I. Geneml Ovearview - The owaer is proposing to construct a 500 unit mini-st~oTage warehouse
to include an area 120 x 200 with a roof only for storage of recreational vdncles and boats.
Applicant plans t,o begin oonstruction in the spring of 1992. Proposed will bave a manaed
offtce on the premises that will, be open normai bvsiness hours. There wil be no living
qu,arters on the site. Teaants will have acoess tio the site via a security code on the gaze. The
applicant stated that Level 1 soil testing will be performed on the site.
Pnnject Note: The proposed oomes under the authority of the St,atre F.aivironmental Policy Act
(SEPA) wluch reqwres a threshold de~~rroination to be issued by the Department of Bnildings.
To assist the department in making it's deltenmination, an Fnviroamental Checklist is required
to te submitted for circulation tio agacies of jurisdiction. The deparan~t shall aoi act upan
the proposal until the fifteea day public comment period has eided. A fee of $75.00 is
required to initiate the envinonmental review.
S Y OF DEPARTMENTAL REQPMEMENM
I. Planning Departme.nt (456-2205)
A. Disc;ussionlRequirements
1. The proposed is located ia a I-2 zone. The proposed use is allowed in the
zone.
2. The proposed is locatod on parcel number 18542-9162 and 9163.
3. Proposed must comply with cofiditions of zone chaage ZE 101-80. A SEPA
checklist was submitted at the time of tfie rezone, describing a warebouse praject.
Tom Davis requested a copy of the checklist for evaluation of compliance with
SEPA requirements regarding the proposed.

4. A oopy of sign standards, landscaping requinements, and a sample oopy of a
promissory letter were given to the applicant.
5. A minor lot line adjustment or an aggregation of the 2 parcels into 1 parcel
needs to be completed. This prooess may be accomplished administratively by
the Planning Dkpartrnent through the Certificate of Exemption process.
6. Please submit a lighting plan for the proposed.
7. Please submit a signage plan for any proposed signs indicating the height and
dimensions of the signs. No off-premise sigas are allowed. Any signs must be
free standing not to exceed 20 feet in height and/or 40 square feet in size.
8. 19 parking spac;es are suggested for the proposed, although that number can
be reduc.ed to 14. These must be located withiu 60 feet of laadscaping.
9. The entire site must be buffered by landscaping. 20 feet of 1ype I landscap-
ing is required along the fteeway. Applicant was infarmed tbat the property to
the south is zoned reside,ntial. Any vanance of the landscaping wonld require a
public heazing.
10. Please show topography on site plans ia order that a dewnmination can be
rmWe regarding the 10 feei of required landscaping along the hill including the
existing cyclone fence.
11. According to the conditions of the rezone, the site plan must be reviewed by
the Department of F.cology. The siLe plan acoompanying die SEPA checlClist
would be submitted to the Department of Eoology by the Degartment of Build-
ings.
B. Permit Release Requirements
1. Please subnut verificadon that the parcels have been a;ggregated or that a
minor lot line adjustment has been completed.
2. A landscape plan oonMining aun esti.mate from a a ery including size type
and quantity of landsc~ing along with a proaussory le from the owner st~ng
the landscaping will be installed shall be subautted.
3. Please subntit a revised site plan illustrating the cornect boundaries of the
paroel, lighting, signage, pacldng, landscaping, and bopography for neview and
approval.
4. Please submit verification tliat the Department of Ecology has reviewed the
site plan.
II. Division of Engineering & Roads (456-3640)
A. Discussion/Requirements
1. Comments were given to the applicant and the Degartment of Buildings by
Bob Turner.

2. Please submit a drainage plan for the site that is in compliance with Spokane
County Guidelines for Stormwater bsanagement.
3. As a condition of the zone change, an additional5 feet of right of way is to
be dedicat,ed along Ella Road. Please submit a copy of the recorded property
deed so that the Division of Engineering & Roads c,an prepare the right of way
deed.
4. Proposed is located in an identified flood plain. Please contact Brenda Sims
at the Division of Engineering & Roads (456-3600) for additional information on
the flood plain. Her signature will be required prior to issuance of a building
permit for the proposed.
S. The site has one drywell located on it, supposedly towards the center of the
site. If applicant does not use the drywell, please be sure it is properly aban-
doned.

2. Please submit a recorded praperty deed dedic;ati.ag an additional 5 feet of
right of way along Ella Road so that a right of way deed can be pr+epaned.
3. Please obtain Brenda Sims approval and sigaature regarding development in
the flood plain.
4. Pleage submit a copy of the Agneement to Pay Fees signed by the ovmer.
III. Health District (456-6440)
A. Discussion/Requirements
1. Health District's comments and requir+ements at this tirae are based on a
minor loi line adjustment being completed which moves the property line to the
west and separates the existing building from the proposed.
2. The water purveyor for the pr+oposed is Spokane County Water District No. 3
(536-0121). Please contact the water purveyor to review requimments for back
flow preventers.

4. All construction debris shall be taken to a licensed landfill.
5. The proposed will be served by aa on site sewage disposal system. There

IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed has been calculated for 4,000 G.P.M.. There is a
12 inch line running through the property.
2. Applicant was givea a water map and a hydrant map for the site.
3. 4 fire hydraats are required to be installed on the site at locations yet to be
detern~ined. The Sre hydrants shall be installed as 'an approved water lan

Prior tn the p~~epaiation of the water plan, the app cant shall contact Spokane
County WaLer Distnict No. 3(536-0121) as soon as possible to obtain the
purveyor requirements including specifications. The water plan shall contain the
location of the hydmnt, hydrant asseinbly detail, and plumbing detail. The water
plan shall be submiued to die fire district and wat,er.purveyor for approval prior
to installation. The fire hydrants shaU be installed pnor to oocupancy.
4. A lock (Knox) bax e.ntry system for fire department personnel aocess is
required to be installed at the g,a~ed main entry. Forms for ordering was given to

box shall be installed grior Co oocupancy.
5. Either a lock (Kaox) box eatry system or a ccash gabe is required to be
installed at the entry off of Flla Raad. Applicant indicated that this entrance
would not be for pubhc andJor general access.
6. Fire trucks require a 50 foot outside ttuning radius and a 20 foot inside
turning radius. Please verify that these measurements are met on the proposed.

V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed oa the site plan only.
2. The proposed building is being classified as B-2, Type IIIN construction for
the boat/recreational vehicle storage and Type VN constructioa for the remain-
der. For exterior wall protection, 1ype IIIN coustruction may be more economi-
cally beneficial.
3. Handouts were given to the applicant regarding critical matenri.als and special
inspections for ooncrete, bolttng, and stoel. Note: if oonstruction specifiatioas
require concrete widi a design strmgth over 2,500 p.s.i., high stength boltinS,
or structcual welding, special iaspections will be reqWrad on the proposed.
Please indicat,e the name of the testing laboratory and submit copies of the
inspection reports to the Department of Buildings for r+eview.
4. Please submit details on the one hour fire resistive walls for review. The
exterior walls on the rv/boat storage building must satisfy the minimum fine-re-
sistive requirements of U8C Table 17 A.
5. Please aggregate the two pmels into one paroel. No lot lines ma~r go
through any buildings. If applicaat decides to use the bathroom ia the eusdng
buildiag to the west, a signed agreemeni would need to be obtaiaed authorizing
this usage.
6. The proposed shall meet the minimum requirement of the Regulations for
Barrier-Free Facilities. Please submit verification of slope, size, sigaage, door
schedule, etc..
7. Please verify that the ventilation syst,em for the offive has the capability of
supplying the minimum outside air re+quirements specified in the Washington
State Energy Code.
8. Please submit a cxitical materials list for review.
9. The Lenant rental agreement must prohibit ~e the sLorage of flammable,
toxic, caustic, aad/or explosive inatnials. Please submit a copy of the generic
rental agreement for review.
10. Cross oonnection devices shall be installed on equipmeat which will cause
pollution of domestic waLer supply.
11. Fire extinguishers are required to be installed acoording to the fire oode.
12. If the building is to be constructed over any disturbed earth (fiIl), soil
oompaction tests will be requiroed by an approved te.sting laborat,ory.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic rqot; or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
1. Spokane County Zone Change No. ZE-101-80
C) The following improvements within adjacent Riqht of Way
are required prior to the release of a building permit:
1. 5 feet of Riqht of Way dedication on Ella.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic raoF; or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total iYapervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
1. Spokane County Zone Change No. ZE-101-80
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. 5 feet of Right of Way dedication on Ella.
2. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
Right of Way document.

FINDiNGS AND ORDER
A. IfVTRODUCTION
This matter having come before the Hearing Examiner Committee on August 8,
1980, and the members of the Committee present being Ted McCoury Acting,
Chairman, Eldon Thomas and Kenneth Kennedy.
B. PROPOSAL
The sponsor, Lyle L. Johnson Is requesting approval of a ione reclassification,
File No. ZE-101-80, Agricultural Suburban to Restricted Industrial, for the
purpose of developing 8 warehouse structures
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, school.. I-90, and junk
yard.
2. That the Comprehensive Plan designates this area as appropriate for
residential development.
3. That the existing Zoning of the property described in the application is
Agricultural Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses wrthin
the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the pro-
posed rezone is justified.
8. That the proposed use is compatible with existing uses in the area.
9. That the owners of adjacent lands expressed approval, disapproval both of
the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in harmony
with the general purpose and will not be otherwise detrimental to the publtc
health, safety, and welfare.

D. CONDITIONS OR CONTI NGENCI ES APPLI ED TO TH IS APPROVAL
a) COUNTY FI RE MARSHAL
1. The site is located in Fire District #1.
2. Adequate water for fire protection and distribution of such water shail
be required for this project. A plot plan showing water distribution
and emergency vehicle access is required for approvai prior to any
land development or use.
b) COUNTY ENGINEER
1. Applicant shall dedicate 5 feet for road right-of-way along Ella Road
adjacent to the applicant's property to be at the fiime there would bxe a
( LI D) Local Improvement District or ( R I D) Road Improvement District
proposed.
2 Recommend vacation of existing Boone Avenue from a point 230 feet
west of the centerline of existing Ella Road as directed by the County
Engineer, which shall be accomplished prior to issuance of any
building permits
3. Applicant shail construct and pave a delineated approach to Park
Road.
4. A detailed combined on-site sewage system and surface water disposal
plan for the entire project shall be approved by the Spokane County
Engineer and the Spokane County Health District prior to the issuance
of any building permit.
5. That all areas on site which will be traversed by vehicular traffic shall -
be paved. ' '
6. Access to Ella Road to be prohibited at this time.
c) WATER PURVEYOR
1. Purveyor is Washington Water Power District #1 and they will supply
the site with adequate water for domestic fi re and i rrigation uses.
d) COUNTY HEALTH OlSTRICT
1. Findings:
a) This project lies over the Spokane Aquifer.
b) It is within Critical yVater Supply Service Area No. 3, and within
the service area of Washington Water Power Company.
Groundwater resources appear adequate to support development at
this density.

c) The project is inside the 201 Sewer Study Area (Zone 3), and
inside the Primary Sanitary Sewer Area recommended in the '208'
Study. The method of sewage disposal is subject to approval of
the Director of Utilities pursuant to County Resolution 80-0418
adopted March 24, 1980. The topography and soils in the area
are generally suitable for use of individual on-site sewage
systems. The tot is of the proper dimensions to permit use of
both an individual weil and sewage system. A public water well
(WWP) is located adjacent to the west end of the project.
2. Recommendations :
a) The use of individual wells is not authorized.
b) Subject to specific application approval and issuance of permits
by the Health Officer, the use of individua) on-site sewage ~
disposal systems may be authorized. No sewage disposal shall
occur within 150 feet of any public water wetl.
c) A cornbined surface water and sewage disposal detailed plan shall
be approved by the Gounty Engineer and the Health Officer prior
to the issuance of any building permit for this lot.
e) SEPA
1. That the provisions of SEPA's Notice of Action pursuant to 43.21C.080
RCW be initiated by the applicant within thirty (30) days of final
action of the Responsible Administrative Body and be completed before
any site improvements are made.
2. The zone reclassification has proven to be environmentally
non-significant.
Therefore, a final declaratlon of non-significance shall be signed by
the Chairman of the Hearing Examtner Committee.
3. Due to the specific nature of the proposal and unknown occupants
of buildings at a future date, all structures and uses shall be
reviewed for compliance with Chapter 43.12C RCW by the Special
Programs Administrator prior to issuance of building permits.
f) ZONING
1. The Zoning Administrator shall approve a specific exterior lighting.
plan for the approved area prior to installation of such Iighting.
(Such plan shall attempt to confine illumination to the area with full
cansideration to adjacent properties).
2. No free-standing sign on the premises shall exceed forty (40) square
feet in area or thirty-five (35) feet in he,ght. All signs may be
illuminated provided that they shall not be animated nor flashing and
shall be of low intensity, not exceeding the equivalent of four hundred
twenty-five (425) milliamperes flourescent tubing behind plexlface,
spaced on seven (7) inch or more centers, or of exposed neon not
exceeding thirty (30) milliamperes.

3. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning Administrator
shall be submitted with a performance bond for the project prior to
release of buiiding permits.
4. The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner Committee.
Minor variations when approved by the Zon,ng Administrator will be
permitted, including, but not limited to the foilowing changes:
Building location, landscape plans, and general allowable uses of the
permitted zone. All variations must conform to regulations set forth in
the Spokane County Zoning Ordinance. The original intent of the
development plans shal I be maintained.
5. Direct light from any exterior area lighting fixture shali not extend
over the property boundary.
6. The site shall be enclosed with a 6 foot chain link fence.
7. The applicant shall surround the perimeter of the site, with a visual
landscaped barrier permanently irrigated.
8. Access shal I be I imited to Park Road.
9. All areas not utiliied for buiiding space circulation shall be
permanently landscaped and irrigated.
10. Signage for this site shall conform to the Local Business ione
Section 4.09.125 Signs.
g) SPOKANE COUNTY UTILITIES
1. An on-site sewage system be allowed under the rules and regulations
of the Spokane County Health District and subject to specific
application approval and issuance of permits by the Health Officer.
2. The owner, his heirs and successors shall agree not to protest legal
assessments for any utility local improvement district to provide central
sewerage service to this property.
3. Water service shall be provided by Washington Water Power in
accordance with the Coordinated Water System Plan for Spokane
euutity.
h) DEPARTMENT OF ECOLOGY
17. The Department of Ecology shall review all development plans for
approval prior to issuance of building permits.
E. ORDER
The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Lyle L. Johnson fior a zone reclassification as described in the
application should be approved.
