1. Planning Degartment (456-2205) - Francine Shaw
A. Discussion Items
1. The proposed is located in a B-3 zone. The proposed use is allowed in the
zone.
2. The progosed is located on parcel number 18544-0812 and 0813 and is
effected by Zone Change Z~39-91C for which conditions enist that are required
to be met. Copies of the conditions of the Zone Change and the Planning
Department report (which is also part of the record) were given to the applicant.
3. A 1972 building permit for a church on the southwest corner of Argonne and
Valleyway and a later building permit for a church expansion to the same sit,e
illustrat+e that the above parcel is identified as part of the required parldng lot
utilized by the church to meet their parldng requirements.
One alternative would be for the applicant to obtain a joint use/reciprocal parkiflg
agreement with the church. For the Planning Departtnent to release a building
permit on this site, it will have to be able to provide both the required parldng
for this proposal (medical office building) and for the required parldng for the
church. The Planning Department will also want to look at Phase II of this site
in determining if adequate parldng is provided for.
The applicant stated that this requirement was not of record in the Zone Change
nor was he aware of it prior to this meeting. He will be contacting the Planning
Department in regards to this requirement.
4. The setback on the flanking stwt is measured from the set aside and not the
property line. The applicant stated that he had been told by Planning Departcnent
staff that measuring the setback from the property line was permissible.
Francine Shaw will verify this and nodfy the applicant of her findings.
5. Twenlustrated. -six (26) parldng stalls are required for the proposed and twenty-seven
(2'n are At the dead end area, please illushate the required vetucle
circular turn-around. It was noted that the last staUs would need to be twelve
(12) feet in width. Please identify all Uaiffic control devices (curbing, striping,
directional arnows, etc.) on the revised site plans.
6. The sign dimensions as noted on the site plans are adequate. Please identify
the location of the proposed sign on the revised site plans.
7. P1ease illustrate the location of the outdoor refuge storage area. It is required
to be screened on all four (4) sides by a 5-1/2 foot concrete block, masonry, or
site obscuring enclosure on three (3) sides and by a site obscuring gate on the
fourih side.
A five (5) foot wide stnp of Type III landscaping is required to be installed on
Argonne and Valleyway.
A twenty (20) foot wide stnp of Type I landscaping is required to be installed
along the west and north property lines adjacent to the UR-3.5 zones. The

delayed. These requued impmvements will apply to both parcels of land for
which the building permit is being taken out for.
The applicant asked if the improvements could be bonded for. After the
conference, Bob Turner noted that these improvements could be bonded for as
long as engineered plans were subrtutted.
4. A ten (10) foot wide stnp of right of way needs to be dedicated along
Valleyway. Also, the applicable radius on Valleyway and Argonne needs to be
dedicated. Please submit a copy of the recorded property deed so that the
Division of Engineering & Roads can prepare the right of way deed.
5. Approach permits shall be obtained for new driveway approaches along
Valleyway. No access will be allowed from Argonne to the site.
6. A concrete vault cover was discoverei on the undeveloped porhon of the site
during a field visit to the site.
7. Twenty (ZU) feet of future set aside will be required along Argonne as it's
~4~a width is not consistent with the County Arterial Road P1an. This set aside is in
addition to the above required dedication.

VI. Department of Buildings (456-3675) - Bobby Stone and Ken Jeffrey
A. Discussion Items
1. Plan review has been completed on the site plan only by Bobby Stone.
2. Tfie proposed buildzng is being classified as a B-2, 'Iype VN construction.
3. Please submit an updated critical materials list for review. The applicant was
given a copy of this document.
4. Please identify the location of the medical gas storage.
5. The basement was identified by the applicant as storage only. A one-hour
ceiling is required. Also, fire resistant doors must be installed. Please illustrate
the landing and separaaon on the stairway.
6. If the occugant load exceeds 30, a rated corridor will be required. The
applicant explauned that two (2) exits wflll be installed and that these are reflected
on the revised site plans.
7. If construction specifications require ooncrete with a design strength over
2,500 p.s.i., high strength bolting, or structural welding, special inspections will
be nequired on the proposed. Please indicate the name of the testing laboratiory
and submit copies of the inspection reports to the Department of Bwldings for
review.
8. The proposed shall meet the minimum requirement of the Regulations for
Barrier Free Facihties. Froposed should aiso comply with the provisions of the
American Disabilities Act. The Degartment of buildungs will not be requiring
compliance with this act until it is adopted as part of the. Washingt,on State
Bamer Free Regulations, which is not expected to occur until July, 1992. For
information about the Americans with Disabilities Act, ca11 1-80D-435-7232.
The access illustrated on the site plans appears to be adequate.
9. If the building is to be constructed over any disturbed earth (fill), soil
compaction tests wdl be required by an approved testing laboratory.

10. In order for the Department of Buildings to expeditiousl rocess

project, it is important that submittals include all necessary drawings and
documents. The receipt of comprehensive site plans, constructron drawings, and
structuml calculations will greatly assist the plan review function and iasure that
it is completed in the least amount of time.
11. The front page (cover sheet) of the construction drawings shall contain at a
minimum, the professional stamp with an gdginal dated sigoatur+e. This oovex
sheet shall include the buclding address, 2ega1 descnption and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
l. 'I~vo complete revised sets of plans addressing the items discusssd during the
meeting and other items from ihe plan review letter needs to be submitted for
review and approval.

For your convenience the following is a listing of the permit
release requirements found in the minutes and can be used as a
checklist while the proposal is in the application staqe. If you
have any questions or concerns, please let us know.
PLANNING (456-2205)
n Please submit an estimate from a nursery including size, type,
u curbing, quantity of landscaping, itemized cost of the
irrigation system, and the cost of labor along with a promissory
letter from the owner stating that the landscaping will be
installed.
Please submit a revised site plan illustrating the parkinq,
~ signage, outdoor refuge storage area, landscaping, and
setbacks for review and approval.

The County Enqineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.

A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a mi.nimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The suhject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No, ZE-39-91
C) The following improvements within adjacent Riqht of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Valleyway, Typical Roadway Section No. 1,
Collector Arterial Standard.
NOTE: This applie6 for the full length of the parcel you making a
permit application for.
All required construction (sidewalk/curbing/pavement) wit,hin
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction vr improvements shall be filed.with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

Valleyway, and the applicable radius on Valleyway
and Argonne.

from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the

4. Approach permits must be obtained from the County
Engineering Department for driveway approaches to

a. Valleyway

Engineering.
E) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. The County Arterial Road Plan identifies
Argonne as a Principal arterial. The existing right-of-way width
of 50 feet is not consistent with that specified in the Plan. In
order to implement the Arterial Road Plan, in addition to the
required right-of-way dedication, a strip of property 20 feet in
width along the Argonne frontage shall be set aside in reserve.
This property may be acquired by Spokane County at the time
arterial improvements are made to Argonne.
b. The County Arterial Road Plan identifies
Valleyway as a Collector arterial. The existing right-of-way
width of 40 feet is not consistent with that specified in the
Plan. In order to implement the Arterial Road Plan, in addition
to the required riqht-of-way dedication, a strip of property 5
feet in width along the Valleyway frontage shall be set aside in
reserve. This property may be acquired by Spokane County at the
time arterial intprovements are made to Valleyway.
c. Access is denied to Argonne.
d. Applicant shall demonstrate to the
satisfaction of the County Engineer that
adequate site distance is provided for at the
point of ingress and egress to the site.
F) Utility Condition: Permittee is responsible for arranging
for all necessary utiiity adjustments or relocation as
required for completion of the improvement.

Reglonal, Business (B-3) withm the AquLfer Sensitive Area Overlay zone.
FINDINGS OF FACT AND CONCLUSIONS
1. The property is generally located on the northwest corner of Argonne Road and
ValIey Way in Secaon 18, Township 25 N, Range 44 EWM, Spokane County,
Washuigton
2. The comnuttee adopts the Planning Department Report as a part of this record
3. The existing land uses in the area are professional offices, churches, schools and
smgle family residences

Ordinance, and the arigznal iatent of the development plans shall be mauntained.
