INTRODUCTION " This matter having come before the Hearing Examiner Committee on August 24,
1989, and the members of the Committee present beingJane Myers, Chainnan,
Lunell Haught and Phil Harris.
PROPOSAL
The sponsor, Discount T'ue Company, requests approval of a Zone Change, File No.
ZE-24-89, for the purpose of a zone reclassification firom Local Business (LB) to
Regional Business (B-3).
FINDINGS OF FACT AND CONCLUSIONS
1. The property is generally located north of and adjacent to Sprague Avenue,
approximately 150' fL east of Locust Road, in the Spokane Valley in Section 17,
+ Township 25 N, Range 44, EWM, Spokane County, Washington;
2. The commiitee adopts the Planning Department Report as a part of this recon,i.
3. The existing land uses in the area are singie family residential, restaurant, 11
commercial, and off'ioe spaoes. -
4. The Comprehensive Pian designates this site as Major Commercial. The project is for

6. The existing moning af the property described ur the application is Local Business
previously established in 1962.
7. Thc provisions of RCW 43.22C ('The State Environmemal Policy Act) have been
complied with and a Determinarion af Nonsignificance- was issued.
8. The proper legal requirements far advertisement and notice have been fulfilled.
9. The owners of adjacent lands expressed neither approval nor disapproval of the
proposed use.
10. The Committee additionally finds.-
a. That the proposal will implemcnt the Majar Commercial categozy of the
Cornprehensive Plan and is oonsistent with the zoning mend established in the
area.
11. The proposed use is comparible with existing uses in the area.
12. The proposed zoning dces implement and conform to the Comprehensive Plan.
