I. General Overview - The owner John Dompier is proposinq the
construction of a 3,000 square foot convenience store. The proposed
is located ta an existing fuelinq station. The permit for the
signs, canopy, and tanks for the fueling station will be subject of
a separate permit.
BUMIIKARY OF DLPARTMENTAL REQIIIRBMMENTB:
I. Plannfnq Department (456-2205)
A. Discuseion/Requirements
1. The proposed is located in the Freeway Commercial
Zone.
2. The proposed shall comply with conditions of Zone
Change ZE-48-70.
3. A Development and Traffic Control Plan signed by the
Soard of County Commissioners is required for the

proposed. The Planninq Department could not locate a
recorded plan signed by the Board of County Commissioners.
Tom Davis stated that notes on previously issued buildinq
permfts refer to the recorded and signed Traffic Control
Plan. Scott Englehard will check furt,her with the
Commfssioners Office and get back to the applicant. The
applicant was advised that the Freeway Commercial Zone
requires the submission of a Development and Traffic
Control Plan as part of any application within such zone.
4. Please submit a revised site plan for the proposed
illustratinq landscapinq, setbacks, the square footaqe of
the proposed, and the location and dimensions of any signs
to be included in this permit.
5. The parkinq lot is required to be paved. Also a
minimum of 10% of the parking lot is to be landscaped.
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. An estimate from a nursery including size, type, and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirement
i. Comments were given to the applicant and 8uilding and
Safety by Scott Egqer.
2. Please submit a drainaqe plan that is in compliance
with Spokane County Guidelines for Stormwater Manaqement
for review and approval.
3. The proposed shall comply with the conditions of Zone
Chanqe ZE-48-70.
4. Riqht of Way dedication on Sullivan Road as per
conditions 1 and 2 of the zone change fs required. Please
submit a copy of the the recorded property deed so that
the riqht of way deed can be prepared. If the riqht of
way dedication is not voluntary by the owner the matter
shall qo before the Board of County Cominissioners.

5. Scott Egqer stated that it may"be possible to reduce
the 208 areas because of the required right of way
dedication and that the stormwater could drain into the
existing drywells.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The aqreement is to be signed by the
owner and returned to the Enqineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a revised drainage plan as described
above for review and approval.
2. Please submit a recorded property deed so that the
riqht of way deed can be prepared.
3. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The Health District has no record of the existing on
site sewage system.
2. In order that a determination on the size of sewage
system can be made water use data for a convenience store
located at North 12310 SR #395 Hiqhway was submitted to
the Health District during the meeting. The water use
data indicated that based on 144 cubic feet per day 1,080
gallons of waste water would be generated per day. 8ased
on a loading factor of .8 gallons per square foot, 1,350
square feet of leach bed will be required for the
proposed. A replacement area for a future leach bed area
of equal sf ze must be shown on the site plan. Daryl Way
suqgested that because of the size of the site the owner
may want to request a wafver to use grass pavers over the
drafnaqe area. Approval of grass pavers from the state is
required.
3. A ULID Aqreemerit for the proposed shall be siqned by
the owner.

• 4. Dauble plumbinq is required for the proposed, please
contact the County Utilities Department (456-3604) for
additional information.
5. Please submit a complete set of plans and
specifications for review and approval.
6. Please submit a critical materials list to the
Department of Buildings for review.
7. If it is determined that the proposed is a critical
materials user the owner will be required to siqn a
Samplinq Aqreement. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
8. All construction and demolition debris must be taken
to a licensed landfill.
B. Permit Release Requirements
1. A ULID Aqreement shall be siqned by the owner.
2. A complete set of plans and specification shall be
submitted for review and approval.
3. Please subiait a critical materials list to the
Department of Buildinqs for review.
4. A Sampling Aqreement shall be siqned by the owner
prior to permit release.
5. Please subZait a revised site plan illustratinq the
location of the on site sewaqe disposal system and the
location of the refuse container.
6. A permit for the new system is required.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Hydrant locations and access to the site are adequate.
