The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainaqe plan
. for the site shall be prepared in compliance with
~ Spokane County "Guidelines for Stormwater Management". At
- a minimum the plan must contain:
• l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces n. contained within the site.
3. Finished grade elevations for structures to be
~ constructed on site.
J 4. Finished grade elevations at the top and bottom of
~ the 208 swale.
5. A typical cross section of the 208 swale.
a ~ 6. Calculations to justify the number and type of
~ o drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Argonne Road - Special Section
b. Mullan Road - Special Section
c. Cataldo Road - Typical Section 1, Local Access
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a f inancial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be f iled with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the f inancial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
. "Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
« Page 2 from the Auditors off ice for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
5. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Argonne Road
b. Mullan Road
c. Cataldo Avenue
C) See comments on the attached check print. Please return
the check print to your contact person at County
Engineering.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Revised site plan.
2. Drainage plan as specif ied.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

(owner,agent, etc.) and Spokane County to reimburse the County for accrued
cost in reviewing the plans.

GRoad improvement Distric± Agreement. This is an agreement to not protest
thE formafion of a Raad Improvement District. This document is required in
lieu of making necessary roadway improvements. A deed is also necessary

One-percent is the minimum requirement for asphalt pavement slopes on
parking lots without special construction requirements by a licensed engineer.
Concrete lots may have lesser slopes but should be greater than or equal to
0.5%.

professional engineer's stamp or registered architects stamp by state law.
Architect stamp must include a signature. Professionai Engineer stamps
must include the current seal and expiration date as well as signature and
date. Architects may not stamp calculations or designs which exceed simple
208 design procedures.

waiver has been granted.

surfaces (pavement, roofs, etc.) within the Aquifer Sensitive Area. Show the
quantity of impervious area, volume required and provided, swale area
required and provided. A totai of 3,000 square feet or less of new impervious
area including the building, if the roof is asphaltic, will not be required to go
to a '208' swale.

Provide a copy of roof detail sheet or state construction of roof.
Metal roof runoff does not have to go to a swaie, while asphaltic or built-up
roof runoff is required to be handled by a swale. If HVAC equipment is
proposed to be located on the roof then the roof area needs to be included
in swale calculations unless the HVAC unit is hydraulically isolated.

013 13 Provide curb cut calculations and/or inlet calculations as may be
appropriate.
ADDITIONAL REQUIREMENTS FOR S UBMITTALS
Certain locations within Spokane County require special testing to
determine suitability of soil for drainage. Provide a detailed soillsite report
from a licensed geotechnical engineer.
v' 1:1 ❑ Calculations proving the adequate performance of grates, pipes,
inlets, ditches, etc. need to be submitted if applicable. All design shall be
done in accordance with Spokane County Guidelines for Stormwater
Management (latest edition)
13 Show typical cross-sections for the required swales. The swales
must be sodded and side sfopes should not be steeper than 2:1 for up to 12"
in depth. For swales with greater depths use 3:1. The top of the swale
shou{d be a minimum 4 in. above the drywell lid.

ID Provide bottom of swale elevations.
0 Provide drywell grate elevations.
00 11 The County requires a Spokane County Type 4 grate and cover
for drywelis in 208 swales. Specify on the drawings this type of lid.
This list is not inclusive of all of the requirements needed but instead is the
minimum required to initiate review. Additional submittals and information
rnay be required by conditions of approvaf, standards, and other agreements
to secure final department approval. Other items that may be required could
include the following:

Ea / A letter from SCAPCA is required for projects requesting a
pavement waiver. The letter is obtained by this department after a written
request is received from the applicant. A pavement waiver is required when
a portion of a site is not paved when otherwise required to do so. May be
submitted on second submittal if necessary.
' A reciprocal use agreement is required for this project. It is an
agreement befinreen the owners of two or more parcels granting reciprocal
use between the properties. Situations that require this agreement include,
(but are not limited to), ingress/egres-s, parking or--drainage across property
lines. This agreement is a iegal document between the parties. For more
information on this agreement contact your {and-use attorney. May be
. submitted on second submittal if necessary.
13 Approach Permits are required on all new approaches as well as
all approaches that will be altered. Contact Sylvia Lightfoot at the County
Engineer's Department. Approach permits for county roads will not be issued
until a site plan is approved.
A landscape plan is required to ensure there is no conflict with
swale area. -
❑ ❑ ❑ A bond or some other form of financial surety approved by
Spokane County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your request for
a building permit the County has 3 pre-approved bond formats. If you chose
to use a different format a member of the County's legal staff will have to
review it which will likely result in a delay.

❑ Complete road and drainage plans for the project which will include
a mylar signed by the owner.
This checklist is meant to help expedite the review process by assuring that
minimum items are avaiiable. The County welcomes comments concerning
this checklist to assure that it is fulfilling it's purpose helping to make the

Design Standards for New
Construction and Reconstruction
. Definitions
Clear Zone. The clear zone is that roadside border area starting at the edge of the
traveled lane that is available for safe use by errant vehicles. The available clear
zone is the distance, measured in fect, normal to the highway beginning at [he edge .
of the traveled lane to the closest part of any fixed object or nontraversable obstacles.
. Establishment of a minimum width clear xone is recommended. Rigid objects and
certain other obstacles within that zone should be removed, relocaced to an inaccessi-
ble position outside the minimum clcar zonc, remadcled lo makc travcrsablc, brcak-
away, or shicldcd. Traffic contral signs and luminaires with brcakaway supports arc
not considered as obstacles. All new construction and reconstruction projects should
consider a minimum clear zone distance.
Functlonal Class~fccation. Thc roadway classifications refcrrcd to hercin are thc
Federal Functional Classifications shown on the officiai functional class maps
prepared by the Transit, Research, and Intermodal Planning (TRIP) Division of
the Washington St.ate Department of Transportation.
New Construction. New construction is the building of a new roadway or structure
on substanually new alignment, or the upgrading of an existing roadway or swcture
by the addition of one or more continuous traffic lanes. Reconstruction. A reconstruction project involves major construction activity in
excess of 3-R activity (see page 11). Reconstruction includes significant changes in
• cross section and/or shifts, in vertical or horizontal alignment. If SO percent or more
of the project length involves significant vertical ar horizontal alignment changes, the
project will be considered reconstruction. Reconstruction may require acquisition of
additional right of way, and may include all items or work usually associated with
new construclion.
Traveled Lane. That portion of thc roadway used for the movcmcnt of vchicics
exclusivc of the portion of the roadway width which is uscd, or availablc for parking
of vehiclcs.
Average Daily TrqfJ'"cc (ADT). Thc gcncral unit of mcasurc for traffic dcfincd a.s thc
total volume during a given time period (in whole days), grcater than one day and
less than one year, divided by the number of days in that time period.
Design Hourly Volume (DHV). The DHV is generally the 30th highest hourly
volume (30 DHV) of the future year chosen for design. On the average rural road or
arterial, DHV is about 15 percent of ADT. For urban areas, DHV is usually between
8 to 12 percent of the ADT.
3-R. Resurfacing, reswration, and rehabilitation of existing roadways with minimal
changes to alignment or grade.
2-R. Resurfacing and restoration of existing roadways by supplementing the existing
road prism.

THIS MATTER, Being the consideration by the Zoning Adjustor of Spokane

commercial structures to meet the minimum zoning ordinance setback require-
ments between Argonne and Mul 1 an Roads and Catal do Avenue, herei nafter
referred to as the "Proposal", arid the Zonirig Adjustor of Spokane Courity

testimony presented thereat, and further havirig visited the site and vicinity
in questi on, arid havi ng revi ewed the appl i cants revised si te pl an submi tted
on July 5, 1984 does hereby render a decision on the 12th day of July, 1984,

FINDINGS OF FACT

2. That the proposal consists of adopting the minimum setback requi rements
wi th i n the Comme rci al zone fo r setb acks f rom the p rope rty 1 i ne whe re as the
Spokane County Zonirig Ordinance requi res such setbacks to be measured from the
property 1 ine or centerl ine of the ri ght of way and to apply the greater setback.
3. That the adopted Spokane County General i zed Comprehens i ve Land Use P1 an
indi cates Major Commerci al usage of the area encompassed by the proposal.
4. That the site vras approved for Commercial zoning oii July 5, 1984 with
formal firidings to be entered July 12, 1984. .
5. That the existing l and uses in the area of proposal incl ude a church to
. the rio rth , to the east si ngl e fami 1y resi denti al uses, to the south a vacant 1 ot
and sirigle family residential uses, to the west multi-family and.commercial uses.
6. That iri reviear of the zorie change arid variance appl ications, the Spokane
County Engineers Department has indicated that future road improvements in this
vi ci ni ty are not contempl ated.
7. That one of the basi c reasons for the dual setback requi rements wi thir-i
the Spokarie County Zoning Ordinarice was to provide adequate setbacks in the event
of road expansion, and in this instance road improvements are not contemplated.
8. That i n acti ng upon the p roposal , the Zoni ng Adj ustor makes no determi na-
tiorl of the adequacy of the si te to meet Spokarie County Engineer ' 208' requi re-
ments, the Spokane County Heal th Distri ct on-si te wastewater di sposal requi rements,
or the siting, sizing or the number of parkirig stalls indicated within the plot
pl an.
9. That a party of record appeared si,mply: to express concern regarding the
hei ght of the proposed structures and havi ng been i nformed of the 35' hei ght ~

CONCLUSION
Following review of the Planning Department File, ZE-45-84 and UE-6$-84, con-
si deration of the publ i c testi mony, and ci rcumstances in the area of proposal, the
Zonirig Adjustor concl udes that the proposal is not detrimental arid can be compatible
to the publ ic heal th, safety..and wel fare.

From the foregoing Findings, a review of the Plarining Department File No.
VE-65-84, testimony at the publ ic hearing, and a site visit, the ZoningAdjustor

1) Prior to the release of building permits for this facility, the applicant
shall submit specific site development plans to.the Spokane County Zoning
Administrator to coordinate the provisions of on-site wastewater disposal,
sub-surface sewage disposal and the parking/landscaping and other pro-
visions of the Spokane County Zoning Ordinance.

FINDINGS AND ORDER
A. INTRODUCTION
This matter having come bef ore the Zoning Hearing Examiner Committee on
July 5, 1984, and the members of the Committee present being
Kenneth iCenneciy, Chairman, Jane E. Myers and Richard L. Skalstad.
B. PROPOSAL
The sponsor, WAM E nterprises, Inc., is requesting approval of a zone
reclassification, File No. ZE-45-84, Single Family Residential (R-1) and
Residential Off ice to Commercial, f or the purpose of developing a
Commercial Office; and a Variance request, VE-65-84, to allow variances to
the Front Yard and Flanking Street Setback Requirements.
C. FINDINGS OF FACT
l. That the existing land use in the area is residential, commercial,
church and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Alajor Commercial development.
3. That the existing zoning of the property described in the application
is Single Family Residential (R-1) and Residential Office.
4. That the provisions of RCW 43.21C (The State Environmental P olicy
Act) have been complied with, and the Committee concurs with the
Declaration of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulf illed.
6. That the land in this area is suitable f or the proposed use, or uses
within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly, the proposed rezone is justified.
8. That the proposed use is compatible with existing uses in the area.

9. That the owners of adjacent lands expressed neither approval nor
disapproval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in
harmony with the general purpose and will not be otherwise
detrimental to the public health, saf ety, and welfare.
11. The f ollowing are additional f indings of f act considered by the
Hearing Examiner Committee:
a) That a landscape plan shall be submitted in conformance with all
of the '208' requirements.
b) Recommend that the hearing for the Variance before the Zoning
Adjustor be continued to July 12, 1984, to allow time for the
Zoning Adjustor to review the revised site plan submitted by the
sponsor and obtain response f rom the County Departments for
their input.
c) That the Hearing Examiner Committee is not addressing the merits
of the need f or a Variance; this issue is solely under the
jurisdiction of the Zoning Adjustor.
D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
(All Conditions imposed by the Zoning Hearing Examiner Committee shall be
binding on the "Applicant", which term shall include the owner or owners
of the property, heirs, assigns, and successors.)
a) COUNTY PLANNING DEPARTMEiVT
1. The Zoning Administrator shall approve a specific exterior
lighting plan for the approved area prior to installation of
such lighting. (Such plan shall attempt to confine illumination
to the area with full consideration to adjacent properties).
2. Approval by the Zoning Administrator of a specific lighting and
signing plan f or the described property prior to the release of
any building permits.

3. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Administrator shall be submitted with a performance bond for the
project prior to release of building permits. Landscaping shall
be installed and maintained such that sight distance at access
points is aot obscured or impaired.
4. The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Examiner
Committee. Variations when approved by the Zoning Administrator
. will be permitted, including, but not limited to the following
changes: Building location, landscape plans, and general
allowable uses of the permitted zone. All variations must
conform to regulations set forth in the Spokane County Zoning
Ordinance. The original intent of the development plans shall
'be maintained.
5. That the site plan submitted for Building Permits be designed to
comply with yard setbacks, parking criteria and landscaping,
which may result in a reduction in building coverage.
b. The specific development plan will be submitted f or Planning
Department review and approval prior to issuance of building
permits.
7. All current standards of the Commercial Zone, as amended, shall
be complied with in the development of this site.
8. That the present proposal is not detailed enough to determine
whether or not the use of or materials stored on the site are in
compliance with Chapter 4.16A (Aquifer Sensitive Area Overlay
Zone) of the Spokane County Z oning Ordinance. Accordingly, as a
condition of approval, the sponsor/applicant shall be required
to file with the Spokane County Auditor, within thirty (30) days
of the signing of Findings and Order of the final decision in •
this matter, a"Notice to the Public" which shall provide in
materia'1 as f ollows:
PRIOR TO THE ISSUANCE OF ANY BUILDING PERMIT OR
CERTIFICATE OF OCCUPANCY FOR ANY BUILDING OR ANY USE
ON THE PROPERTY DESCRIBED HEREINAFTER, THE APPLICANT
SHALL BE RESPONSIBLE FOR COMPLYING WITH THE PROVISIONS
OF SPOKANE COUNTY ZONING ORDINANCE CHAPTER 4.16A
(AQUIFER SENSITIVE AREA OVERLAY ZONE). THE PROPERTY
WHICH IS THE SUBJECT OF THIS NOTICE IS MORE PARTICULARLY

2. Measures must be taken to avvid the deposition af c~irt and mud
fram unpaved surfaces onto paved surfaces. If tracking or
spills occur on pa-ved surfaces, measures must be talcen
immediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept c1ean.
4. Some objectionable odors will 1ikely result during the
construction phase of the praject and f rom motor vehicles using
the site following campletioa vf the praject and from occupants
of the grvposed project.
