SCOPE/PRW$CT DBSCRIPTIONt
I. General Overview - The owner 8erhert Ritter is proposing the
construction of a 3900 square foot structure to be used for retail
sales, storaqe of inventory, and office space. The 4409 square foot
existing building will be remodeled and have the same uses as the
proposed new structure. The applicant stated that in the future
they will add a second phase to the shoppinq center.
II. Construction Time - The applicant would like to beqin
construction as soon as possible.
SIIMIIKARY OF DEPARTMM'1'AL RBQQIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requfrements
1. The proposed is located in a Restricted Industrial
• Zone.
2. In the Restricted Industrial Zone there is a height
limitation of 35 feet. If the existing tower is used as a
`
siqn a chanqe of use will need to be obtafned which may
requfre a variance.

3. It was decided by the apglicant to apply for a
separate germit for the sign sa that the release of the
building gerrait would not be delayed due ta the variance
pracess.
4. Parking was ca1.cul.ated using the ratia of ane space
for every 200 square feet of commercial use. A minimum of
39 parkitY+g stalls are requised for the groposed,, 38 spaces
are showrn.
5« Please submit a rev3.sea site plan designating uses and
square faatages of the uses so t.hat the garking can be
mare accurately calculated.
5. The landscape lacation shown ort the front pax-tion of
the progerty is adequate. Please submit a detailed
landscage plan for review and approval. A.lsa landscaging
for the park%ng areas located 3n tlle rear of the parcel
needs ta be provided.
7. The agplicant stated tbat a lease agreement may be
obtaines3 for the praperty located i.n the rear of tbe
property next ta the railroad tracks. If the agxeeamertt is
ohtained the newly acquired groperty will be used for
landscaping. Please submit a copy of the lease aqreement
~ to the Planning Department for their recards.
~ B. All parking stalls are required ta be within 60 feet
of a landscape feature cansisting of 32 square feet in
area.

3. An estimate from a nursery including size, type and
qeiantity alonq with a promissory letter from the owner
stating the landscapinq will be installed shall be
submitted.
II. Enqineering Department (456-3600)
A. Discussfon/Requirement
1. The Enqineering Department was not present, however
written comments were given to Tom Davis prior to the
Pre-Application Conference.
2. Please submit a drafnaqe plan for the site, at a
minimum the plan shall contain the followinq: drafnaqe
calculations for stormwater volumes generated on site,
calculations for total fmpervfous surfaces contained
within the site, finished grade elevations for structures
to be constructed on site, finished grade elevations at
the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed, and elevation of
drywell inlets where applicable.
3. Item C of the written commnents submitted by the
Engineering Departiaent states that road improveme»ts along
Sprague Avenue are required. It was concluded in the
meeti.nq that the improvement have already been made,
please disregard comment C.
4. An Aqreement to Pay Fees was qiven to the Applicant
during the meetinq. The aqreetaent is to be sigried by the
owner and returned to the Engineering department. Plan
review for the proposetl will not be completed until this
document is executed.
B. Permit Release Requirements
1. Please submit a drainaqe plan as described above for
review and approval.
2. The proposed must comply with the conditions of Short
Plat 84-305.
III. Health District (456-6040)
A. Discussion/Requirements
1. sewaqe is not available at the site.

2. The Health District has na record of the existing
sewage system. Please locate ti.he system and submit the
anticipated flaw for the progosed. A ntinimilm si2e system
has the capacity far 15 gallons per person per shift per
day.
3. There is a prablem with the location af the sewage
disposal system. The drainfield can nvt be paved or
drfven over. The site plaxi shvws that the drafnfield where
ever lacated on the site will be under paving arid wi11 be
driven over. Daryl Way affered same saluti+ans to the
drainfield location probletn. It may be possible ta use s
portion of a designated 208 swale area for a pressuriaed
leach laed, there must be a minimum of a 10 faot separatfan
between the swale and the leach bed. Another possible
salution wvuld be to contact the Courtty Ut31ities
Department to s+e+e if it would be gossible ta tempoxarily
connect to the main sewer line if distance and a manhole
outlet is feasible.
4. Double plumbing will be required for the prcposed.
5. The owner of the subject property may want to obtain
an easement from the adj acent progerty owner fvr placement
of the drainfield.
6. A well vault still exists an the site. The well
should have been abandoned as per t,he short plat
conditions. Please verify abandonmrent,
B. Permit Releas+e Requirements
Please sa1ve the sewaqe location prvblem, and apply for
a sewage system permit.
IV. Fire Distriat No. 1(928-2462)
A. Discussion/Requirements
1. A letter was given to the applicant and Buiiding and
Safety by Clycle Wisenar.
2. There a.s no problem with emergency equipment access at
this time, when phase II is completed there will be an
access prablem. The acaess problem will need to be
addressed pri+or to completion of phase II,

4. There are three hydrants located on the property, no
new hydrants will be requ3red.
5. The maximum amount of water available for fire flow at
the site is less than 1000 q.p.m. The fire district will
not release their portion of the buflding permit until
arrangements have been made to improve the water supply to
the property.
6. Clyde Wisenor advf sed tlie applf cant to meet with the
Dishman Water Company and the Department of Social Health
Services (Tom Wells) to discuss to discuss options for
improving the water supply. Other property owners beinq
served by the water company have made contributions for
improvements.
7. The fire district is requiring the owner to submit a
promissory letter stating they will pay for a portion of
the costs for improving the water supply. The cost to the
owner will be deterYnined at a later date. It was
estimated tbat the cost would be approxiiaately $15.000.
8. A lock (Rnox) box entry system for fire personnel will
be required for the proposed if a central monitoring
systems is installed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letter was given
to the applicant by Tom Postlewait.
2. The west and east exterior wall of the proposed
buildinq for phase one and the east and west wall for
phase two shall be of one-hour fire-resistive construction
with parapets.
3. Plan review was based on the assumption that the
proposed site was one parcel. The applicant stated that
the site is divided into two parcels of land. Tom
Postlewaft asked the applicant show the property lines on
the revised site plan so that he can determine were fire
walls and parapets are required.
4. The proposed must meet the minfmum requirentents of the
Regulations for Barrier Free-Facilities.
5. The ffnal plans must contain a wet stamp by the
architect or engineer.

6. Please submit a critical materials listfnq for the
proposed. Because the proposed are spec buildinqs a
critical materfals list may have to be submitted for each
building upon occupancy.
7. Special inspections forms were sent to the applicant,
please fill out the forms and return them to Buildinq and
Safety.
B. Permft Release Requirements
1. Two complete revised sets of plans addressfnq the
items discussed durfnq and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPI,ZCANTIS COMKENTS/ACRNOWLTDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time reqarding
permit requirements.
COIINTY ACTION
It was decided upon by all departments present that a
Pre-Construction Conference would be required for the proposed.
CORRSCTIONB:
To minutes or chanqes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordinqly to those departments.
AD.TOIIRNM$NTs There beinq no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
