- The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
" generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
Pl--ase Note: If improvements to the site exceed 50°s of the
total assessed value, you will be required to bring the entire
site into compliance with Spokane County "Guidelines for
or~w ter Management."
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change Nos. 15-69
. C} The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
l. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Sprague Avenue
. b. Farr Road
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the

release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
. Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on the property.
3. Applicant shall dedicate 0 feet for Right of Way.
4. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
5. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Sprague Avenue
. b. Farr Road
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. parking and traffic circulation plan shall
be submitted and roved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be 'n
accordance with standard traffic engineering practices. Pavi g as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers «Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
. including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.

Each item submitted that is to meet the checklist shall be
' checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

PROJECT DESCRIPTION
The project site is located immediately to the east of Sizzler Restaurant at the northeast
corner of Sprague Avenue and Farr Road in the Spokane Valley. Three existing buildings
occupy the front half of the site, with existing asphalt pavement covering the remainder of
the site except for the northerly 1/3 of the property. This area is presently a dirt/gravel
parking area, sloping toward the south at about 5% to 6% An existing type "A" drywell
near the north edge of the existing asphalt receives surface runoff from the unpaved slope
and much of the existing impervious surfaces on the site.
~ The proposed project encompasses adding an addition to the north end of the westernmost
<U+~ building, and paving the dirt/gravel slope. The new building addition is to have a metal
~
roof, which will not require «208 treatment for contaminants, and since it will essentially
be replacing an equal area of existing asphalt, it will not increase the flow to the existing
~ drywell
. A"208" grassy ponding area will be constructed at the base of the slope, where the new
asphalt will tie-in to the existing pavement. This ponding area will collect surface runoff
~~t from most of the new asphalt, but due to the slopes involved, a portion of the new asphalt
~oill drain to the drywell at the low point in the existing pavement. The old drywell will be
enoted, constructed as a type "8" (double-barrel) drywell, to handle the flow to it. It should be
` however, that the flow to this drywell might actually be less than at present, due to
~ the collection of runoff from most of the slope area by the proposed pond In addition,
the flow to the type "B" drywell in the asphalt should be cleaner in terms of sediment,
~ since the portion of the dirt/gravel slope draining to it will be paved.

, The County Engineering Department has completed a review of
the above referenced project. The following items must be
addressed.
1. The only portion of the site which was agreed to be exempt
from drainage retrofitting was the front parking lot. The
entire back portion of the lot must be redesigned to drain to
a grassy swale, not to the existing drywell.
2..Will HVAC equipment be present on the metal roof? If so, it
must be isolated and directed to the surface of a grassy
swale. The runoff from the metal roof itself can be handled
in one of two ways:
a. It can drain onto the pavement and then to the swale.
This contaminated runoff must be included in both the
208 calculations and the Bowstring calculations.
•b. It can be collected on the roof and piped directly to a
drywell.
3. Please include R/W dimensions for Farr Road and Sunderland
Road.
4. A print of the landscape plan is required to ensure there is
no conflict with the drainage swales.
5. Please reference a construction benchmark on the plans.

PROJECT 17ESCRIPTION
The project site is located immediately to the east of Sizzler Restaurant at the northeast
corner of Sprague Avenue and Farr Road in the Spokane Valley. Three existing buildings
occupy the front half of the site, with existing asphalt pavement covering the remainder of
the site except for the northerly 1/3 of the property. This area is presently a dirt/gravel
parking area, sloping toward the south at about 5% to 6%. An existing type "A" drywell
near the north edge of the existing asphalt receives surface n.inoff from the unpaved slope
and much of the existing impervious surfaces on the site.
The proposed project encompasses adding an addition to the north end of the westernmost
building, and paving the dirt/gravel slope. The new building addition is to have a metal
roof, which will not require "208" treatment for contaminants, and since it will essentially
be replacing an equal area of existing asphalt, it will not increase the flow to the existing
drywell
A"208" grassy ponding area will be constructed at the base of the slope, where the new
asphaJt will tie-in to the existing pavement. This ponding area will collect surface runoff
from most of the new asphalt, but due to the slopes involved, a portion of the new asphalt
will drain to the drywell at the low point in the eacisting pavement. The old drywell will be
reconstructed as a type "B" (double-barrel) drywell, to handle the flow to it. It should be
noted, however, that the flow to this drywell might actually be less than at present, due to
the collection of runoff from most of the slope area by the proposed pond. In addition,
the flow to the type "B" drywell in the asphalt should be cleaner in terms of sediment,
since the portion of the dirt/gravel slope draining to it will be paved.

PROJECT DESCRIl'TION
The project site is located immediately to the east of Sizzler Restaurant at the northeast
corner of Sprague Avenue and Farr Road in the Spokane Valley. 'rhree existing buildings
occupy the front half of the site, with existing asphalt pavement covering the remainder of
the site except for the northerly 1/3 of the property 1'his area is presently a dirt/gravel
parl:ing area, sloping toward the south at about 5% to 6% An existing type "A" drywell
near the north edge of the existing asphalt receives suc-face iunoff from the unpaved slope
and much of the existing impervious surf'aces on the site.
The proposed pi-oject encompasses adding an addition to the north end of the westernmost
building, and paving the dirt/gravel slope. The new building addition is to have a metal
roof (which would not require "208" treatment for contaminants, except it will drain
across asphalt pavement), and since it will essentially be replacing a nearly equal area of
existing asphalt, it will not increase the total runoff by much. The otlier two e?cisting
buildings on the site will have their roofs replaced witll nletal roof ng as well
A"208" grassy ponding area will be constructed at the base of the slope, where ihe new
asphalt will tie-in to the existing pavement This ponding area will collect surface runoff
from the new asphalt, and intercept the flow which presently drains to the existing drywell
at the low point in the existing pavement The old drywell will be removed, and the low
point it occupies will serve as the inlet point to the new "208" ponding area The flow to
the ponding area should be cleaner than the present flow to the drywell in terms of
sediment, since the dirt & gravel slope draining to it will be paved
A.s per Spokane County requirements to retrofit the site for "208" treatment, all existing
and proposed asphalt pavement surfaces draixung to the proposed "208" pond are
included in the "208" calculations, as is half of the area of the new metal roofing The
south half of the metal roofing will drain to the existing drywell located near the southwest
corner of the west building. The ponding depth for treatment is 8", since it includes
retrofitted treaiment for runoff from the existing asphalt (that has never been treated), aild
for the roofing, even though the new metallic roofing replaces composition roofing that
was never subject to runoff treatment

For the proposed drainage pond wYth 3.1 side slopes, dhe pond volwile can be calculated wit11 two
components ttle volume directly above the pond floor plus the volume above the side slopes. To
compute the volume at any ponding dep[h, only two parameters need to be l:nown pond floor area
and pond floor perimeter lengttl (both are specified on the Topography and Drainage Plan map)
Volwne is calculated at 8" depch for "208" treatcnent and for storage, as follows:

PROJECT DESCRIl'TION
The project site is located inunediately to the east of Sizzler Restaurant at the northeast
corner of Sprague Avenue and Farr Road in the Spokane Valley. Ttuee existing buildings
occupy the firont half of the site, with existing asphalt pavement covering the remainder of
the site except for the northerly 1/3 of the property. This area is presently a dirt/gravel
parking area, sloping toward the south at about 5% to 6%. An existing type "A" drywell
. near the nor-th edge of the existing asphalt receives surface runoff from the unpaved slope
and much of the existing impervious surfaces on the site.
The proposed project encompasses adding an addition to the north end of the westernmost
building, and paving the dirt/gravel slope. The new building addition is to have a metal
roof, which will not require "208" treatment for co aminants, and since it wil] essentially
be replacing a nearly equal area of existing asphalt, ~ will not increase the total runof~ by
much. Thn other two existing buildings on the srte will have their roofs replaced with

A"208" grassy ponding area will be constructed at the base of the slope, where the nevv-
asphalt will tie-in to the existing pavement This ponding area will coliect surface runoff
from the new asphalt, and intercept the flow which presently drains to the existing drywell
at the low point in the existing pavement The old drywell will be removed, and the low
point it occupies will serve as the inlet point to the new "208" ponding area The flow to
the ponding area should be cleaner than the present flow to the drywcll in terms of
sediment, since the dirt & gravel slope draining to it will be paved

All on-site roof areas are included in the hydrologry calculations for the proposed "208"
ponding area, as are all asphalt pavement surfaces draining to the existing drywell. For
"208" treatment, all new asphalt pavement surfaces are included in the "208" volume
calculation. ~

For the proposed drainage pond wnth 3 1 side slopes, the pond volume can be calculated with two
components the volume directly above the pond floor plus the volume above the side slopes To
compute the volume at any ponding depth, only two parameters need to be known pond floor area
and pond floor penmeter length (both are specified on the Topography and Drainage Plan map)
Volume is calculated at 6" depth for "208" treatment wid at 8" depth for storage, as follows

PROJECT DESCRII'TION
The project site is located immediately to the east of Sizzler Restaurant at tlle northeast
corner of Sprague Avenue and F1rr Road in the Spokane Valle r'y hxee existing buildings
occupy the front half of the site, witll eusting asphalt pavement covering the remainder of
the site except for the northerly 1/3 of the propei-ty. This area is presently a dirt/gravel
parl:ing area, sloping toward the south at about 5% to 6% An existinb type "A" drywell
near the north edge of the existing asphalt receives surface runoff from the unpaved slope
and much of the existing impervious suc-faces on the site
The proposed project encompasses adding an addition to tlie noi-th end of the wesfiernmost
building, and paving the dirtJgravel slope. The new building addition is to have a metal
roof (which would not require "208" treatment for contam.inants, except it will drain
across asphalt pavement), and since it will essentially be replacing a nearly equal area of
existing asphalt, it will not increase the total runoff by much. The other two excisting
buildings on the site will have their roofs replaced with metal roofing as well.
A"208" grassy ponding area will be constructed at the base of the slope, where tlie new
asphalt will tie-in to the existing pavement. This ponding area will collect surface runoff
from the new asphalt, and inter-cept the flow which presently drains to the existing drywell
at the low point in the existing pavement The old drywell will be removed, and the low
point it occupies will serve as tlie inlet point to the new "208" ponding area The flow to
the ponding area should be cleaner than the present flow to the drywell in terms of
sediment, since the dirt & gravel slope draining to it will be paved
As per Spokane County requirements to retrof t the site for "208" treatment, all existing
and proposed asphalt pavement surfaces draining to the proposed "208" pond are
included in the "208" calculations, as is half of the area of the new metal roofing The
south half of the metal roofing will drain to the existing cirywell located near the southwest
corner of the west building. The ponding depth for treatment is 8", since it includes
retrofitted treatment for runoff from the existing asphalt (that has never been treated), and
for the roofing, even though the new metallic roof ng replaces composition roofing that
was never subject to runoff treatment.

Refer to the 1" = 20' Drainage Map for the actual basm location and boundaries.
For the proposed drainage pond wrth 3 1 side slopes, the pond volume can be calculated with two
components the volume directly above the pond floor plus the volume above the side slopes To
compute dle volume at any pond'uig depth, only two paraineters need to be loiown pond floor area
and pond floor perimeter lengtti (both are specified on the Topography and Dramage Plan map).
