The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drafnaqe plan for the site which has been prepared in
compl3ance with Spokane County "Guidelines for Stormwatez
Managecnent". At a minimum the plan must contain:
IF THE ROOF IS MADE OF ASPHALTIC MATERIALS THEN IT MUST BE
DRAINED TO A 208 DRAINAGE SWALE. IF THE PROPOSED ADDITION WILL
REQUIRE ADDITIONAL PARKING SPACES THAT MUST BE ASPHALTED, THEN
208 DRAINAGE WILL BE REQUIRED.
The following drainage requirements will apply only if the above
statements apply.
1. Drainage calculations for stoYmwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
9. Finished grade elevations at the top and bottom of
the 208 swaie.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells propvsed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. we will need
the following before we can proceed:
1. Drainaqe plan as specified.
C) Utility Condition: Permittee Ys zesponsible for arranging
for all necessary utility adjustments or relocation as
reguired for completinn of the improvemPnt.

D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary zeview has been
accomplished will your building permit be released.

I. General Overview - The owner Valley General Hospital is
proposing the construction of a 1,818 square foot addition for
medical records. Also proposed is the interior remodel of the
radiology department.

A. Discussion/Requfrements
1. ComYaents were submitted to the applicant and the
Division of Buildinqs by Lorne Lakshas.

2. The parcel number submitted is incorrect. The correct
parcel number is 15542-0605.
3. The proposed is located in an UR-22 Zone.
4. Tbe parcel of land illustrated on the site plan does
riot reflect the correct boundaries of the parcel. Please
include a loqo on the revised site plan illustrating the
correct boundaries of the parcel.
5. A certificate of exemption to clarify the boundaries
of the parcels may need to be obtained for the subject
property.
6. The required number of parking stalls for the proposed
hae not been deternained. Lorne Lakshas will evaluate the
project and qet back to the applicant wfth the number of
required parking stalls.
7. Please submit a revised site plan indicating the
square footage and usages fn the proposed and existing
structures, a logo illustrating the correct boundaries of
the parcel and the number of beds located in the hospital.
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. The roof will be a non-asphaltic material therefore,
all roof drainage may go directly into a drywell.
B. Pernait Release Requirements
1. T'he Division of Enqineering & Roads released their
portion of the permit with the condition that the roof be
of non-asphaltic material and that there be no new hard
surfaced areas.

III. Health District (456-6040)
A. Diecussion/Requirements
1. The proposed will be connected to the public sewer
system.
2. All construction debris is to be taken to a licensed
landf f 11.
3. The water purveyor for the site is Modern Electric
Water Company (456-8000).
B. Pernait Release Requirements
1. The Health District has released their portion of the
buildinq permit.
IV. Fire District No. 1(928-2462)
A. Discussfon/Requirements
1. The proposed above ground storaqe tanks need to be
protected from the public by a fence. Also, a siqn needs
to be placed on the fence indicatinq what is in the tanks.
Please illustrate fence and siqn on the site plan.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
only by Ken Jeffrey.
2. Separate permits are required for the two above ground
tanks. Please fndicate on the plans that the tanks are
above ground tanks.
3. All welding shall be done by an approved fabricator or
special inspections will be requfred on all steel.
Special inspections forms were given to the applicant
durinq the meetinq. A desfqnated place shall be provided
on the site where all the special inspection records can
be kept.
4. Please subinit shop drawings for the sprinkler system
that is to be extended into the addition for review.

5. The plumbinq contractor shall contact the Division of
Buildings prior to any construction.
6. The mechanical equipment curb shall be of
non-combustible material.
7. Please submit a critical Ynaterials list to the
Division of Buildings for review.
B. Permft Release Requirements
1. Two complete revised sets of plans addressinq the
itema discussed durinq and after the meetinq needs to be
submitted for review and approval.

e) COUNTY BUILOING AND SAFETY DEPARTMENT
1. The site is located in Fire Oistrict # 1.
2. Approved numbers or addresses shall be placed on all new and
existing buildings in such a position as to be plainly visible
and 1 egi bl e f rom the street or road fronti ng the property. Sai d
numbers shall contrast with their background.
3. Due to the sensitive storage requirements over the Aquifer, and
this site lies within the Waste Water Management area, we feel
that some language should address the possible storage of
fl ammabl e or cri ti cal materi al swi thi n these structures.
4. Trash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.
5. Bui 1 di ng permits wi 11 be requi red for each structure.
6. Fi re hydrants which meet the fi re f1 ow are requi red to be
installed prior to any constructfon. These hydrants shall be
pl aced so that no porti on of the bui 1 di ng exteri or i s more than
175 feet from the hydrant. The bottom of the lowest outlet of
the hydrant shall be no less than 18 inches above grade. A
water plan showing each fire hyd rant (specifying the gallons per
mi nute for eacn fi re hydrant) and meeting the requi rements i n
Chapter 10,04 of the Uniform Fire Code is required prior to
constructi on of the water service. Al 1 requi red fi re protecti on
facilities shall be installed and made serviceable prior to and
during the time of construction.
f) WATER PURVEYOR
1, Water Purveyor is Modern Electric Water Company, and they will
supply the si te wi th adequate water for domestic, fi re and
irrigation uses, although satisfactory arrangements have not
been made to service the project.

1 Barcier Free Requirements:
a AT DOORS 107A, 109B, 114, 1193, 15A AND B. PROVIDE 18" TO THE
SIDE OF THE STRI]KE JAMB. Room 107 is served by Doors 107A and
107B. Handicap patients can use Daor 107B which has over 18" at the sirike
jamb. Room 109 is served by Doors 109A aQd 109B. Handicap patients can
use Door 109A which has 18" at the strike jamb Roora 114 cs strictly a staff
area but should there be handicap staff inembers, they could access the space by
Dnor 109A. Door 119 bas been moved closer to the east wall, which will
provide the required 1$" clearance, by Addendum No. 1. At Door 152A, the
couatertop will be shoctened to provide the required 18" clearance. This wiU
be done by clarification as the projecx has already been bid. Door 152B will be
reversed. It will now swing into Room 153, which will provide dhe required
18" clearance. Ilis also wul be a clarification

engineer, Peter Suden, has indicated that the weight af the pre-cast coacrete
supports pose no problem to the existing roof system as the pre-cast units weigh
approximately 150-170 pounds, about the same as a man. The straps and pre-
cast concrete supports are sufficient to resist wlad loading

NOTICE TO APPLICANT - St. Lukes Hospital
FAST TRACT PERMIT APPLICATION - Plan #83A-662
Spokaae Valley Geaeral Hospital has submitted to Spokane County plaas for
expansion of their hospital facility, located in the Spokane Valleq at Eaet
12606 Mission Avenue. Application is being made for a"Fast Track Permit"
which would allow for construction of faotings and foundation for that facil-
ity.
The applicant ehould be advised that as a part of this hospiCal construc-
tion program, Spokane County is requiring certain roadway improvemente to flouk
Road, Vercler Road, Maxwell Avenue and Sinto Avenue. The applicant hereby
acknowledges by their signature to the "Fast Track Permit" that Valley General
Hoepital assumes any and all reeponsibility for the coastruction of those
roadway improvements and sesociated stormwater drainage facilities and that
those improvements and facilities must be constructed prior to the iaeuance of
an occupancq permit for the hospital facility.

#6 PROJECT OVERVIEW
This major addition to Spokane Valley General Hospital will be acconplished
through a westerly expansion af a new three story, 73,000 sq.ft. facility
connecting to the existing hospital while providing a r.entral courtyard
separati ng exi sti ng from new construci ton. Upon compl eti on of thi s
addition, 70 new beds will replace 70 of the existing 123 licensed bed
complement. A different bed mix as well as relocation of some nursing
units w111 result from the projecL. Specific conponents of project
include:
. The first floor will provide a covered drive thru/drop off area for
public, inpatients and outpatients, a Public Lobby area, inpatient
and outpatient Admitting, 6ift Shop, Emergency Department having
separate vehicle and walk-in entrances, and the Radiology Department.
There wi11 be a centrai elevator core for. 1) public, staff and
patients; and 2) service needs.
?he second floor wi11 provide a new surgical deRartment, 10 bed
recovery un9t, a 10 bed Critical Care nursing unit and a 16 bed
medical/surgical intermediate care unit.
. The third floor will provide a 44 bed surglcal/orthopedic nursing unit
having a m1x of 24 private rooms and 10 semi-privates.
. The remodel program has several conponents that are integrally tied
to the completion of the new construction. Elements of this scope of
work include:
- Relocation of E.R., Radiology, Surgical/Orthoped9cs, Critical Care,
Surgery and PAR into new facility.
- Relocate existing pediatrics to the vacated surgical flaor.
- Relocation of Pharmacy, Medical Records and expansion of Central
5terile into the vacated Pediatrics and Radioloqy areas.
- Relocation of Laboratory intv the vacated Emergency Room.
- Centralize all administrative functions into the existing Adminlstrative
wing, including personnel, nursing adnrlnistration, quality assurance,
infection control and shared secretarial pool/reception.
- Provision of shared conference classroom space to be located ad3acent
to Administrative wing on the vacated pediatrics floor.
- kousekeeping and Materiels Staging Areas will be relocated to the
existing Purchasing Department.
The balance of Hospital's departments will remain as 3s.

07 SITE DESCRIPTION
. The present 20 acre site is partially utilized (approximately 10 acres)
for the existing haspital, treatmsnt plant, miscellaneous outbuildings
supportive of various hospital functlons, limited paved parking for
inpatient, visitors, physicians and emergency vehicles use. Graveled
parlcing i s provided for staff. The balance of site (10 acres ) is under-
developed, open, level property. This parcel of land was retently
purchased by the Hospital to provide for future growth and expansion
ot exlsting facilfties.
. The northern portion of the site is bordered by Mission Avenue, along
which are located several medical office buildings, medical clinics,
nursing horre, apartments and agricultural use land. To the east, the
site fs bordered by Vercler Road, along which is mixed use agricultural
and residential. To the south, the site is bordered by Boone Avenue,
along which is primarily residential use. Md to the east, the site
is bordered by Houk Road, having mixed business and residential use.

jae have received and reviewed the reeponse letter to our earlier com-
ments on Che Valley General IIoapital facility. To expedite the approval
process, I have cielineated concerna which arose from your response and
from the meeting we had with the proponenC's architect:
1. The correaPondence indicaCes that capacity in the septic tank is
increased to 56,650 gallons. Iiowever, when I calculate the active
storage (between the liquid level and the tank bottom), I arrive at
on].y a 51,000 gallon volume. Please clarify how your total was
contputed.
2. Please incl.ude epecificatione on the exhaust fan. Ifow many com-
p1etQ changee of air can it provide in an hour?
3. The bottom of the pumping chamber should be sloped towarde the
pumPs.
4. A.11 construction traffic will avoid the drainfield area and storage
of materials will not be allowed on the drainfield site. Any
' changea to the existing drainfield will be evbject to approval by
thia agency.
