PRE-CONSTRIICTION CONFERENCE
EAST 10633 SPRAGIIE AVENIIE
RETAIL SALES SPACE
JULY 23, 1990
CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Senior Building Technician
Jeff Forry, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 6300
square foot retail sales building. The east portion of the building
will be leased for the retail sale of dog food. The remaining
portion of the building has not been leased at this time.
SIIMMARY OF DEPARTMENTAL REOIIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The Planning Department was not present during the
Pre-Construction Conference. However, written comments
were submitted by Tim Lawhead after the meeting and are as
follows.
2. The rear property lines (west) is shown 10 feet from
the building. The rear yard requirement is 15 feet.
3. Paving of all off street parking areas is required.

4. Species of plants to be located in the 208 drainage '
swale should be coordinated with the Engineering
Department.
5. Type IV Landscaping is rfaquired along University
Street frontage. Type IV Landscaping standards are
attached.
B. Permit Release Requirements
1. An estimate for the landscaping from a nursery and a
promissory letter/bond to install landscaping before
occupancy is required.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. The drainage check print was, returned to the applicant
during the meeting. Please address the comments on the
check print and return it to the Engineering Department.
2. Revise the grades shown on the site plan so that they
have a minimum of a 1% grade from the proposed building to
the drainage swale.
3. The drainage swale on the e<ast portion of the property
needs to be six inches from the. top of the drywell to the
bottom of the swale. The site plan shows only 2 inches,
please revise.
4. Please indicate a bench mark on the proposed site.
5. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreen.tent is to be signed by the
owner and returned to the Eng;ineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
l. Address the comments on the drainage check print and
return it to the Engineering Department.
2. An RID/CRP Agreement Notice to Public No. 6 is
required on University Road. Please submit a copy of the
recorded property deed so t.hat the agreement can be
prepared.
3. Please submit a copy of the Agreement to Pay Fees
signed by the owner to the Engineering Department.

III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed will be connected to public water and
sewer.
2. The Health District will review occupancy for the
non-declared portion of the building when a tenant has
been determined.
3. All construction debris is to be taken to a licensed
landfill.
4. The water - purveyor for the proposed site is Modern
Electric Water Co. (456-8000).
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit.
IV. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was given to the applicant by Tom Postlewait.
2. The fire district has approved their portion of the
building permit.
3. A one-hour fire-resistive firewall is required for the
south exterior wall. Please show on plans.
4. Exit signs shall be installed at required exit
doorways.
5. Please submit additional information for the
mechanical system.
6. Please submit a critical materials list to the
Department of Buildings for review.
7. The proposed is for the shell only interior remodeling
permits are required for both portions of the building
when tenants have been determined.

B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPLICANT'B COMMENTB/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Jeff Forry thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any unforeseen
problems which may arise.
The meeting was adjourned at approximately 10:25 a.m.

NOTE TO APPLICANT: Some time ago the County recognized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.

questions or concerns regarding your conference, please contact
