The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site. 2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
• ~ constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 248 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-174-79, ZE-198-78
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
' 1. You must submit road and drainage plans for street
improvements. These must be prepared by an engineer. Plans must be prepared for the following 'streets:
a. Spra ~
gue Avenue, Special Roadway Section.
All required construction (sidewalk) within the Public Road Right of Way is to be completed prior to the release of a. ~
building permit or a financial guaranty in an amount'estimated by the County Engineer to cover the cost of construction or
improvements shall be-filed with the County Engineer. Required
plans are to be submitted prior to estimating the amount of the
f inancial guaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Sprague Avenue
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specif ied. 3. Other information: .
a. A parking and traff ic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. Maximum allowable curb cut width is 40 feet.
c. Accurately show on the site plan property
lines, existing fencing, and existing structures on site.
E) Utility Condition: Permittee is responsible for arranging :
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return the completed Agreement to your contact person at the
Engineers Department. .
The applicant or his representative has been given a minimum requirements list. This list is-not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department.may.
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements. listed above. are .
supplied or completed and the necessary review has been

Approach Permits are required on all new approaches as well as all
approaches that will be altered. Contact Sylvia Lightfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
A bond or some other form of financial surety approved by Spokane
County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your
request for a building permit the County has 3 pre-approved bond
formats. If you chose to use a different format a member of the

SPOKANE COUNTY
HEARING EXAMINER COMMITTEE
FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on October 22, 1979, and
the members of the Committee present being Ted McCoury, Acting Chairman,
Jarie Myers, and Paul Sceva, Jr. and there being the fo{lowing persons present
who wish to request approval of a Zone Change; Robert J. Bethards, Agent for
Applicant for a Zone Reciassification, Agricultural to Commercial for the purpose
of retail shops and services.
B. FINDINGS OF FACT
1. That the existing land use in the area is residential, mobile home park,
commercial and undeveloped.
2. That the Comprehensive Ptan designates this area as appropriate for major
commercia) deveiopment.
3. That the existing zoning of the property described in the application is
Agricultural.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the praper legal requirements for advertisement of the Agenda Item
have been fulfilted.
6. That this proposal is not in conflict with the provisions of adopted regula-
tion. .
7. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
8. That the proposed use is compatible with existing uses in the area.

9. That the owners of adjacent lands expressed neither approval nor
disapproval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in harmony
with the general purpose and will not be otherwise detrimental to the public
health, safety, and welfare.
C. ORD.ER
The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Robert L. Picken for a Zone Reclassification as described in the
application should be approved.
Special canditions or contingencies applied to motion:
a) COUNTY FIRE MARSHAL
. 1. The site is located in Fire District #1.
2. That mains and hydrants need to be installed. Access plans for fire
fighting equipment around the building shall be approved priar to
building permit issuance.
b) COUNTY ENGINEER
1. Access permits shall be obtained from the Spokane County Engineer`s
Office prior to issuance of building permits.
2. Applicant shal{ construct cement concrete sidewalk on Sprague Avenue
3. An appropriate on-site drainage disposal system shall be approved by
the Spokane County Engineer's Office prior to the issuance of building
permits for the project.
c) WATER PURVEYOR
1. Purveyor is VERA WATER AND POWER and are able to supply the site
with adequate water for domestic fire and irrigation uses.
d) COUNTY NEALTH DISTRICT
1. No comments received.

e) SEPA
That the provisions of SEPA's Notice of Action pursuant to 43.21C.080 RCW
be initiated by the applicant within thirty (30) days of final action of the
Responsible Administrative Body and be completed before any site improve-
ments are made.
The request has proven to be environmentally non-significant. Therefore,
a final declaration of non-significance shall be signed by the Chairman of
the Hearing Examiner Committee.
f) ZONING
1. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning Administrator
shall be submitted with a performance bond for the project prior to
release of building permits.
2. The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner Committee.
Minor variations when approved by the Zoning Administrator will be
permitted, including, but not limited to the following changes:
Building location, landscape plans, and general allowable uses of the
permitted zone. All variations must conform to regulations set forth in
the Spokane County Zoning Ordinance. The original intent of the
development plans shall be maintained.
3. Direct light from -any exterior area lighting fixture shall not extend
over the property boundary.
4. That the applicant meet the parking requirements of the Zoning
Ordinance and resubmit a site plan incorporating the proper parking
provision.

g) That the Hearing Examiner Committee after hearing all testimony and a
review of the staff analysis adopts the proposed declaration of non-signifi-
cance and directs the chairman of the committee to sign the final declaration
of non-significance.

The applicant shall comply with rules and regulations of the Health District
in providing for adequate sewage disposal. All necessary Health District
permits shall be obtained prior to building permit issuance.

c. County Fire Marshal's Office: Fire District #1
Installation of fire mains and hydrants to be in accordance with the
requirements of the Spokane County Fire Marshal.
Access and circulation plans for emergency vehicles to be approved prior to
building permit issuance.
d. Water Purveyor: VERA WATER AND POWER
We are able to supply this proposal with adequate water.
e. Compliance with all requests stated under Reviewing Agency Comments
above.
