CALL To oRDER: The meetinq was called to order at approximately
10:00 a.m. by the Division of Bufldings Code Compliance Coordinator,
Tom Davis, with the followinq in attendance.

APPLICANTS:

SCOPE/PROJ$CT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
1,222 square foot dry storaqe building. The building will be
constructed with wood frame and will not be heated. The proposed is
in conjunction with an automotive accessories repair business.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a B-3 zone and the use is
permitted.
2. The proposed is located on parcel 18544-9098.
3. Please submit a revised site plan illustratinq the
correct dimensions of the parcel. Indicate the square
footage and usages in the proposed and existing
structures in order to determine the nwmber of parking
stalls and the type and size of landscaping.
4. Parking requirements will be calculated based on 1
space for every 200 square feet of space used for the

repair business and 1 space for every 1000 square feet of
area used for storage.
B. Permit Release Requirements
l. Please submit a revised site plan mentioned in item
#3 above.
II. Division of Engineerinq & Roads (456-3600)
A. DiscussionjRequirement
1. Comments were qiven to the applicant and the Division
of Buildings by Bob Turner.
2. Please submit a drainage plan for the site that is in
compliance with Spokane County Guidelines for Stormwater
Management.
3. The plan needs to illustrate existing drywells and
spot elevations to verify direction of stormwater run-off.
4. The proposed buildinq will have a metal roof which
may be discharged directly to a drywell. This may be
accomplished by down-spouting and grade to the drywell.
B. Permit Release Requirements
1. Please submit a drainage plan for the site.
2. An Agreement to Pay Fees was given to the applicant
durinq the meeting. The agreement is to be signed by the
owner and returned to the Division of Enqineering & Roads.
Plan review will not be completed until this document is
executed.
III. Health District (456-6040)
A. Discussion/Requirements
l. The water purveyor for the site is Dishman Water
District.
2. The Health Districts records indicate the an on-site
sewage disposal system was installed in 1947 under the
footprint of the proposed buildinq. The applicant must
locate the actual location of the sewage disposal system
and if is still under the footprint of the proposed, then
the sewage dfsposal system must be properly abandoned and

a
relocated or the footprint of the proposed building must
be moved. If the system is to be relocated, a sewage
disposal permit shall be obtained.
3. Please submit a critical materials list for the whole
parcel to the Division of Buildings.
4. All construction debris shall be taken to a licensed
landfill.
B. Permit Release Requirements
1. The Health District is ready to sign off provided
that there is no conflict with the present systems.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The required fire flow for this project is calculated
to be 2250 G.P.M. At the moment, the fire flow is 800
G.P.M.
2. The Dishman Water District is unable to supply the
required amount even if additional hydrants are installed.
It is being anticipated that within the near future,
another water district will be takinq over Dishman Water.
As an alternative for fire protection, the fire district
has been requiring owners of new construction to post a
$5,000 bond or a secured savings account to cover costs of
extending water mains.
3. The security has to be posted prior to the issuance
.
of the Certif icate of Occupancy.
4. A lock (Knox) box entry system for fire department
personnel access is required to be installed. Forms for
ordering were given to the applicant. The completed forins
are to be returned to the Fire District.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. The proposed building will be classified as a B-2
occupancy.
2. Please submit to the Division of Buildings a plan
showing setbacks between the carpet shop and the proposed

building. Also, show that the pole building is a separate
building from the existinq building.
3. Since the proposed is unheated, a letter signed by
the owner shall be submitted stating the buildinq is to be
unheated. If in the future the building is upgraded, the
owner is aware that the buildinq shall be brought into
compliance with the energy code requirements specified by
the Washington State Enerqy Code.
4. The west exterior wall shall be canstructed a minimum
of one hour fire-resistive ratinq with a parapet provided.
Parapet shall be one hour construction and shall not be
less than 30 inches.
5. Please specify how the ventilation requirements will
be provided.
6. If building is to be constructed over an abandoned
drainfield, soil compaction test will be required by an
approved testinq laboratory.
7. The applicant was informed of the following
requirements for exterior wall protection:
- 1 hour less than 20 feet to the property line.
- Protected openings if less than 10 feet to the
property line.
- No openings are permitted less than 5 feet to the
property line.
B. Permit Release Requirements
l. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter shall be submitted for
review and approval.

The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.

To site plans as required by any or all of the above-listed
departments shall be submitted to the Division of Buildings who will
then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at appraximately 11:45 a.m.

these Pre-Construction Conferences. Comments so far would indicate

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
C) Utility Condition: Permittee is responsible for arranqing
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authori2ed
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.
