The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-171-55
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:

b. 16th
c. Glenn

GENERAL:
Al1 plans submitted to this department are required to have a
professional engineer's stamp or registered architects stamp by
state law. Architect stamp must include a signature. Professional
Engineer stamps must include the current seal and expiration date
as well as signature and date.
Approach Permits are required on all new approaches as well as all
approaches that will be altered.* Contact Sylvia Lightfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
DRAINAGE REPORT :
1208' Calculations for the site are required for runoff of
asphaltic surfaces (pavement, roofs, etc.) within the Aquifer
Sensitive Area. Show the quantity of asphaltic area, volume
required and provided, swale area required and provided. Your
swale is sized properly but your calculations are incorrect. The sidewalk by the existing asphalt line drains to the building.
Two existing trees in swale must be removed. Planning will not
require more landscaping.

Dear Bob:
As you know, your Department recently reviewed this project at a Pre-application
Conference. You noted a requirement or desire for an upgrading of existing parking lots to
meet 208 standards.
After careful examination of this request, we find that full 208 upgrading will be very
difficult both physically and financially so much so that the added costs will scuttle the
project until the School District finds other funding resources.
Because of these circumstances, we ask for hardship consideration on the following basis
(only as it applies to existing parking lots):
1. The enclosed updated site grading plan shows that the existing parking lots would
have to be completely reconstructed to meet 208 criteria. These lots are situated on
an existing very-flat site with center drywells and perimeter curbs. To shed the
drainage to the perimeter would be a major earthwork and paving operation,
currently unaffordable by the School District.
2. Most of the area which could have been converted to 208 swales was deeded to the
County for widening of 16th Avenue and University Road. This makes solving our
drainage problem even more difficult than it would be customarily.
3. As you know, we are appealing parking requirements with County Planning. We
are fearful that reconstruction of the parking lots for 208 would be compounded with
setback and landscaping requirements. Together the costs would be totally out of
reach and the reconfigured parking would consume space that we'd much rather
devote to playgrounds for students and neighbors. Our site is considered marginally
substandard for size by the Superintendent of Public Instruction and these
208/parking requirements will aggravate this situation.
4. We clearly have an existing use which will remain unchanged. As I understand it,
this 208 upgrading would not be necessary except for the dollar volume of work
generated by our interior remodeling even though there is no usage or functional
change within the School. In an odd way, we seem to have triggered these cf'ices in
requirements because of the seemingly unrelated dollar level of interior building Spol:one ond Seattle
work.

Dear Mr. Hubbard:
We recently participated in a Pre-application Conference for this interior remodeling project.
The project was reviewed by Jim Millgard.
It aQpears that the value of the improvements will trigger fiill compliance with the Zoning
Ordinance to the point of ineeting criteria for an all-new building. Many of these
requirements are extremely difficult to accomplish both physically and financially - so much
so that the added costs would scuttle the project until the School District could acquire
added funds by other means.
Because of these circumstances, we ask for hardship consideration and administrative
exemption on the following requirements:
1. Off-street Parking. We have made modest additions to the existing parking to
accommodate mainstream park.ing criteria for classroom and office spaces. However, the gymnasium parking requirement would have us add approxunately 40
spaces and increase our total parking from 53 to 93 cars. We ask for hardship
consideration on the following basis: .
a. It is a very infrequent occurrence where assemblies are scheduled during the
day that would attract parents and cars. Typically such events occur in the
evening during parents' non-work hours. b. Added parking space means converting existing playground area. These
forty cars would elinai.nate the equivalent of one soccer field. The students
will suffer the loss of recreation and physical education space.
c. Our site is currently under-sized by SPI standards (Superi.ntendent of Public
Instruction). This 8.09 acre site has been granted an exemption from the
10-acre SPI criterion. Thus by SPI standards, adding parking space does
indeed diminish space available to students. -
d. This is an existi.ng use and occupancy with a parking situation that the
neighbors have accommodated since 1957. We are improving the situation pffices in
somewhat, but we doubt the neighborhood has an expectation,of a radical Spokone and Seorrle
upgrade. And, just to be a good neighbor, the School's Principal has met 1203 Wesr Riverside
with 5 or 6 neighbors fronting on the School to the north (16th Avenue) and Spokor.e. Wasningtan
all neighbors along Glenn Road to the east. No objections were raised to 9920 1-11Q7 our plans in these informal encounters. ;EL 50e-838-82-40

e. The $60,000 cost of this parking space is beyond the School District's
current means. It would force them to acquire added funds and scuttle the
project until such funds are acquireri.
f. Lastly we should note that we are appealing for a similar hardship
exemption from County Engineering where, because of an assessment of
dollar value, they are ask.ing thai 208 drainage standards be met with
existing parking. This alone would financially kill (or stall indefinitely) this
project, and it has a related compounding negative effeci on budget and lost
usable space. The District is feeling especially hard-squeezed by these
tough-to-satisfy requests.
2. Landscaping and Screening Standards. Because of an assessment of dollar value,
we are asked to meet Laadscaping and Screening Standards. We are seeking an
administrative hardship exemption from the parking screening requirements (as they
apply to existing parking only) and the Type III screening around the perimeter of
the site for the following reasons:
a. Because the District deeded land to the County to widen 16th and
University, we have no available open space to place landscape screening.
Our only option is to relocate existing parking at great expense and loss of
playground area for students and recreational users.
b. The perimeter site landscaping will tend to visually screen and enclose the
site. The District has concerns that this will adversely affect site security
and reduce the effectiveness of perimeter observation by law enforcement
officials and other observers. In addition, the District notes there are no
County Parks in this neighborhoad and they wish to keep the site as open
and inviting as possible for neighborhood users of playfields.
c. _ Health District Officials expressed concern about this landscaping as a safety
problem at the Pre-application Conference. They felt the planting would
have to be placed outside the fence which, for the most part, is on our
eurrent property line. Thus, moving the fence at great expense seems to be
the only resolution of this problem.
d. Again, we have an existing use and occupancy where, most likely, the
neighborhood has little or no expectation of radical change in landscaping.
If we're allowed to maintain our present course without requested upgrades,
we will siill improve the landscaping and building to a modest degree that
should be a net gain visually for the neighborhood.
e. Again, most neighbors have been contacted informally by the Principal who
has found no objections to our proposed scope of work.
The School District is anxious to reach a final determination on these questions and is eager
for a reply by March 28, if at all possible. On the evening of the 28th the School Board
will take up the question of proceeding with this projeci.

We realize the variance process is available to us, but we were caught a little off guard by
these issues; and the time delay would force us to miss the summer construction season,
pushing the project into 1995/96. We are hoping that you see our requests as reasonable
and of little or no impact to the neighborhood in comparison to the present use of the site.
If so, the need for a formal variance process would seem marginal at best.

Dear Bob:
As you know, your Department recendy reviewed this project at a Pre-application
Conference. You noted a requirement or desire for an upgrading of euisting parking lots to '
meet 208 standards.
After carefui e,zamination of this request, we find that full 208 upgrading will be very
difficult both physically and finaacially - so much so thai the added costs will scuttle the
project until the School District finds other funding resources.
Because of these c'vrcumstances, we ask for hardship consideratioa on the following basis
(only as it applies to existing parking lots):
1. The enclosed updated site grading plan shows thai the existing parking lots would
bave to be completeiy reconstructed to meet 208 criteria. These lots are situated on
an existing very-flat site with center drywells and perimeter curbs. To shed the
drainage to the perimeter would be a major earthwork and paving operation,
currently unaffordable by the School District.
2, Most of the area which could have been converted to 208 swales was deeded to the
Cou.nty for widening of 16th Avenue and University Road. This makes solving our
drainage problem even more difficult than it would be customarily.
3. As you know, we are appealing parking requirements with County Planning. We
are fearful that reconstructioa of the parking lots for 208 would be compounded with
setback and Iandscaping requirements. Together the costs would be totally out of
- reach and the re:onfigured pazking would consume space that we'd much rather
devote to playgrounds for students and neighbors. Qur site is considered marginally
substandard for size by the Superintendent of Public Instruction and these
208/parking requiremem.s will aggravate this situation.
4. We clearly have an ezisting use which will remain unc,hanged. As I understand it,
this ZOS upgrading wouid not be necessary except for the dollar volume of work
generated by our interior remodeling - even though there is no usage or functional
change within the School. In an odd way, we seem to 'have triggered these Offices in
requirements because of the seemingly unrelated dollar level of interior building Spokone ond Seottle
work.

The School Distrirt in aiuious to reach a final determination on these questions and is eager
for a reply by March 28, if at all possible. On the evening of the 28th the School Board
will take up the question of proceeding with this project. Crucial to the District are the cost issues surrounding these requirements. By the present
budgex, this project would totally deplete their capital fund. So with the potential added
expense of requirements cited herein (as well as pazking and landscaping requirements of
Planning) the project will not go forward or at least be forestalled indefinitely until the
added $150,000 to $250,000 eapense of these improvements is covered. Obviously, the
School Board would not want to authorize the bidding of the project on the 28th and subsequently scuttle the project due to unaffordable requirements.
