SCOPFJPROJECT DESCRIPTION:
I. General Overview - The owner is proposing to construct a new 4,800 square foot building.
Proposed will include two examining rooms for small animals, a large animal barn (primarily
for horses and llamas), and an outdoor dog area (with no kennels). No overnight boarding is
proposed at this time, though the applicant noted that he hopes to have hospital status in the
future. Proposed will employ two (2) staff people in addition to the doctor. The proposed
outdoor unloading area for the horses is gravel. This is necessary to prevent injuries to the
animals. An overhead door will access the large animal barn. The applicant stated that no
storage or servicing of vehicles will take place in the proposed barn. A freezer or walk-in
cooler is proposed on the outside of the building. Carcasses will be disposed of through
private cremation and/or the rendering plant. No outdoor storage or fencing is proposed. The

applicant hopes to maintain as mLtch of r the natural landscaping as possible and is not
proposing any grass.
S Y OF DEPARTMENTAL REOUIREMENTS:
1. Planning Department (456-2205) - Francine Shaw
A. Discussion Items
1. The proposed is lacated in a B-3 zone. The proposed use is allowed in the
zone.
2. The proposed is located on parcel number 33543-9063 and is effected by
Zone Change ZE-79-52 for which there are no conditions.
3. Please submit a Certificate of Exemption requesting the unplatted property be
recognized as buildable.
4. Parking requirements have not been determined. Please submit a letter
requesdng that the medical office parking requirements be waived for the
proposed. Indicate the number of animals to be seen on the site to substantiate
the nine (9) illustrated parking stalls on the site plans.
5. Code requires that the large animal unloading area be paved. Please contact
the Spokane County Air Pollution Control Authority for written approval to
waive the paving requirement. Also, submit a letter to the Planning Department
Director requesting that this requirement be waived and substantiation as to why
the waiver is being requested. The applicant stated that it was dangerous for the
horses to be unloaded onto asphalt.
6. The Planning Department will verify the height and dimensions of the
proposed signs as illustrated on the revised site plans that they just received.
7. Please illustrate the size and lacation of the outdoor refuge storage area on the
revise site plans. It is required to be scxeened on ail sides. At least three (3)
sides must be screened by a 5-1/2 foot concrete block/masonry wall or site
obscuring fence with a site obscuring gate.
8. A five (5) foot strip of Type III landscaping is required along Dishman-Mica
and 40th.
Please submit an estimate from a nursery including size, type, curbing, quantity
of landscaping, itemized cost of the irrigation system, and the cost of labor along
with a promissory letter from the owner stating the landscaping will be installed.
9. Proposed must comply with the noise standards of WAC 173-60.
B. Permit Release Requirements
1. Please submit an estimate from a nursery including size, type, curbing,
quantity of landscaping, itemized cost of the irrigation system, and the cost of

labor along with a promissory letter from the owner stating the landscaping will
be installed. ' `
2. Please submit a Certificate of Exemption requesting the unplatted property be
recognized as buildable.
3. Please submit a revised site plan illustrating parking, unloading area, signs,
outdoor refuge area, landscaping, and setbacks for review and approval.
II. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Kelle Vigeland.
2. Proposed must meet all air pollution regulations, including those dealing with
dust emissions during construction and excavation projects.
3. Any processing or equipment which produces air emissions may require a
Notice of Construction and application for approval.
4. All traveled surfaces are required to be paved. Please contact them regarding
a waiver for the large animal unloading area.
III. Division of Engineering & Roads (456-3600) - Bob Turner
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Pat Harper. Bob Turner is the contact for the proposed.
2. NOTE: The future arterial road plan for Spokane County states that both 40th
Avenue and Dishman-Mica Road will be fifty (50) feet wide from centerline.
This would require a ten (10) foot set aside on 40th Avenue and a twenty (20)
foot set aside on Dishman-Mica Road. However, the county is not going to
require that this be set aside at this time.
3. Please submit a drainage plan for the site that is in compliance with Spokane
County Guidelines for Stormwater Management. The plan must contain those
items listed under item A of the comments.
4. Please submit sidewalk plans prepared by an engineer for sidewalk
improvements along 40th Avenue. All required sidewalk construction shall be
completed prior to permit issuance or a bond in an amount estimated by the
County Engineer to cover the cost of construction shall be submitted. The
applicant was advised to submit the sidewalk plans as soon as possible so that
permit issuance would not be delayed. The applicant asked to see a copy of the
code requiring this. A bond can be submitted for this improvement.
5. A RID/CRP Agreement, Notice to the Public No. 6 for Dishman-Mica Road
needs to be recorded. Please submit a copy of the recorded property deed to the
Division of Engineering & Roads so that the agreement can be prepared.

6. Approach permits shall be Dbtained for new driveway approaches along 40th
Avenue and Dishman-Mica Road.
7. Please submit a parking and traffic circulation plan for review and approval.
Paving, unless waived by SCAPCA, will be required for all traveled surfaces.
8. The applicant is responsible for arranging all necessary utility adj ustments or
relocations as required for completion of the proposed.
9. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit sidewalk plans prepared by an engineer for sidewalk
improvements on 40th Avenue.
3. Please submit a RID/CRP Agreement Notice to the Public No. 6 for
Dishman-Mica Road for recording.
4. Approach permits shall be obtained for driveway approaches along 40th
Avenue and Dishman-Mica Road.
5. Please submit a traffic and circulation plan indicating that all traveled surfaces
will be paved.
6. Please submit a copy of the Agreement to Pay Fees signed by the owner.
IV. Health District (324-1577) - Daryl Way
A. Discussion Items
1. The water purveyor for the proposed is Spokane County Water District #3
(536-0121). Please contact the water purveyor to review requirements for back
flow preventers.
2. Proposed must conne:,t to the available sewer in 40th Avenue.
3. Please obtain a license from the Washington State Department of Health for
the x-ray machine.
4. Please contact Valley Garbage for their specifications on disposal of inedical
waste materials.
5. Please submit a critical materials list to the Department of Buildings.
Laboratory agents and medicines are exempt.
6. Please indicate on the revised site plans the size of the piped oxygen or
compressed gas containers and where they will be stored on the site.

B. Permit Release Requirements
1. The Health District authorized the Department of Buildings to release their
portion of the building permit when it is applied for.
V. Fire District No. 1(928-2462) - Clyde Wisenor
A. Discussion Items
1. Fire flow for the proposed has been calculated for 2,250 G.P.M.. ~
2. Two (2) fire hydrants exist to adequately serve the site. One (1) fire hydrant
is located to the northeast of the site at 40th Avenue and Moffitt which is capable
of providing 2,0(}0 G.P.M.. The second fire hydrant is located further east on
40th Avenue.
3. The approach on 40th Avenue needs to be twenty (20) feet wide to
accommodate the fire trucks. The applicant will widen that approach.
4. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the Fire District prior to release of the
building permit. The box shall be installed prior to occupancy.
B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitted to the
Fire District prior to release of the building permit.
VI. Department of Buildings (456-3675) - Bobby Stone
A. Discussion Items
1. Plan review has been completed on the site plan only by Bobby Stone.
2. The proposed building is being classified as a B-2, Type VN construction.
3. The proposed shall meet the minimum requirement of the Regulations for
Barrier Free Facilities. Proposed should also comply, with the provisions of the
American Disabilities Act. The Department of buildings will not be requiring
compliance with this act until it is adopted as part of the Washington State
Barrier Free Regulations, which is not expected to occur until July, 1992. For
information about the Americans with Disabilities Act, call 1-800-435-7232.
The access must be flush with the asphalt and within 1/2 inch of the top of the
threshold. The submitted plans indicate a six (6) inch elevation. The applicant
will correct the elevations stated.
A ramp from the parking lot to a primary entrance of the building shall be not
steeper than one vertical to 12 horizontal in the direction of travel, nor one
vertical to 48 horizontal transverse to the direction of travel. Signs are also
required.

Based on the occupant 4oad, tevo (2) handicapped restrooms are required for the
proposed. The submitted plans propose only one (1) restroom. Please provide a
letter stating the number of employees and requesting that the restroom
requirement be lawered to one (1). The applicant noted that he anticipates
finishing the interior of the large animal barn with permanent stalls, a restraom
and showers in the future.
4. Ali pedestrian doors to the large animal barn must have both interior and
exterior landings. The appiicant stated that this proposed barn will not be heated
at this time. It was suggested to the applicant that perimeter insulation be
installed at this time.
5. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an original dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain: ,
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
.
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. 40th Avenue, (sidewalks)
All required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial guaranty in an amount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to estimating the amount of the
f inancial guaranty or permit release.
1. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on the property for Dishman
Mica Road.
2. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the

right of way deed and/oY the' RID/CRP agreement.
3. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:
a. 40th Avenue
b. Dishman Mica Road
E) Insuff icient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall be
submitted and approved by the Spokane County
Engineer. The design, location and arrangement of
parking stalls shall be in accordance with
standard traffic engineering practices. Paving as
required by the County Plannfng Zoning Code, will
be required for any portion of the project which
is to be occupied or traveled by vehicles.
F) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
G) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

Dear Francine Shaw:
After review of the paving waiver request information that was
provided to us by Nicolee Bradbury of Upnorth Architecture, SCAPCA
makes the following recommendation.
It is SCAPCA's opinion that leaving the 20' x 70' area for large
animal loading and unloading unpaved will not adversely affect air
quality. This decision is based on the facts listed below.
1. The square f ootage of the unpaved area is 1400 f t z, and the
site plan submitted to.SCAPCA is true and accurate. The site
plan is dated 3-24-92 with a revision date of 4-16-92.
,
2. Both the travelled surface leading to the gravel area and
the travelled surf ace leading from the travelled surface are
paved. This will help minimize tracking of dirt and mud onto
public roadways.
3. Gravel. or an equal]_y effec.tive method will be used to
minimize the dus.t emissio.ns from the unpaved area.
The property owners are responsible for ensuring that all of
SCAPCA's regulations are compl.ied with. This includes ensurinq
that particulate matter is not emitted f r.om the proponents property
in suff icient amounts to cause an annoyance to any other person
when.. depositect upon reaL property of others. Also, it is unlawful
to allow dirt and/or mud to be deposited on paved roadways open to
the public without promptly_removing.such dirt and/or mud.

petition method pursuant to Chapter 36.88 RCW, which petition includes the owner($)

. to the formation of a RYD by the reeolution method pureuant to Chapter 36.88 RCW,
which resolution includes the owner(s) property. If a RID ie formed by either the
petition or resolution method, as provided for in Chapter 36.88_RCW, the owner(s) or
auccessor(s) further agree: (1) that the improvementa or conetruction contemplated
within the proposed RID are feaeible, 12) that the benefite to be derived from the
formation of the RIO by the property included therein, together with the amount of
ar,y County participation, exceede the coet and expenae of formation of the RID, and
(3) that the property within the proposed RID ie suff iciently developed. Provi.ded,
further, the owner(s) or euccessor(e) ehall retain the right, as authorized under
RCW 36.88.090, to object to any assessment(s) on the property as a reault of the .

Dear Mr. Booth
As you are aware the comment period for the Environmental Checklist
submitted on behalf of the reference proposal ended on September
23, 1992.
Certain information has been brought to our attention during the
review of the proposal that has prompted the withdrawal of our
original determination of non-significance. Specifically:
1. The existing "fence" as constructed does not conform to the
approved plan which indicated a minimum setback 50 feet. The
actual location is approximately 1 foot from the south and
east property line. Due to the height of the fence this would
constitute a violation of the zoning code and must be resolved
prior to any action by our Department.
2. The property is situated within a 100 year flood hazard area
and before any activity associated with this proposal is
undertaken a flood plain development permit and review is
required through the County Engineer's Office.
With regards to the specific impacts of the proposal, after review
of the comments received; Section 10. Aesthetics a-c of your
checklist does not adequately address the measures being undertaken
to mitigate the visual impact of a 18 foot hiqh 600 foot long wall.
We are suspending any action on your permit application until the
resolution of items 1 and 2. Subsequent review of the potential
environmental impacts will be conducted at that time.
