KNOW ALL MF.N BY THESE PRESENTS, That Lloyd A. Herman, a married man dealing
in his sole and separate property,
being the owners of the following deecribed landa in conaideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees, assigns
and auccesaor(s) in interest hereby agree to authorize Spokane County to place their
na.rr►e(e) on a petition for the formation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includes the owner(e)
property, and further not to object, by the eigning of a ballot, or not to protest
to the formation of a RID by the resolution method pursuant to Chapter 36.88 RCw,
which reeolution includes the owner(s) property. If a RID is formed by either the
petition or resolution method, as provided for in Chgpter 36.88 RCW, the owner(e) or
successor(e) further agrees (1) that the improvements or construction contemplated
within the proposed RID are feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together with the amount of
any County participation, exceeds the coet and expense of formation of the RID, and
(3) that the property within the propoeed RID ie su!lieiently developed. Provided,
further, the owner(s) or successor(s) shall retain the right, as authorized unaer
RCw 36.88.090, to object to any assessment(e) on the property as a result of the
improvementa called fo~r in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal t~'4,tOP,Superior-

to Spokane County the then estimated cost of the required improvements to enable the
County to complete the eamej`or furnieh a bond or 'other secure method suitable to
the County, providing for or securing to,the County.-the actual construction of the
improvements. . .
