S Y OF DEPARTMENTAL REQ , 1. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in a B-3 zone. The proposed use is allowed in the zone. 2. The proposed is located on parcel number 45333-9116, 9117, and 9118. 3. The three parcels involved need to be aggregated into one parcel through a Certificate of Exemption. The necessary forms are attached. 4. The landscaping plan as submitted is adequate. 5. Please submit an estimate from a nursery including size, type, and quantity of landscaping, itemized cost of the irrigation system, and the cost of labor along with a promissory letter from the owner stating the landscaping will be installed. . ' 6. The required number of parking stalls is 1 for every 8 feet of pew or 1 space - for -every 4 peflple. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirements 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. 3. An additional 2 feet of right of way needs to be dedicated along Bowdish Road and 40th Avenue. Please submit a copy of the recorded property deed so that the Division of Engineering & Roads can prepare the right of way deed. 4. Please submit road and drainage plans prepared by an engineer for road improvements to Bowdish Road and 40th Avenue. Bowdish Roa.d shall be improved to Typical Roadway Section No. 1, Secondary Standard. 40th Avenue shall be improved to Typical Roadway Section No. 1, Secondary Standard. All required road construction shall be completed prior to permit issuance or a bond in an amount estimated by the County Engineer to cover the cost of construction shall be submitted. The applicant was advised to submit the road and drainage plans as soon as possible so that permit issuance would not be delayed. 5. By signing the sewer agreement, the applicant agrees to pay a monthly charge, pay a General Facilities charge, and not to object to any future ULID. The General Facilities charge is based on size. Please contact Jim Legat at 456-3604 for further information. B. Permit Release Requirements • 1. Please submit a sewer plan for review, a sewer connection agreement, and a sewer connection permit. IV. Health District (456-6040) A. Discussion/Requirements 1. The water purveyor for the proposed is unknown as proposed is on the dividing line between two purveyors. Please contact Model Imgation District No. 18 (926-5759) and Spokane County Water District No. 3(922-7532) to _ determine who will be servicing the proposed and to review requirements for back flow preventers. 2. Proposed must connect to the available sewer. 3. Please submit a critical materials list to the Department of Buildings for review. 3. All construction debris shall be taken to a licensed landfill. 4. No on-site burning or burial of debris will be allowed. 5. Please thoroughly inspect property for the old sewage disposal system and/or drinking water well. If a sewage disposal system is located, it will have to be abandoned prior to pouring the slab for the proposeri. 6. Please verify if proposed will be serving food from the ,proposed. Permit Release Requirements 1. Please submit verification of the above listed items. V. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed has been calculateti for 3,000 G.P.M.. 2. 2 fire hydrants are required to be installed. The fire hydrants shall be in- stalled as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact the water purveyor as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire district and water purveyor for approval prior to installation. The fire hydrants shall be installed prior to occupancy. 2. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forms for ordering are included with these minutes. The completed forms are to be returned to the fire district. The box shall be installed prior to occupancy. VI. Department of Buildings (456-3675) A. Discussion/Requirements 1. Plan review has been completed on the site plan only and a letter was sent to the applicant by Tom Postlewait. 2. The proposed building is being classified as Group A, Division 2.1 construc- tion. 3. The proposed shall meet the minimum requirement of the Regulations for Barrier-Free Facilities. Specifically, a ramp from the parlcing lot to a primary entrance of the building shall be not steeper than one vertical to 12 horizontal in the d'uection of travel, nor one vertical to 48 horizontal transverse to the direc- tion of travel. 4. Please submit an ugdated critical materials list for review. 5. Please submit information on education and daycare being provided on proposed. 6. The following information must be provided in order for us to proceed with our review: A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. - 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. : 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. It appears that a nLUnber in your curb calculation spreadsheet may have been overlooked, roadway half width, which may change the resulting curb elevations. The previ.ous spreadsheet we submitted was completed for the Type "A" curb.
