The following information must be provided in order for us to proceed with our review. A) A drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a ma.nimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Copy of the proposed landscape plan. 5. A typical crosa section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Finished grade elevations at the top and bottom of the 208 awale. S) The subject property is affected by the "Findings and Order" and the "Conditiona of Approval" for the following land use action: Spokane County Zone Change No. ZE 101-80C C) Inaufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specif ied. 3. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalle shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for L ~ Page 2 any portion of the project which is to be occupied vr traveled by vehi,clea. It is illegal to back out onto the Right of Way. b. The proposed project is in a 100 year floodplain. Contact must be made with Tammie Williants of the County Engineera office before the permit will be released. E) The owner of the property or the authorized repreeentative muat complete and sign Spokane County Engineere "Agreement to Pay Fees". This document must be returned to the County Engineers Office. INTRODUCTION This matter having come before the Hearing Examiner Committee on August 8, 1980, and the members of the Committee present being Ted McCoury Acting, Chairman, Eldon Thomas and Kenneth Kennedy. 6. PRa►PCISAL The sponsor, Lyle L. Johnson is requesting approval of a zane reclassifrcation, File No. ZE-101-80, Agricultural Suburban to Restricted (ndustrial, for the purpose of developing 8 warehouse structures. C. FINDINGS OF FACT 1. That the existing land use in the area is residentral, school, I-90, and junk yard. 2. That the Comprehensive Plan designates this area as approprtate for residential development. 3. That the existing zoning of the property described in the application is Agricultural Suburban. 4 That the provisions of RCW 43.21C (The State Environmental Policy Act) have been compl ied with. 5. That the proper legal requirements for advertisement of the Agenda Item have been fuifilled. 6. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Ciassification. 7. That the applicant has demonstrated that conditions have substantially changed since the original zoning of #his area and accordingly, the pro- posed reione is justified. 8. That the proposed use is compatible with existing uses in the area. 9. That the owners of adjacent lands expressed approval, disapproval both of the proposed use. 10. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL a) COUNTY FI RE MARSHAL 1. The site is located in Fire District #1. 2. Adequate water for fi re protection and d i stri bution of such water sha! I be required for this project. A plot ptan showing water distribution and emergency vehicle access is required for approval prior to any land development or use. b) COUNTY ENGINEER 1. Applicant shall dedicate 5 feet for road right-of•way along Eila Road adjacent to the applicant's property to be at the time there would be a (L!D) Local Improvement District or (RID) Road lmprovement District proposed. 2. Recommend vacation of existing Boone Avenue from a point 230 feet west of the centerline of existing Ella Road as directed by the County Engineer, which shall be accomplished prior to issuance of any building permits 3. Applicant shall construct and pave a delineated approach to Park Road. 4. A detailed combined on-site sewage system and surface water disposal plan for the entire project shall be approved by the Spokane County Engineer and the Spokane County Health District prior to the issuance of any building permit. 5. That ali areas on site which will be traversed by vehicular traffic shall - be paved. ` 6. Access to Ella Road to be prohibited at this time. c) WATER PURVEYOR 1 Purveyor is Washington Water Power District #1 and they will supply the site with adequate water for domestic fire and irrigation uses. d) COUNTY HEALTH DISTRICT 'I. Findings: a) This project lies over the Spokane Aquifer. b) It is within Critical Water Supply Service Area No. 3, and within the service area of Washington Water Power Company. Groundwater resources appear adequate to support developrnent at this density. 2 . =ile No. ZE-101-80 c) The project is insfde the 201 Sewer Study Area (Zone 3), and inside the Pricnary Sanitary Sewer Area recommended in the 1208' Study. The method of sewage disposal is subject to approval of the Director of Utilities pursuant to County Resolution 80-0418 adopted March 24, 1980. The topography and soils in the area are generally suitable for use of individual on-site sewage systems. The lot is of the proper dimensions to permit use of both an individual well and sewage system A public water well (WWP) is located adjacent to the west end of the project. 2. Recommendations: a) The use of individual wells is not authorized. b) Sub)ect to speciftc application approval and issuance of permits by the Health Officer, the use of individual on-site sewage disposal systems may be authorized. No sewage disposal shall occur within 150 feet of any public water well. c) A combined surfiace water and sewage disposal detailed plan shall be approved by the County Engineer and the Health Officer prior to the issuance of any building permit for this lot. e) SEPA 1. That the provisions of SEPA's Notice of Action pursuant to 43.21C.080 RCW be initiated by the applicant within thirty (30) days of final action of the Responsible Administrative Body and be completed before any site improvements are made. 2. The zone reclassification has proven to be environmentally non-significant. Therefore, a final declaration of non-significance shall be signed by the Chairman of the Hearing Examiner Committee 3. Due to the specific nature of the proposal and unknown occupants of buildings at a future date, all structures and uses shall be reviewed for compliance with Chapter 43.12C RCW by the Special Programs Administrator prior to issuance of building permits. f) ZONING 1. The Zoning Administrator shall approve a specific exterior lighting, plan for the approved area prior to installation of such lighting. (Such plan shall attempt to confine illumination to the area with full consideration to adjacent properties). 2. No free-standing sign on the premises shall exceed forty (40) square feet in area or thirty-fjve (35) feet in height. AIl signs may be iIluminated provided that they shall not be animated nor flashing and shall be of low intensity, not exceeding the equivalent of faur hundred twenty-five (425) milliamperes flourescent tubing behind plexiface, spaced on seven (7) inch or more centers, or of exposed neon not exceeding thirty (30) milliamperes. 3 , • =ile No. ZE-101-80 3. A specific landscape pian, planting schedule and provrsions for maintenance acceptable to the Spokane County Zoning Administrator shall be submitted with a performance bond for the project prior to release of building permits. 4. The applicant shall develop subject property generally in accordance within the concepi presented to the Hearing Examiner Committee. Minor variations when approved by the Zoning Administrator will be permitted, including, but nat lirnited to the following changes: Building location, landscape plans, and general allowable uses of the permitted zone. All variations must confiorm to regulatioRS set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 5. Direct light from any exterior area lighting fixture shall not extend over the property boundary. 6. The site shall be enclosed with a 6 foot chain link fence. 7. The applicant shall surround the perimeter of the site, with a visual landscaped barrier permanently irrigated. 8. Access shall be limited to Park Road. 9. All areas not utilized for building space circutation shall be permanently landscaped and irrigated. 10. Signage for this site shall conform to the Local Business zone Section 4. 09.125 Signs. g) SPOKANE COUNTY UTILITIES 1. An on-site sewage system be allowed under the rules and regulatians of the Spokane County Health District and subject to specific application approval and issuance of permits by the Health Officer. 2. The owner, his heirs and successors shall agree not to protest legal assessments for any utility local improvement district to provide central sewerage service to this property. 3. Water service shall be provided by 1Nashington Water Power in accordance with the Coordinated Water System Plan for Spokane County. h) DEPARTMENT OF ECOLOGY 1. The Department of Ecology shall review all development plans for approval prior to issuance of building permits. E.
