CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 18,454
square foot gymnasium and classroom. The classrooms will not be
completed at this time.
Please Note: An Environmental Checklist requiring a 15 day public
comment period and a$75.00 fee is required for the proposed
building. The applicant was advised to include future additions. .
SIIMMARY OF DEPARTMENTAL RE4UIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a UR 3.5 Zone.
2. All new parking areas are required to be paved.
3. Please submit a letter from the church stating that
they have no intention of occupying the sanctuary and
gymnasium at the same time because of parking
restrictions.
4. A copy of landscape requirements were given to the
applicant during the meeting.

5. A minimum of 10$ of the new parking area is required
to be landscaped. Also all parking stalls are to be
within 60 feet of a landscape feature consisting of 32
square feet in area.
6. Please submit a detailed landscaping plan for review
and approval~.,,
7. The applicant stated that all of the parking areas
located on the site would be paved in phases. Allan
deLaubenfels requested that the a schedule for the paving
of the parking lots be submitted.
B. Permit Release Requirements
1. An estimate from a nursery including size, type, and
quantity along with a letter from the owner stating the
landscaping will be installed shall be submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. Bob Turner requested that a schedule for future paved
parking areas be submitted so that an estimate for the
amount of area required for 208 drainage swales could be
determined.
3. Please submit a revised site plan indicating the area
that is to be paved at this time.
4. Please submit a drainage plan that is in conformance
with Spokane County Guidelines for Stormwater Management
for review and approval.
5. An Agreement to Pay fees was submitted to the
applicant during the meeting. The agreement is to be
signed by the owner and returned to the Engineering
Department. Plan review will not be completed until this
document is executed.
B. Permit Release Requirements
1. Please submit a revised site/drainage plan as
described above for review and approval.

III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed shall be connected to the public sewer
system. Daryl Way recommended that the applicant re-route
the sewer to the manhole located on 24th Avenue. This
would enable all the buildings located on the site to be
connected to public sewer at this time. Contact the
County Utilities Department for further information
regarding the depths and locations of manholes and
associated costs for connecting to the public sewer
system. Please verify the route of sewer with the Health
District.
. 2. If the proposed classrooms are to be used for
educational purposes they shall conform to the State Board
of Educations Rules and Regulations. A copy of the rules
and regulations were submitted to the applicant during the
meeting.
3. Please submit a complete set of plans for the
classroom area to the Health District for review and approval.
4: Please submit a critical materials for the entire site
to the Department of Buildings for review.
5. Al1 construction debris is to be taken to a licensed
landf i 11.
6. Daryl Way advised the applicant, to consider the
location of-the refuse disposal containment area prior to
paving because the heavy trucks may break up the pavement.
7. The water purveyor for the site is Modern Electric
Water Co. (456-8000).
B. Permit Release Requirements
1. Daryl Way is ready to release the Health Districts
portion of the permit upon verification of the route of
sewer for connection.

IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The Fire District was not present at the meeting.
However, comments were submitted by Clyde Wisenor.
2. The number of fire hydrants located near the site are
adequate.
3. The Fire District indicated that there may be a
problem with access to some of the hydrants. One hydrant
may be located to close to the proposed. Hydrants are to
be a minimum of 50 feet from any building unless otherwise
approved by the Fire District. The applicant was asked to
contact Clyde Wisenor to discuss the problem.
4. A lock (Knox) box entry system for fire department
personnel access is required to be installed. V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Tom Postlewait.
2. Please submit details illustrating that the proposed
building construction satisfies the minimum requirements
of one-hour fire-resistive construction.
3. The proposed shall meet the minimum requirements of
the Regulations for Barrier Free Facilities.
4. The storage and janitor closets shall be of one-hour
f ire-resistive construction.
5. Please submit a critical materials list for the entire
site to the Department of Buildings for review.
6. Cross connection devices shall be installed on
equipment which may cause pollution of the domestic water
supply.
7. Special inspections are required on concrete with a
design strength of over 2,500 p.s.i., structural welding,
and high strength bolting. Please indicate the name of
the testing laboratory and submit copies of the testing
reports to the Department of Buildings for review.

8. Drawings shall be directly stamped and signed by the
architect (Pen and ink - not copy).
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPLICANT'8 COMMENTS/ACRNOALEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements. CORRECTIONB:
To minutes or changes from what appears in the minutes, we should be
notif ied within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the .
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

SUBJECT: Future road improvements for S. 2303 Bowdish
There will be no road improvements required for the new educational-
gymnasium building.
The SEPA checklist for the Valley Fourth Memorial Church on South 2303
Bowdish will be regarded by the Engineers Department as the checklist for the
entire site including future improvements.
New improvements which are referred to as phases and include paving of
the southern parking lot, new sanctuary, paving of the western parking lot,
and the new approach to the property from Bowdish will require road
improvements.
These road improvements will be as follows:
22nd Avenue: Sidewalk from Bowdish to the western end of the athletic field.
These improvements only on the south side of 22nd.
24th Avenue: Sidewalk and curb from Bowdish to the western end of the
athletic field and new pavement from the existinq pavement to
the new curb. These improvements only on the north side of 24th.
Bowdish: Sidewalk and curb from 22nd to 24th and new pavement from the
existing pavement to the new curb. These improvements only on the
east side of Bowdish.
These road improvements are required by Resolution No. 80-1592, 1.2.07
where it states that if "substantial improvement" is made to the property,
where substantial improvement means "any construction or repair which equals
or exceeds 50% of the market value of the structure", then additional road
improvements can be required.
