A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Managementn. At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of

5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way

1. General overview - The owner, Bernard Levernier, is
proposinq the construction of a 2053 square foot office addition
to an existinq office buildinq.

SIIMMARY OF DEPARTM$NTAL RBQIIIR$MENTS:
1. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-3 zone and the use
is permitted.
2. The parkfnq as illustrated on the site plan is
adequate, 16 spaces are required.
3. A Certificate of Exemption is required to be
obtained for the subject parcel. An application for a
certificate of exemption was qiven to the applicant
from Lorne Lakshas to submit to the Planninq Department
before a permit is issued.
4. Please submit a revised site plan showing the 8

new parking stalls to the east of the addition, so that
compliance with the landscapinq requirements for
parkinq spaces can be demonstrated. The zoninq code
requires that all parking spaces are to be within 60
feet of a landscape feature consisting of 32 square
feet in area.
5. Label the square footages and uses of all
buildings, including the warehouse and the new addition
on the revised site plan.
6. All traveled surfaces are required to be paved.
Please indicate on the site plan.
B. Permit Release Requirements
1. Please submit a certificate of exemption to the
Planninq Department.
2. Please submit a revised site plan consisting of
the square footaqes and uses of each buildinq and the 8
parkinq stalls to the east of the addition.

1. Comments were qiven to tbe applicant and the
Division of Buildinqs By Bob Turner. _
2. An RID/CRP Agreement, Notice to the Public No. 6
on Spear Road needs to be recorded. Please submit a
copy of the recorded property deed to the Division of
Engineerinq & Roads so that the agreement can be
prepared.
3. Please submit a drainage calculations for the
site.
4. An agreement to pay fees was qiven to the
applicant during the meetinq. The agreement is to be
siqned by the owner and returned to the Division of
Enqineerinq & Roads. No further plan review will occur
on either the new addition or the oriqinal submittal
until this document has been executed.

signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. All construction debris must be taken to a
licensed landfill.
2. The district has no records of any existing
on-site sewaqe systems.
3. If there is an existing cess pool on the property,
it will need to be pumped out and properly abandoned.
Any other systems on the property needs to be
illustrated on tbe site plan.
3. The applicant stated that the proposed has an
occupant load of 30. Daryl Way advised the applicant
to size the proposed on site sewage Disposal system
accordingly.

4. Please submit a critical materials list to the
Division of Buildings for review. If it is deteriained
that the proposed is a critical materials user the '
owner will be required to sign a Samplinq Aqreement.
The aqreement allows the Healt,h District to sample the
effluent of the septic tank on an annual basis. All
cost for sample retrieval and analyais shall be paid by
the owner.
5. Daryl Way indicated that there is a well on the
property beinq used for domestic purposes. The well is
required to be approved by the Department of Health as
a publ ic water systent.
B. Perntit Release Requirements -
l. The applicant must apply for a permit to install
an on sfte sewaqe system from the County Health
Department.

r IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The applicant stated that there is an existinq
fire hydrant located west of Ella Road and south of
Spear Road. However, arrangements to install an access
gate would be necessary.
2. A lock (Rnox) box entry system for fire department
personnel access is required to be installed.
3. The applicant presented extensive information
reqardinq water service by three water purveyors
serving the vicinity. It was found that the project
site lies within the Dishman Water District. However
the district is unable to provide service to the site.
Mr. Wisenor will discuss the options regarding water
supply for fire protection with the applicant at a
later date and an aqreement will be reached.
V. Division of Buildinqs (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan
only and a letter dated July 30, 1991 was sent to the
applicant by Tom Postlewait.

County to complete the same; or furnisb a bond or other secure method suitable to
