SCOPEfPROJECT DESCRIPTZON:
I. General Overview - The owner, Cedar Builders fs proposinq the
construction of a 208 unit apartment complex. Garaqe facilities and
a swimming poll are also being proposed. The applicant is currently
working with the County Utilities Department to bring public sewer
to the site. The applicant is anticipatinq that public sewer will
be available to the site prios to occupancy. If public sewer is not
available prior to occupancy the applicant will apply for permits to
install holdinq tanks until the sewer becomes available. The
applicant is desiring to colmnence construction in April 1991.
SIIMMARY OF DEPAR'1'MENTAL REQUIREMSSlTB:
1. Planninq Department (456-2205)
A. Discussion/Requirements
1. Comments were submitted to the applicant and the
Division of Buildinqs by Al1an deLaubenfels.
2. The property fs zoned UR-22 and also subject to
compliance with conditions of zone change ZE-29-90.
Specific conditions of the rezone discussed durinq the
meeting were; a specific landscape plan and a specific

~ ~development plan shall be submitted to the Planninq
Department for review and approval, and the 208 drainage
areas are not to be located in the 10 foot set aside on
Mission Avenue.
3. The segregation of the subject property shall comply
with county ordinances governing the division of land.
Allan deLaubenfels advised the applicant to submit a legal
description for all involved parcels as soon as possible
so a determination on what is required can be made. Newly
created parcels which exceed five acres in size are exempt
from the short plat process. However, Certificate of
Exemptions are required for such parcels.
4. The 351 parkinq spaces as illustrated on the site plan
exceeds the minimum 314 required parkinq stalls. The
parking lot 3s required to be paved.
5. A 20 foot strip of Type I landscapinq and a six foot
high site obscurinq fence is required along the south
property line.
6. Please illustrate on the site plan the location,
heiqht, size, and dimension of the proposed sign.
B. Permit Release Requirements
, 1. The proposed shall comply with the conditions of Zone
Change ZE-29-90.
2. The subject property shall be legally seqregated.
3. An estimate from a nursery includinq size, type, and
quantity alonq with a promissory letter from the owner
statinq the landscaping will be installed shall be
submitted.
II. Division of Engineerinq & Roads (456-3600)
A. Discussfon/Requirement
1. The Division of Enqineering & Roads was not present at
the meeting. However, written comtnents were submitted to
the Division of Buildings prior to the meetinq. A copy of
the comments were qiven to the applicant during the
meetinq. The coanments are as follows:

2. Please submit a drainaqe plan for the proposed that is
in compliance with Spokane County Gufdelines for
Stormwater Management.
3. The proposed shall comply with the conditions of Zone
Change ZE-29-90.
4. An additional two feet of right of way dedication is
required on Mission Avenue. Please submit a copy of the
recorded property deed to the Division of Enqineerinq &
Roads so that the riqht of way deed aqreement can be
prepared.
5. Road and drainaqe plans prepared by an enqineer shall
be submitted for Mission Avenue. Al1 required road
construction shall be completecll prior to the release of
the building permit or a bond in an amount estimated by
the County Enqineer to cover the cost of construction
shall be submitted.
6. Please submit a parking plan and traffic circulation
plan to the Division of Engineering & Roads for review and
approval.
7. A foot strip of property alonq Mission Avenue
shall be set aside for future acquisitfon.
8. Please submit written confirmation of the right to use
the Bonneville Power Administration easement for inqress,
egress and parking for the proposed development.
9. An Agreement to Pay Fees was qiven to the applicant
during the meetinq. The agreement is to be siqned by the
owner and returned to the Division of Engineering & Roads.
Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainaqe plan as described above for
revfew and approval.
2. The proposed shall comply with the conditfons of Zone
Chanqe ZE-29-90. ,
3. Please submit a copy of the recorded property deed so
that the Division of Enqineerinq & Roads can prepare the
riqht of way deed for the two feet of dedication.

4. Please submit road and drainage plans prepared by an
engineer for Miesion Avenue.
5. Please submit written confirmation from the BPA for
the riqht to use the BPA easement for ingress, eqress and
parkinq for the proposed.
6. Please submit a copy of the Aqreement to Pay Fees
signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. Please subntit a utility site plan for the entire site
illustratinq all proposed utilities to the site.
2. Contact Valley Garbage Service for advise on the
placement of dumpsters.
3. The proposed will be connected to the public sewer
system. The Health District will issue perntits for
holding tanks if the public sewer system is not available
to the site prior to occupancy. The permits will be
issued with the condition that the holding tanks will be
removed once public sewer becomes available.
4. All construction debris is to be taken to a licensed
landfill.
5. The water purveyor for the proposed is Modern Electric
Water Co. (928-4540).
B. Permit Release Requirements
1. The Health District released their portion of the
building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requtirements
1. Fire flow for the proposed is 4,000 g.p.m., however,
only 2,000 g.p.m. is avaflable to the site at this time.
The water lines will have to be looped fn order to obtafn
a fire flow at or near 4,000 q.p.m.
2. Six fire hydrants are required to be installed for the
proposed project. One fire hydrant will be required to be

installed at eacb entrance of the complex, one in the
middle of the property alonq the north property line, one
in the middle of the property alonq the south property
line, one at the northwest corner of the property, and one
hydrant at the southwest corner of the property. However,
an existing hydrant, number 1754, may be credited to the
proposed. The hydrants shall be installed as per an
approved water plan contafninq the location of the
hydrant, hydrant assembly detail, and plumbinq detail.
The water plan shall be submitted to the fire district and
water purveyor for approval prior to installation. A copy
of hydrant standards were given to the applicant cluring
the meetinq.
3. Fire department access to the property is adequate.
4. A master key system is required for the complex alonq
with a lock (Knox) box entry system for fire department
personnel access. Forms for obtaininq the lock box were
given to the applicant durinq the meetinq.
5. Please submit a site plan identifyinq each individual
structure.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review'has been completed on preliminary plans
by Jun Mascardo.
2. A letter was sent to Tom Davis, Division of Buildings
from Ed Woessner, Bonneville Power Administration (BPA)
dated March 5, 1991 reqarding BPA easenaents. A copy of
the letter was qiven to the applicant during the meetinq.
The letter states that the BPA does not allow permanent
structures on its easement-held riqhts-of-way. Also there
will be no overhanqing appurtenances from a permanent
structure allowed. This includes roofs, balconies, and
stairs in the air space above those easement boundaries.
Please fllustrate on the site plan that the intrusions do
not encroach on the BPA easement.

3. The minimum distance from the garaqes to the apartment
buildings shall be eight feet, please illustrate on the
sfte plan.
4. Garagee over 3,000 feet shall have an area separation
wall in order to be classified as an M-1 Occupancy.

Please provide a floor plan and details of the qarage
structure.
5. The kitchen and bathroom exhaust fans shall be
protected with a one hour fire-resistive shaft. Also the
recessed light to be installed in the one hour ceilinq
must be of one hour assembly.
6. Please submit a floor plan illustratinq stairway
access to the second floor for buildinq numbers one and
two.
7. A fire alarm system will be required if each unit is
not separated by one hour fire-resistive walls.
8. A minimum of 11 units are to be handicap units. Please
submit grade elevations of the parking lot for handicap
access.
9. A minimum of 10 cfm of outside air is required in the
bedrooms and living area.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.

FINDINGS OF FACT AND CONCLUSIONS
1. The praperty is generailly located south of and adjacent to NLssion Avenue,
approxunately 350 feet east of McDonald Road in the NE 1/4 of Section 15,
Township 25 N., Range 44 EWM, Spokane County, Was}ungton.
2. The comrnittee adopts the Plannuig Department Report as a part of this record
3. The existing land uses in the area are vacant, undeveloped and single family
residential.
4. The Comprehensive Plan designates this site as Urban The Urban category allows
for rauln-famfly development on Principal or Muior Artenals with residential densities
of up to 22 units per acre. Tius proposal is for 214 muld-family units at a density of
20 units per acre.
5. The Aitenal Road Plan designates Mission Avenue as a Minor Artenal, vvith a
recommended right of way width of 80 feet.
6. The existing zoning of the pnoperty descnbed in the apphcaaon is Agriculturai (A),
previously established m 1942, and Agncultural Suburban (AS), previously
estabhshed in 1955.
7. The provislons of RCW 43 21 C(The State Environmental Policy Act) have been
comphed with and a Deteniunation of Nonsignificance was issued
