The County Engineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainaqe plan
for the sfte shall be prepared in compliance with
Spokane County J'Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
1. Drainaqe calculations for stormwater volwones
qenerated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The followinq improvements within adjacent Right of Way
are required prior to the release of a buildinq permit:
1. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Argonne Road
b. Broadway Avenue
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:
1. Site Plan.
2. Drainaqe plan as specified.
3. Other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineerinq practices. Pavinq as
required by the County Planninq Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Right of Way.

D) Utility Condition: Permittee is responsible for arranginq
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreeanent to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum _
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers DepartYaent may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

PROPOSAL ~
The sponsor, John Freeze requests approval of a Zone Reclassification, ZE-6-94,
frozn Urban Residential-3 5 (UR-3 5) and Commumty Business (B-2) to
Comununity Business (B-2) for r+etail sales, a beauty salon and those uses allowed
in the underlying zone
FINDINGS OF FACT AND CONCLUSIONS `
1. The property is generally located at the northwest corner of the intersection of
Argonne Road and Broadway Avenue, within the NE 1/4 of Sectton 18, Township
25 North, Range 44 EWM, Spokane County, Washington
2 The Cornnuttee adopts the Planning Deparnnent Report as a part of thns record
3. The existuig land uses in the area include commercial uses along tbe
Argonne/Mullan Road comdor, single family residences and mulaple farnily
compiexes.
4. The proposed use is compaable with existmg uses in the arca.
5. The Comprehensrve Plan designates this site as Major Commercial and Urban. The
Major Commercial category is incended to provide for the opporturuty for
developmenc of commercial uses, specifically commuruty and regional shopping
centers, and offices directly related to major throughways.
Tbe Urban category is intended to provide opportunuty for development of a
"citylike" environment which includes vanous land uses
The proposal may be consistent vAch the Major Commercial and Urban categones

and Community Business (B-2) on January 1,1991 pwrsuant to the Program to
Icnplement the Spokane Counry Zoning Code
9. The provisions of RCW 43 21C (The State Environmental Policy Act) have been
comphed with and a Deterncunation of Noasignificance (DNS) was issued. The
ConuYUttee, after independent review, hereby adopts the DNS

concept presented to the Hearmg Body. Vanations, when approved by the
Planning DirectorJdesignee, may be permitted, including, but not licruted to building
location, landscape plans and general allowable uses of the pemutted zone. All o
vanations rnust conform t6 regulanons set farth in the Spokane County Zoning
Code, and the onginal intent of the development plans shall be maintained.
