The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be

the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.

C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

CALL TO ORDER: The meeting was called to order at approximately -
10:00 a.m. by the Department of Buildings Code Compliance

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Romax Associates is proposing the
construction of a 5,696 square foot restaurant. The occupant of the
restaurant has not been identified at this time. SIIMMARY OF DEPARTMENTAI, REQIIIREMENTS:
I. Planning Department (456-2205) A. Discussion/Requirements
1. The applicant stated that a reciprocal easement
parking agreement has been obtained for the involved
parcels. Al1an deLaubenfels asked that a copy of the
agreement be submitted to the Planning Department.for
their records.
2. Allan deLaubenfels recommended combining the two
involved parcels into one parcel to accommodate parking.
3. The proposed is located in a Commercial Zone and
considered a permitted use. On January 1, 1991 the zone
will be changed to a B-3 Zone.

(Please Note: The applicant was advised by the Department
of Buildings that in order to have a valid application, a
complete set of construction plans needs to be submitted
along with payment of plan review fees. As an added
clarification of what constitutes a fully completed
application, the requirements for a permit application as
stated in Section 3.03.020 of Title 3 of the Spokane
County Code and Section 302(a) of the Uniform Building
Code shall be followed, see attachment.)
4. Allan deLaubenfels stated that a separate permit would
be required for any signs placed on the site. (Please
Note: After the meeting the applicant submitted an
application for a pole sign, therefore, the applicants
right to proceed with the standards of the Commercial Zone
after January 1, 1991 have been vested.)
5. A revised landscaping plan was given to the Planning
Department during the meeting for review and approval.
B. Permit Release Requirements
l. Please submit a copy of the reciprocal easement
parking agreement to the Planning Department for their
records. II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. Please submit a drainage plan for the site which is in
conformance with Spokane County Guidelines for Stormwater
Management for review and approval.
3. The existing 208 swale area is oversized and may be
used to accommodate some of the drainage from the proposed
restaurant.
4. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.

B. Permit Release Requirements 1. Please submit a drainage plan as described above for
review and approval.
2. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
III. Health District (456-6040) A. Discussion/Requirements
l. Please submit a complete set of plans for review and
approval. The plans shall include seating, room finish
schedule, and an equipment list. A plan review fee will be assessed after the occupancy inspection has been
approved.
, 2. A 1,000 gallon grease interceptor with a riser to
grade lid shall be installed.
3. The proposed will be connected to public water and
sewer systems.
4. Al1 construction debris shall be taken to a licensed
landfill.
5. Daryl Way asked that a critical materials list be
submitted for each cubicle located in the retail sales
. area.
B. Permit Release Requirements
1. Please submit a complete set of plans for review and
approval. . "
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The fire district was not present at the meeting. The
f ire district notified the Department of Buildings prior
to the meeting that fire protection for the proposed is
adequate.

V. Department of Buildings (456-3675)
A. Discussion/Requirements 1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Ken Jeffrey. 2. The west wall of the proposed shall be of one hour
fire resistive construction.
B. Permit Release Requirements ,
1. Two complete revised sets of plans addressing the
, items discussed during and after the meeting and other
items from the plan review letter needs to be submitted .
for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT: .
The applicant acknowledged that all comments/requirements- were .
understood and had no further questions at this time regarding
permit requirements.

Dear Mr. Davis:
I received a copy of the minutes you prepared on the referenced meeting
and have the following comments:
1. I.A.I. and B.1 - After the meeting, Mr. Ficken and I went to
planning and met with Mr. deLauben£els and he was able to retrieve a
copy of the reciprocal easement agreement which I had previously
submitted to county planning.
2. I.A.2. - Mr. deLaubenfels recommendation was appreciated, but in my
numerous discussions with planning I had previously informed them what
we were doing and why. The main reason for the two parcels is for
financing, conveyances, and allocations of common area maintenance (CAM)
charges.
3. I.A.3. - We have known for S years that come January 1, 1991, all the
unincorporated county would cross-over and that Commercial would become
B-3. But since we obtained approvals on both sites before that date we
are vested and wi11 remain under the commercial designation as to agreed
upon requirements. We in fact have submitted for all plan review and
signage permits so we are okay here also.
4. II.A.2. and II.A.3 - We submitted a drainage plan for the entire project
which includes both parcels. Simpson Engineer did a11 the calculations
for both building and the entire parking lot and sized the 208 swales
accordingly, or at least we instructed them to do so. We have
constructed the swales accordingly. I'm not sure we need to reinvent
the wheel here, but if we need to show the work product of Simpson
Engineers as to the building, we will do so. The reason the 208 area
seerns oversized is because I don't believe the county engineer realized
the swale allows for the second building. It really is not oversized.
5. II.A.4. The county engineer said an agreement to pay fees would need
to be signed, but it was not tendered to me at the meeting, consequently
I have signed nothing in this regard.
