evaluated prior to cheir use in fills This would require that a sample of the material be submitted to a local tesUng labotatory 48 hours in advance to perfornn a Proctor test and deternune its field compaction standard. Soas in which the amount af finc-grained material K (smaller than No. 200 sieve) is greater than approximately 5 percent (measured on the minus No. 4 sieve size) should be considered moisture-sensitive. Use of moisture-sensitive soil in structural fills sbould be limited to favorabie dry weather conditions. If fill is placed during wet weather or if proper compaction caanot be obtained, a select import material coasisting of a clean, free-draining gravel andlor sand should be used. Free-draining fll coasists of non- organic soil with the amount of fine-grained matenal limted to 5 percent by weight when measured on the minus No. 4 sieve fraction. Recompaction of the stripped subgrade and placement of struciural fill should be verified. Depending on material type, a representative rnimber of in place density tests should be perfocmed. An ailowable bearing pressure of 2,000 pounds per square foot (psf) may be utdized fvr desigxn► gurpases, including both dead and Iive loads. Drains should con.sist of perforated pspe enciQSed in a pea gravel, sarrd-free treneh. They should be constructed with suffieient gradienc to allow gravity clischarge awayr &om the build;ng. Raof and scirface runoff should not discharge inta the foaung drain system but should be haA.dled by a separate tightline draatn. . ~ 7 ; The onsite native sediments, below the fill and topsoil at a depth of about 1-I/2 feet, become moce permeable and would likely be suitable for an infiltration type drainage system if a city storm sewer is not available nearby to receive storm water runoff Infiltration system construction should follow the Spokane County guidelines for storm water retention into the Spokane aquifer In planning, exterior grades adjacent to walls should be sloped downward away from the structure to achieve positive surface drauiage 8ased on onsite evaluation, as well as laboratory review of samples, it is our opuuon that the following allowable inf'iltration rates should be utilized for the system design. Depth InfiItration Rate . ~ ~ 2' - 5' 35 min/in 5' - 8' 3 min/in 11.0 PAVEMENT RECO'ViMENDATIONS It is our understanding that the site will have two types of pavement secuons. The drive-thru tane and dumpster storage areas aare to be co-tered with ngid (concrete) pavement, and the remaining iraffic lanes and parking areas are to be surfaced with a flexible, asphalt concrete , pavement (ACP). These pavements are to provide a minimum service life of 20 years. ~ Foodmaker, Inc. has provided traffie volume estunates of 10001ight vehicles per day and five, 18,000 pound, single axle laads from beavy trucks per day in the traffic lanes. Estimated traff c volume for the parking staUs is SQ light vehicles per day. These figures were used for pavement thickness design on this project. Traffic lane loading will control the thickness recommendations for the pavement secuon. The estimated traffic lane volume is approximately equal to an equivalent 18 kip axle loading (EAL) of 100,000 over the 20-year design life cycle. Qur pavement design recommendations are based on tius EAL value, and a dense, nonyielding subgrade recompacted as described in this section. Subgrade preparation should consist of grading the flexible pavement areas to at least 7 inches below the top of the finished surface eievation. Rigid pavement areas should be graded at least 9 inehes below finish surface elevation. Any large cobbies or boulders, which may cause point loading, should be removed from the surface. The subgrade surfaces should be slightly crowned to drain to the edges of the paved areas. Next, the surface of the exposed soils should be recompacted to a dense, nonyielding condition with a minunum of 4 passes with a 20 ton or greater vibratory roller. After recompaction, the subgrade should be proofroiled with a fully loaded, tandem axle, dump truck to identify any loose or "pumping" areas. In addition, the potential for liquefacaon is considered negligible due to the granular nature of the sediments and lack of an adverse ground water table. As such, the structure should be designed to UBC standuds for the area 13.4 PROJECT DESIGN AND CONSTRUCTiON MOrTITORING We recommend that Associated Earth Sciences, Inc. perform a geotechnical review of the plans pnor to final design completion. In this way, our earthwork and foundation recommendations may be properly interpreted and implemented in the desiga.
