The County Engineering Department has completed a review of
the above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
qenerated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are wnable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
2. The arterial road plan specifies a strip of
property 20 feet in width alonq Argonne to be
set aside in reserve.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document ntust be
returned to the County Enqineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

1. Geaeral Overview - The owner is prvposing to change the use of a resideaoe to asdk
flower retail sales shop aad gift shop. Applicant was issued a building permit to rebuildJrepair
the residence that was damaged by fire, and a final iaspection was made in 1994 for tbat
repaur work. Proposed will have an one bedroom apartment utilizing the entire basement,
anth it's own outside entra►nce, where the applicant wi11 live. The maia fioor of the proposed,
housing the retail sales, is not aaticipa~ed to have any moremajor construction done to iL It
currently has a 1/2 bath and a work area with a sinc in it. The latrchen fr+om the former
residence has teen removed. No aew lighting is proposed. Proposed will not have aa offioe
area or an outdoor starage area. Two garages (attached to each other) exist on the site. Oae
of the garages will be used for stordge for the commercial operation.

A. Discussion/Requirements
1. The proposed is located in a B-2 zone. The proposed use is allawed in the
zoAe. The apartment is also allowed as the square footage of the site is greater
that 6,000 square feet.
2. The proposed is located on parcel number 18541-1313.
3. Zone Change 2U-264-47 exists for the site, for which no oonditions exisL
4. If any signage is proposed, it will require a building permit and approval by •
the Plannin D menL The phcan.t indicated that she would not be install-
ing anY new sigaage at this timeafop the proposed commer+cial operatioa.

5. Farking as indicated on the site plan is adequate. 'I~velve (12) parlQng spaces
arre indicated, plus iwo (2) in the pnvate garage for a total of 14 illustrated and
only 11 are required.
6. A five (5) foot wide strip of Type II, III, or IV landscaping is required along
the north side of the parcel. A five (5) foot wide stri tve of 'Iype II, III, or IV is
recommended aloa the south side of the parcel. A (5) foot v~nde stnp of
1~rpe III lands~capu~g is required along the east side of the parcel (along
Argonne). All landscapialave must be surnounded by a six (6) inch wide curb, must
be rinklered, and must the species id~tified oa the landscaping plan. It
wasp r+ecommended t,o the applicaat that the landscaping be located behind the
roquired 20 foot set aside.
7. Please submit an estimate from a nursery including size, type, quaatity of
landscaping, itemized oost of the irrigation systrem, and the cost of labor along
with a promissory letter from the owne.r stating the landscapiag will be installed

the original three bedroom residence and will te adequate for thep sed.
Applicant was informed that any increase in volume of wastewater ooutdorten
the life af the draiafield. No public sewer is available to serve the site and it is
aot anticipated that it will be available for 3-4 years. It was racommended that
the, applicant install doubte plumbing from the house to the street at this,,paint in

1. Plan review has been completed on the site plan by Tom Postlewait.
2. The proposed building is being classified as a B-2 (first floor) aad R-3
(basement) with a requued one-hour separation.
3. If the applicant can prove that the new avcupancy is safer than the old
occupancy, then the requirernent stated below may not te required:
a. Due to the proposed being less than 20 feet from the property line, a
one-hour fire resistive wall, Parapets, and protect,ed windows are required.
Please submit writLen verification for review by this department stating the type
of business activity being conducted, business layout, fixture locatzons, and other
information as discussed.
4. A one-hour door or equivalent door is required to be installed between the
upper and lower levels of tbe proposed.
5. The Department of Buildings needs t,o venify that the required exiting and

The County Engineering Department has completed a review of
tbe above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainaqe plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and siqn Spokane County
Enqineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
