. The County Engineering Department has completed a review of .
the above referenced project. The following information must be provided in order for us to proceed with our review. _
A) For any new hard surface area, for an as-okaltic roof, or
a roof containing HVAC machinery, a drain"age plan for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No.ZE-36-82C
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be preparV
by an
engineer. Plans must be prepared for the following
streets-:
a.Sands Road, Typical Roadway Section #1
b.Dishman Mica, Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be f iled with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the f inancial guaranty or permit release.
2. As an alternative to the required road improvements

the County will accept an RID/CRP agreement
"Notice to Public No. 6" on the property.
3. Applicant shall dedicate 10 feet for Right of Way
on Dishman-Mica Road. -
4. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
5. Approach permits must be obtained; after a sitre
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved-driveway
approaches to the following street2gtf
a.Sands Road
b.Dishman Mica Road
NOTE: The applicant shall construct a paved and delineated access
approach(s) to meet the existing pavement on Sands Road and
Dishman Mica Road
Conditions of the County Design Department supersedes all
conditions of the zone change.
D) Insuff icient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specif ied.
3. Other information:
a. A parking and traff ic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
e. The Proposed is in a recognized 100 year
f loodplain. Contact must be made with Tammie Williams of, the
County Engineers off ice before the permit will bq:~released.
E) Utility Conditiotr-: Rerm-itt.ee :Ls.- responsi`ble for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further-conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. when the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit._

2. The total width of all approaches on a road shall not exceed 500
of the frontage along the road and shall not be more than two in
number. Also approaches in commercial zones may not be located
closer than 30 feet from the point of curvature of a curb return.
~ The sign located in the Zone I swale is potentially in conflict
with the intentions of the swale area, ie, either show through
engineering calculations that the infiltration rate, after the sign
is in place, will still be able to handle the proposed runoff; or
relocate the sign outside of the swale area.

51.The fall or drip zone of needle bearing trees needs to be placed
outside of the swale areas.
6. Use the current standard details for the type A& B drywells.
~ Provide a copy of roof detail sheet or state construction of
roof. Metal roofs do not have to go to a swale, while asphaltic or
built-up roofing is required to be handled by a swale. If HVAC
equipment is proposed to be located on the roof then the roof area
needs to be included in swale calculations unless the HVAC unit is
sealed and self contained.

Following is a list of concerns/issues that, at a minimum, need to be addressed for this project.
SCAPCA encourages proponents to contact their offices at 1 101 West College, Spokane, WA
99201 for additional information.
~ All air pollution regulations must be met.
~ Air pollution regulations require that dust emissions during demolition, construction and excavation
projects be controfled. This may require the use of water sprays, tarps, sprinklers or suspension
of activity during certain weather conditions. Haul roads should be treated and emissions from
the transfer of earthen material must be controlled as well as emissions from atf other construction related activities.
SCAPCA strongly recommends that all travelled surfaces (i.e., ingress, egress, parking areas, access roads) be paved and kept c(ean to minimize dust emissions.
~ Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto
paved surfaces. If tracking or spills occur on paved surfaces, measures must be taken immediately
to ciean these surfaces.
~ SCAPCA Regulation I, Article V, requires that a Notice of Construction and Application for
Approval be submitted to and approved by our Agency prior to the construction, installation or
establishment of an air pollution source. This includes any fuel fired equipment rated at gr-eater
than 400,000 BTU/hour (boilers, hot water heaters, ovens, etc...). It also includes Staae I va~or
recoverv svstems for aasoline disoensina facilities, and other sources of air contaminants.
SCAPCA Regulation I, Article IV may require registration with this agency.
* SCAPCA Regulation I, Article VI, and SCAPCA Regulation II, Article IV, address emission
standards. All emission standa~ds must be met.

Failure to meet SCAPCA regulations may result in delays, closure and civil andlor criminal sanctions.

The applicant indicated that 85% of the site will be covered with impervious surfaces. This
proposed development is situated partially or wholly within a 100 year flood hazard area. The
proponent will need to obtain a floodplain development permit prior to any development taking
place. The requirements for new development and substantial improvements to existing sites in
identified flood plains in this area are:
1) Not more than 5% of the floodplain can be covered with impervious surfaces (parking lots,
roof tops, etc.). If plans include covering more than 5% of the floodplain, an infiltration analysis
and resultant plans will be necessary to account for the infiltration area lost.
2) A floodplain Development Permit will be issued with the condition that the lowest floor,
including subgrade floors be at or abo,ve 2010 NGVD, or non-residential structures be flood
proofed to that elevation. Plans that show finished floor to be at elevation 2010 will need to be
verified after construction with an Elevation Certificate.
• 3) Hazardous materials (including gasoline) need to be located outside the limits of the 500 year
floodplain. This project has proposed replacing the single-wall underground gasoline storage
facilities with double-wall storage facilities. This would be an improvement over the existing
condition, however any increase in the volume of the hazardous material storage, beyond what
currently exists would violate the Spokane County Flood Ordinance.
The applicant also indicated that no work would require any work.over, in or adjacent to be
described waters. Scaling from the flood maps, the site is adjacent to the Chester Creek. The site
may not be within exactly 200 feet, however it appears to be borderline.

Dear Mr. Manson:
Thank you for the opportunity to comment on the determination of
nonsignificance for the construction of a convenience store on
Dishman Mica Road, as proposed by Wayne Ady (#95003539). We
reviewed the environmental checklist and have the following
comments.
Installation of new underground storage tanks must meet the
requirements of the state underground storage tank regulations
(Chapter 173-360 WAC). Copies of these regulations and required
forms are available from the Department of Ecology by calling
(360) 407-7202, or toll-free in state*l-800-826-7716.
A notice of intent to install tanks must be filed with the
Department of Ecology at least 30 days prior to installation.
Within 30 days after coming into service, the tanks must be
registered with the Department of Ecology on a state notification
form.
The supervi'sor on-site during the installation must be licensed
by passing an exam administered by the International Fire Code
Institute, or by another state with which Washington has a reciprocity agreement. . New tanks and any connected piping must be protected from
corrosion by either a cathodic protection system, or by being
constructed or coated with a non-corrosive material such as
fiberglass. An acceptable method of leak detection must be
employed, and the tanks must be equipped with spill prevention
and overfill protection equipment. .
Stage I vapor recovery equipment is required on all new gasoline
dispensing facilities with a total gasoline nominal storage
capacity greater than 10,000 gallons'. Also, a certified Stage II
vapor recovery system is required for these facilities in all
Western Washington counties (Chapter 173-491 WAC).

This proposed development is situated partially or wholly withiu a 100 year flood hazard area
(flood map attached). The proponent will need to obtain a floodplain development permit from
t}us office prior to any development talQng place on-site.
The requirements for new development and substantial improvements to existing development
(substantial improvement is defined as "any repair, reconstruction, or i.mprovement of a structure,
the cost of which equals or exceeds 50 percent of the fair market value of the structure. in
identified floodplains in this area are:
• Not more than 5% of the floodplain can be covered with impervious surfaces (parking lots,
roof tops, etc.) . If plans include covering more that 5% of the floodplain, an infiltration
analysis and resultan.t plans will be necessary to account for the infiltration area lost.
• A Floodplain Development Permit will be issued with the condition that tlie lowest floor,
including subgrade floors be at or above 2010 NGVD, or non-residential structures be
floodproofed to tliat elevation. Plans show finished floor to be at elevation 2010, this will
need to be verified after construction with an Elevation Certificate.
• Hazardous materials (which-includes gasoline) be located outside the limits of the 500 year
floodplain. I understand you plan to replace single-wall underground gasoline storage facilities
with double-wall storage facilities. This would be an improvement over the existing
condition, however any increase in the volume of hazardous material storage, beyond what
exists would violate the Spokane County Flood Ordinance. The plans submitted to date do
not address this conceni. Please submit infonmation to show existing storage capacity and
proposed storage capacity.

(flood map attached). The proponent will need to obtain a floodplain development permi.t from
this o~'ice prior to any development talcing place on-site. The requirements in this area are that
not more than 5% of the floodplain can be covered with impervious surfaces (parking lots, roof
tops, etc.) and that the lowest floor, including subgrade floors be at or above 2010 NGVD, or the
structure be floodproofed to that elevation. These requirements are applicable on all new
development and substantial improvements to existing development (substantial improvement is
defined as "any repair, reconstruction, or improvement of a structure, the cost of which equals or
exceeds 50 percent of the fair market value of the structure.."
Tlie plans show gasoline f.acilities on the site. The County Flood Ordinance requires the location
of hazardous materials to be outside the linnits of the 500 year floodplain (3.20.070). Gasoline, a
hazardous material, would have to meet these requirements.

FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on May 6, 1983, and
the members of the Committee present being Ronald L. McVicker, Chairman,
Jane E. Myers, and Kenneth Kennedy.
6. PROPOSAL
The sponsor, Wayne R. Ady, is requesting approval of a zone reclassification,
File No. ZE-36-82, Local Business to Commercial, for the purpose of develop-
ing a Self-Service Car Wash.
C. FINDINGS OF FACT
l. That the existing land use in the area is commercial, mobile home park,
residences, railroad, and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Urban development.
3. That the existing zoning of the property described in the application
is Local Business.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with, and the Committee concurs with the Declaration
of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda-item
have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses
within the proposed Zone classification.
7. That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the
proposed rezone is justified.

10. The Hearing Examiner Committee finds the proposed use to be in
harmony with the general purpose and will not be otherwise detri-
mental to the public health, safety, and welfare.
11. The following are additional findings of fact considered by the
Hearing Examiner Committee:
a) That the approval of this Commercial zone change does not
give automatic approval to the use of a Self-Service Car
Wash; i.e., development standards must be complied with.
D. AGENCIES'CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROUAL
a) COUNTY PLANNING DEPARTMENT
1. The Zoning Administrator shall approve a specific exterior
lighting plan for the approved area prior to installation
of such lighting. (Such plan shall attempt to confine
illumination to the area with full consideration to adjacent
properties.)

4. The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing
Examiner Committee. Variations when approved by the Zoning
Administrator will be permitted, including, but not limited
to the following changes: Building location, landscape
plans, and general allowable uses of the permitted zone.
All variations must conform to regulations set forth in the
Spokane County Zoning Ordinance. The original intent of
the development plans shall be maintained.
5. Direct light from any exterior area lighting fixture shall
not extend over the property boundary.
6. Al1 current standards of the Commercial Zone and specifically
Section 4.10.071, as amended, shall be complied with in the
development of this site.
7. A 6-foot sight-obscuring cyclone fence shall be provided along
the East property line of this proposal. A comparable sub-
stitute to the cyclone fencing may be approved by the Zoning
Admi ni strator.
8. That the provisions of SEPA's NOTICE OF ACTIOPJ pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County
Commissioners Resolution #77-1392 be initiated by the project
applicant within thirty (30) days of final disposition of
this application, and prior to any on-site improvements, or
file appropriate documents to the effect that the NOTICE OF
ACTION is waived in accordance with Spokane County Commis-
sioners' Resolution #82-0458 dated Mav 4, 1982.
9. Prior to the issuance of a building permit, the applicant
shall submit to the Zoning Administrator a parking plan
showing parking arrangements for the convenience store in
addition to the required parking for the self-service car
wash.
10. That prior to final inspection of the car wash, a permanent
six-foot sight-obscuring fence be provided along the East
property line which is adjacent to traveled s.urfaces of the
car wash.
11. That the project shall comply with the provisions of Section
4.10.071, Car Wash Standards of the Spokane County Zoning
Ordinance.
12. That all "junk" vehicles being stored on the property shall be
removed immediately.

b) COUNTY ENGINEERING DEPARTMENT
1. Applicant shall dedicate 10 feet on Dishman-Mica Road for
right of way prior to any use of the property.
2. Access permits for approaches to the County Road System
shall be obtained from the Spokane County Engineer.
3. Applicant shall improve Sands Road in a manner c rnsistent
" with Spokane County TYPICAL roadway section No. 1 minimum
paving width Collector Standard.
4. Applicant shall improve Dishman-P9ica Road in a manner
consistent with Spokane County Typical roadway section
No. 1 minimum paving width Major Arterial Standard.
5. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the
issuance of a building permit on the property.
6. The applicant shall submit for approval by the Spokane
County Engineer and the Spokane County Health District a
detailed combined on-site sewage system plan and surface
water disposal plan for the entire project prior to the
issuance of any building permit on the property.
7. A parking plan and traffic circulation plan shall be sub-
mitted and approved by the Spokane County Engineer prior to
the issuance of a building permit on the property. The
design, location, and arrangement of parking stalls shall be
in accordance with standard traffic engineering practices.
Paving or surfacing as approved by the County Engineer, will
be required for any portion of the project which is to be
occupied or travelled by vehicles.
8. The word "applicant" shall include the owner or owners of
the property, his heirs, assigns, and successors.
9. To construct the road improvements stated herein, the
applicant may, with the approval of the County Engineer, join
in and be a willing participant in any petition or resolution
which purpose is the formation of a Road Improvement District
(RID) for said improvement pursuant to RCW 36.88, as amended.
Spokane County will not participate in the cost of these
improvements.

10. As an alternative method of constructing the road improve-
ment stated herein, the applicant may, with the approval of
the County Engineer, accomplish the road improvements stated
herein by joining and participating in a County Road Project
(CRP) to the extent of the required road improvement. Spokane
County will not participate in the cost of these improvements.
11. The construction of the road improvements stated herein shall
be accomplished as approved by the Spokane County Engineer.
12. Applicant shall construct a paved and delineated access
approach(s) to meet the existing pavement on Sands Road and
Dishman-Mica Road.
13. Roadway standards, typical roadway sections and drainage plan
requirements, are found in Spokane Board of County Commissioners
Resolution No. 80-1592 as amended.
14. Structures constructed on the property and having frontage on
Dishman-Mica Road shall adhere to a 35-foot setback from the
property line after the right of way dedication as herein
specified. This is to facilitate future right of way acquisi-
tion should the right of way be needed for upgrading of the
Dishman-Mica Road.
15. That the applicant work with the Engineering Department to make
satisfactory arrangements to retain the existing advertising
structure for the business use until such time as the County
plans to use additional right of way for the Dishman-Mica Road.
c) COUNTY UTILITIES DEPARTMENT
1. Pursuant to the Board of County Commissioners Resolution
No. 80-0418, the use of on-site sewer disposal systems is
hereby authorized. This authorization is conditioned on
compliance with all rules and regulations of the Spokane County
Health District and is further conditioned and subject to
specific application approval and issuance of permits by the
Health District.
2. The owner, his heirs or successors sha11 join and participate
in any petition or resolution which purpose is the formation of
a utility local improvement district (ULID) pursuant to RCW
Chapter 36.94, as amended.
3. Any water service for this project shall be provided in accord-
ance wi-th the Coordinated Water System Plan for Spokane County.

4. Each new wastewater disposal system shall be double-plumbed
• for connection to future areawide collection systems.
d) COUNTY HEALTH DISTRICT
l. A combined surface water and sewage disposal detailed plan
shall be approved by the County Engineer and the Spokane
County Health District prior to the issuance of any building
permit for this project.
2. Sewage disposal method shall be as authorized by the Director
of Utilities, Spokane Colinty.
3. Subject to specific application approval and issuance of
permits by the Health Officer, the use of an individual on-site
sewage system may be authorized.
4. Water service must be coordinated through the Director of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Department
of Social and Health Services.
6. Use of private wells and water systems is prohibited.
7. Disposal of sewage effluent beneath paved surface is currently
prohibited.
e) COUNTY BUILDING AND SAFETY DEPARTMENT
l. The site is located in Fire District #l.
2. Mains and hydrants to be installed in accordance with the
Spokane County Department of Building and Safety.
f) WATER PURUEYOR
1. The proposal is within Chester Wdter Works service area, and
that the purveyor is able to serve this site with adequate
water. However, arrangements have not been made to serve this
proposal.

g) COUNTY AIR POLLUTION CONTROL AllTHORITY
1. Require that dust be controlled during all phases of the
project.
2. Further, require that all travelled surfaces (including parking

This proposed development is situated partially or wholly witlun a 100 year flood hazard area
(flood map attached). The proponent will need to obtain a floodplain development permit from
this office prior to any development taking place on-site.
The requirements for new development and substantial improvements to existing development
(substant,ial improvement is defined as "any repair, reconstruction, or improvement of a structure,
the cost of which equals or exceeds 50 percent of the fair market value of the structure.") in
identified floodplains in this area are:
• Not more than 5% ofthe floodplain can be covered with impervious su.rfaces (parking lots,
roof tops, etc.) . If plans include covering more that 5% of the floodplain, an infiltration
analysis and resultant plans will be necessary to account for the infiltration area lost.
• A Floodplain Development Permit will be issued with the condition that the lowest floor,
including subgrade floors be at or above 2010 NGVD, or non-residential structures be
floodproofed to that elevation. Plans show finished floor to be at elevation 2010, this will
need to be verified after constsuction with an Elevation Certificate.
• Hazardous materials (which includes gasoline) be located outside the limits of the 500 year
floodplain. I understand you plan to replace single-wall underground gasoline storage facilities
with double-wall storage facilities. This would be an improvement over the existing
condition, however any increase in the volume of hazardous material storage, beyond what
exists would violate the Spokane County Flood Ordinance. The plans submitted to date do
not address this concern. Please submit infomiation to show existmg storage capacity and
proposed storage capacity.
