3. Any invoices not paid witliin 30 days of the invoice date will be subjected to a late
fee cliarge of 1°1o per month (12% per year) on the unpaicl balance of the account
and any acerueci Iate fee charges. In aclcfition, if any outstanding balance on the
account for this project is not paid within 30 clays of the invoice date, no further
reviews of the rroject clocuments will be conclucted until tlte entire account balance
is raid. Any balance on the account for this project not raicl witllin 65 cJays of the
invoice date tnay result in legal action or the initation oF otller collection prnceclures,
inclucling referral to a eollection lgency. 11ie Sponsor will be liable for any and all
expenses inctirred by the Caunty for the collection of overclue accounts.

• Concrete and Reinforcing
1) Contractor shall verify locations and sizes of all anchors, inserts, electrical and
mechanical prior to pouring concrete.
2) All concrete shall have a minimum 28 day compressive strength as follows:
Foundations and pedestals: 2500psi min.
Slab on grade: 2500psi min.
3) All reinforcing steel shall conform to ASTM A615 Grade 60.
Reinforcing #3 and smaller may be grade 40.
4) Welded wire fabric shall conform to ASTM 185, Fy=bOksi.
5) NEnimum concrete coverage for reinf'orcing steel are as follows:
' Concrete against earth: 3 inches.
Formed concrete against earth 2 inches.
6) All bars marked continuous shall be lapped a minimum of 40 bar diameters at all
splices, laps, intersections and corners unless noted otherwise. •
7) All anchor bolts shall conform to ASTM A307 unless noted otheruise.
Foundation
1) Foundation was designed using an allowable soil bearing capacity of +ssoo psf in the
absence of a soils report.
2) All footings shall bear on firm natural soil. Remove any soft spots and replace with
select granular material compacted to 95% relative density.
Wood
1) Dimensional lumber: 42 Doug-Fir or better.

1. The individual signing below has further been properly delegated the responsibility for
rciidering the ciecisioii by the Spokane Coltnty Director of Plailning.
2. The proposal is to d.ivide appxoxiuiately .7 acres into 2 lots to allow commercial

3. The proposal is gericrally la:ated between Mullan and Willow Road approximateiy 750

Willow Road is designaced as aLoc1] Access street with an e,ciscing right of way widtfl of
40 fEet. To implement the Plan, the Cotinty Engineer has recotlunended dedication of 10
fcet of additional right of way along VVillow Road.

Based upon ttie above noted Findings of Fact and Conclusions, Short Plat Application
SP-729-91 is hereby APF'ROVED until January 1, 1995, subject to conditiors noted

l. The preluninary plat of record appl-oval is for die property legally described irl the
-ipplication for this proposal.
2. All condi.tions imposed by the Planning Department shall be binding on the
"/1pplicant", which term shall include the owner or owners of the property, heirs,
assigns and successors. .
3. The proposal shal.l comply with tlle Coininunity Business zorle as amended, for Lot A.
4. The proposal shall corxiply with the Urb1n Residential-7 zone as amendec:i for Lot B.
5. The final plat shall be designed substanrially in con,fonnance with the preliininary plat
of record. No uicrease of density or nuznber of lots shall occur without a change of
condition application subczaittal and approval.
6. The Planning Durector/designee shall review any proposed final plat to ensure
compliance with these Findings and Conditions of Approval.
7. Appropriate road name(S) shall be indicateci.
8. The preliminary plat is given conditiona.l approval for three (3) years, specifically to
January 1, 1995. The applicant may request an extension of time by submittirrg a
written request approximztely forty-five (45) days prior to the above expiratian date.
9.✓ Appropriate utility easeineilts shall be indicated on copies of the proposed fuial plat.
Written approval of utility easements by appropriate utility companies shall be receiveci
with the submittal of the fina.l plat.

Plan, priar to the filing of a iinal plat, that ttie plan is in conformance with their
respective needs and 1-egulatians. 1'he Water Plan a.ild certification shall be drafted on a
transparency suitable for reproduction and be signed by the plat sponsor.
13. The water purveyor shall certify that appropriate contractual arrangements and schedule
of improvements have been rnade with the plat sponsor for construct7on of the water
system in accorda.nce with the approved Water Plan. The time schedule shall provide
for completion of the water system and inspection by the appropriate health authorities
prior to application for building pemuts witfun the final plat. The arrangemenCs or
agreements sh,-cill include a provision holding Spokane County and the purveyor
haimless from claims by any lot purchascr refused a building penmit due to the failLu-e
of the subdivision sponsor to satzsfactorily complete the approved water system.
14. The final plat dedicatYOn shall contain tle follewing statement:

15. No building pennit will be issued for any lot withui the final plat until cextifiecl by a
Washington state-licensed engineer that "die water system has been installeci pursuant
to the apProveci VVater Plan for the f.nal plat" including a signed license stamp. 1l1e
certif'ication may be in the form of a letter, but is prefen•ed to be certif ied on a copy of
the Water Plan as a schematic map stiowing the "as-built" water system.
16. The Water Plan and the above foux (4) canditions of approval regarding the Water Plan
ttZay be waived by Lhe Placiriing Dixector/designee upon receipt of letters frozn the
appropriate water purveyor and fire protection district stating that simple conzlections to
an existing, approved water system will provide aciequate domestic and fire protection
water to ensure the public health, safety and general welfare. 17. A survey is required prior to the filing of a final plat.
COUNTX IENGINEER'S DEPAIZ.TNIENT CONDITIONS
1. The conditiona.l approvzd of the plat is givcn by the County Engineer subject to
dedication of riglit-of-way and approval of the road system as indicated 'ul the

2. No construcuon work Is to be perFormed within the existing or proposed public right-
of way until a permzt has beEn issued by the County Engineer. All work is subject to
inspection and appi-oval by ttie County Eiigineer. '
3. Individual dxiveway access perniits axe ►ec]uired prior to issuGtnce of a building pern-ut
for driveway approaches to the county road system.
4. Dedication of 10 feet of additional right-of-way along Willow Road is required.
5. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane County standa.rds.
6. 'n1e word "applicant" sriall include the owne.r or owners of the property, his heirs,

7. To construct the road improvenaents stated herein, the applicant may, with the approval
of the County Engineer, joii1 in and be a willi.ng participant in any petition or resolution
which purpose is the focmation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RZD is
created or any Road Improvement Projcct is sanctioneci by Spokane County, the
improvements required. (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the uiidersigned owner(s), theu- heirs, grantees
and assigns.
8. As an alternative method of constructing ttze road improvements seated herein, the
applicant may, with the appraval of the County Engineer, accomplish the road
improvetnents stated herein by joitiing a»d participafing in a County Road Project
(CRP) to tlle extent of the requia-eci road improvements. At sueh time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidcwal.k, d.c-ainage colltrol and paving to existing
pavement) will be at the sale eapense of the undersigned owner(s), their heirs, grantees
and assigns.
9. The following statement shall be placed in the plat dedication:
"The owner(s) or successoz-(s) in interest agree to authorize the County to place
their nane(s) on a penrion for the fonnation of a Road Improvement District
,(RLD) hy the petition method pursua.rit to ChapCer 36.88 RCW, which petition

The RID waiver contai.ncci in this agreement shall expire after ten (10) years
from the date of execuuon below. However, the owner(s) or successor(s)
agree ttiat if said RID waiver expires without construction of the required
i improverncnts, the owner(s) or successor(s) agree to construct the required
improveinents at tlleir own expense, pay to Spokane County the tllen
esti.mated cost of the required improvements to enable the County to
complete the same, or furnish a bond or other secure method suitalble to the
County (which may include the execution of another RID waiver agY-eement)
providing for or sccuring to the County the actual construction of the
improvements.

binding upon the owner(s), their successor(s) or assign(s)."
10. The County Engineer has designated Typical Roadway Section Number Two, Local
Access sta.ndard for the imUrovetnent of Willow Road, which is adjacent to till-e
proposed development. Th,s will require the addition of approximately 10 - 14 feet of
asphalt along the frontage ot' the development. The construction of curbing is also
required.
11. The proposed subdivision shall be improved to die standards set forth in Spokane
County Board oF Camniissioners Resolurion No. 80-1592, as amended, which
resolution estabiishes z•egulations for roads, approaches, dxainage and fees in new
construcdon.
12. The County Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road systezn warrants the
dedication of additional right-of-way and the roadway umprovements hereul specif'ied.
13. This proposed subclivision or developnaent proposal is located within a drairlage basin
which has been identified by tne Spokane County Engineer s office as having
stornlwater runoff problems. Since this proposed subdivision or development proposal
is affected by or is a conniburor to storn-iwater £tows, property owners sliould
participate in the planning ar?d implementaCion of a future basinwide stormwater
management system. The following statement shall be placed in the plat dedir;ation:
"'I'he owner(s) or successor(s) in interest agree to joiii in any County-appz~oved
~tormwater management prograrn and to pay such rates and charges as may be fixed
through public hea.ri.ngs for sei-vice or bene~'it obtained by the planning, design,
constructing, maintaining or operation of stormwater control facilities."
14. There may exist utilities, eitlier underground or overhead, affecring the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no i"inancial oblibatian for adjustments or relocation
regarding these utilities. Applicant(s) shouid check with the applicable utility purveyor
and the Spokane County Fngidleer to dctermine whether applicant(s) or the utility is

responsible for adjtisrment or relacation costs and to make arrangernents for any
necessary work.
COUNTY HEAL'TH DIS'TRICT CONDITIUNS
1. The final plat shall be designed as indicated on t.he preliminary plat of record and/or any
attacheci sheets as noted.
2. Appropriate utility casements shall be indicatecl on copies of the preliminazy plat of
record for distribuaon by the Planning Departinent to the utility companies, Spokane
County Engilleer and the Spokane Coiinty Health District. Written approval af ttle

a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. Approaches that are to be abandoned must be
replaced with County standard curb and sidewalk.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.
