The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
NOTS: The "F'OTORE" buildings awst be reiaaoved from the plaas OR
they mast be labletl as a phase of the overall praject covered
nnder tbe permit. If labeled as a phase, tbe pesinit acmat go
throuqh the 3EPA process.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculatians for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the €ollowing
land use action:
Spokane County Zone Change No. ZE-231-41
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainaqe plans for street
izaprovements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Spear Rcl. Typical Roadway Section #1, Access
Standard

All required canstruction (sidewalklcurbinglpavement) within
the Public Road Right of Way is to be completed prior to the
release of a build.ing permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County

Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept au RID/CRP agreement
"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a buildinq permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Spear Rd (if access is taken.)
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall 'T-4`1~~a
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planninq Ordinance, will be required for
any portion of the pro]ect which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relacation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreeraent to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
"'f~irementsneeded but should be used as a minimum guideline.
Without the "mi.nimum requirements the Engineers Department may
not be able to perform a complete review of the pro3ect and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

Dear Bd,
Regardinq your request for water usage at Hathaway Meats, I submit
the following informatioa.
1) The aew freezer we are proposing to construct, (approximately
3600 square feet), is goinq to be inhabited by one part-time
persoa, and as you know, no water is used for washdown in a
freezer. So we will need enouqh drainf ield for this phase to handle
one part-time person and the coadensation from the refrigeration
equipment.
2) By adding on the loading area, cooler and office, this would
add about 20 people to the facility each day, 5 days a week. If we
need 15 gallons per day per person, this would be 300 qalloas per
day. Washdown ia the cooler area is done with very little water
since it runs at 29 degrees. I estimate that we could increase
sales by 40$ with no more inside people in this facility because of
greatly improved efficiency in a properly laid out facility. The
only other drainaqe would be from the refriqeration equipment. I
estimate this addition being constructed in 2 to 4 years.
3) By addiag the proceseing plant, we would be adding 20 more
people per day, 5 days per week. At 15 gallons per person per day,
this would be 300 gallons per day. I anticipate that we could
increase sales by 15% with no more inside people because of add
eff iciencies. We could realisticallq double our sales with 15 more
inside people.
Washdown is requi=ed daily by USDA. In our existing 4000 square
f oot p lant , it takes 10 gallons per ntinute f or 2 1/ 2 hours per day
to sanitize the plant. I anticipate we could clean 6000 square
feet in 2 hours in a properly laid out facility. I estimate this
