The following information must be provided in order for us to proceed with our review. A) A drafnaqe plan for the site which has been prepared in compl3ance with Spokane County "Guidelines for Stormwatez Managecnent". At a minimum the plan must contain: IF THE ROOF IS MADE OF ASPHALTIC MATERIALS THEN IT MUST BE DRAINED TO A 208 DRAINAGE SWALE. IF THE PROPOSED ADDITION WILL REQUIRE ADDITIONAL PARKING SPACES THAT MUST BE ASPHALTED, THEN 208 DRAINAGE WILL BE REQUIRED. The following drainage requirements will apply only if the above statements apply. 1. Drainage calculations for stoYmwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished qrade elevations for structures to be constructed on site. 9. ComYaents were submitted to the applicant and the Division of Buildinqs by Lorne Lakshas. - 1 - e t 2. The parcel number submitted is incorrect. The correct parcel number is 15542-0605. 3. The proposed is located in an UR-22 Zone. 4. Tbe parcel of land illustrated on the site plan does riot reflect the correct boundaries of the parcel. Please include a loqo on the revised site plan illustrating the correct boundaries of the parcel. 5. A certificate of exemption to clarify the boundaries of the parcels may need to be obtained for the subject property. 6. The required number of parking stalls for the proposed hae not been deternained. Lorne Lakshas will evaluate the project and qet back to the applicant wfth the number of required parking stalls. 7. Fire District No. 1(928-2462) A. Discussfon/Requirements 1. The proposed above ground storaqe tanks need to be protected from the public by a fence. Also, a siqn needs to be placed on the fence indicatinq what is in the tanks. Please illustrate fence and siqn on the site plan. V. Division of Buildings (456-3675) A. Discussion/Requirements 1. Plan review has been completed on preliminary plans only by Ken Jeffrey. 2. Separate permits are required for the two above ground tanks. Please fndicate on the plans that the tanks are above ground tanks. 3. All welding shall be done by an approved fabricator or special inspections will be requfred on all steel. Special inspections forms were given to the applicant durinq the meetinq. A desfqnated place shall be provided on the site where all the special inspection records can be kept. 4. Please subinit shop drawings for the sprinkler system that is to be extended into the addition for review. - 3 - 5. The plumbinq contractor shall contact the Division of Buildings prior to any construction. 6. The mechanical equipment curb shall be of non-combustible material. 7. Upon compl eti on of thi s addition, 70 new beds will replace 70 of the existing 123 licensed bed complement. A different bed mix as well as relocation of some nursing units w111 result from the projecL. Specific conponents of project include: . The first floor will provide a covered drive thru/drop off area for public, inpatients and outpatients, a Public Lobby area, inpatient and outpatient Admitting, 6ift Shop, Emergency Department having separate vehicle and walk-in entrances, and the Radiology Department. There wi11 be a centrai elevator core for. 1) public, staff and patients; and 2) service needs. ?he second floor wi11 provide a new surgical deRartment, 10 bed recovery un9t, a 10 bed Critical Care nursing unit and a 16 bed medical/surgical intermediate care unit. . The third floor will provide a 44 bed surglcal/orthopedic nursing unit having a m1x of 24 private rooms and 10 semi-privates. . The remodel program has several conponents that are integrally tied to the completion of the new construction. Elements of this scope of work include: - Relocation of E.R., Radiology, Surgical/Orthoped9cs, Critical Care, Surgery and PAR into new facility. - Relocate existing pediatrics to the vacated surgical flaor. - Relocation of Pharmacy, Medical Records and expansion of Central 5terile into the vacated Pediatrics and Radioloqy areas. - Relocation of Laboratory intv the vacated Emergency Room. - Centralize all administrative functions into the existing Adminlstrative wing, including personnel, nursing adnrlnistration, quality assurance, infection control and shared secretarial pool/reception. - Provision of shared conference classroom space to be located ad3acent to Administrative wing on the vacated pediatrics floor. - kousekeeping and Materiels Staging Areas will be relocated to the existing Purchasing Department. The present 20 acre site is partially utilized (approximately 10 acres) for the existing haspital, treatmsnt plant, miscellaneous outbuildings supportive of various hospital functlons, limited paved parking for inpatient, visitors, physicians and emergency vehicles use. Graveled parlcing i s provided for staff. The balance of site (10 acres ) is under- developed, open, level property. This parcel of land was retently purchased by the Hospital to provide for future growth and expansion ot exlsting facilfties. . The northern portion of the site is bordered by Mission Avenue, along which are located several medical office buildings, medical clinics, nursing horre, apartments and agricultural use land.
